This study investigates how the resource management strategies implemented by Maine’s different Municipal Shellfish Conservation Committees influences the motivation held by shellfish harvesters’ to participate in resource conservation activities. As soft shell clam landings are declining across Maine due to increasing predation and climate-related stress, there seems to be a disconnect in harvesters’ willingness to support the conservation activities that Shellfish Conservation Committees make available to them. In efforts to improve participation, town leadership in select regions have started to mandate the completion of annual conservation hours requirements. In this thesis, I seek to explore the nature of an environmental ethical paradigm at Dartmouth. In order to do so, I have chosen to begin with an examination of Aldo Leopold’s Land Ethic. This watershed essay has inspired many environmental ethical inquiries in the last eighty years. Leopold’s Land Ethic urged human beings to view the environment beyond what might be extracted for anthropogenic use and to see the land as a summation of everything that lies within it: not just the plants and animals, but the mountains, rocks, rivers, and soil as well. The Bureau of Land Management (BLM) is the largest land administrator in the United States, managing about 10% of U.S. lands, primarily in the Western states. The BLM manages under a multiple-use framework, issuing commercial authorizations for grazing, mining, oil and gas, and wind and solar on public lands, while also managing for ecosystem health. In April 2024, the agency finalized a rule that would create a conservation leasing mechanism to allow private, state, and tribal parties to lease BLM lands for restoration and mitigation purposes, which I investigate here. This study aims to analyze the land use governance structures and the role of Indigenous engagement in Alaska and Norway using a comparative approach, with special focus on successful practices, current gaps, and paths forward to achieve equitable governance. Extractive land uses, such as oil and gas extraction and the construction of wind farms, have mixed impacts on Indigenous communities and lead to social and legal issues such as land use conflict and environmental injustice. The Regional Greenhouse Gas Initiative (RGGI) is one of the longest-standing emissions trading schemes for carbon dioxide in the United States. “Cap-and-trade” describes an emissions trading scheme where emissions are capped at a specific level, allowances are allocated beneath that cap, and emitters can trade allowances. In RGGI, the cap lowers over time, and the allowances are distributed via a quarterly auction. While RGGI includes 10 member states across the Northeast United States, there is risk of carbon leakage whereby the carbon price signal in RGGI states reduces carbon emissions in those states, but there is increased generation in neighboring …

The Dominican Republic and Central American Free Trade Agreement, or DR-CAFTA, was signed on March 1, 2007 by the United States, the Dominican Republic and six other countries in Central America. The United States set specific tariff schedules to be phased in after twenty years for certain crops, one of which is rice. Rice is one of the most important crops in the Dominican Republic and produced in the northwestern province of Monte Cristi. We present knowledge continuity, a novel definition inspired by Lipschitz continuity which aims to certify the robustness of neural networks across input domains (such as continuous and discrete domains in vision and language, respectively). Most existing approaches that seek to certify robustness, especially Lipschitz continuity, lie within the continuous domain with norm and distribution-dependent guarantees. In contrast, our proposed definition yields certification guarantees that depend only on the loss function and the intermediate learned metric spaces of the neural network. Signature scanning is one of the oldest types of malware detection, and it remains an essential lightweight detection method for many antivirus programs. However, signature scanning has unavoidable limitations, including an inevitably increasing runtime as malware signature databases continually expand. In this paper, we discuss the current state of signature scanning, including usage of the open-source signature scanning tool YARA. We test Zemlyanaya et al’s assertion that scanning only the beginning and end of files can reduce the runtime cost of signature database expansion — while maintaining a high level of accuracy — and find it inaccurate in the case …

File type identification is a vital step in automated file processing, especially in the realm of malware detection. The challenges with file type identification and evasion techniques that take advantage of them were pointed out over a decade ago. We show that this remains the case: file type identification implementations are still fragile, especially for files with ambiguous file types. We present a novel antivirus bypass technique via crafted tar archives that evades all detection from VirusTotal and numerous antiviruses: BitDefender, F-Secure, Kaspersky, Panda Dome, Trend Micro, Quick Heal, IKARUS, Avira. The Jones polynomial and Khovanov homology are powerful invariants in knot theory. Their computations are known to be NP-Hard and it can be quite a challenge to directly compute either of them for a general knot. We develop explicit algorithms for the Jones polynomial and discuss the implementation of an algorithm for Khovanov homology. Using this we tabulate the invariants for millions of knots, generate statistics on them, and formulate conjectures for Legendrian and transversely simple knots.

Scaling irrigated agriculture is a global strategy to mitigate food insecurity concerns. While expanding irrigated agriculture is critical to meeting food production demands, it is important to consider how these land use and land cover changes (LULCC) may alter the water resources of landscapes and impact the spatiotemporal epidemiology of disease. Here, a generalizable method is presented to inform irrigation development decision-making aimed at increasing crop production through irrigation while simultaneously mitigating malaria risk to surrounding communities. We explore the permutation analog of Penney's game for coin flips. Two players, in order, each choose a permutation of length $k\ge3$. Then a sequence of independent random values from a continuous distribution is generated until the relative order of the last $k$ numbers matches one of the chosen permutations, declaring the player who selected that permutation as the winner.
We calculate the winning probabilities for all pairs of permutations of length $3$ and some pairs of length $4$, demonstrating the non-transitive property of this game, consistent with the original word version. Alternatively, we provide formulas for computing the winning …

Human serum albumin (HSA) nanoparticles have been widely used as versatile drug delivery systems for improving the efficiency and pharmaceutical properties of drugs. The present study aimed to design HSA nanoparticle encapsulated with the hydrophobic anticancer pyridine derivative (2-((2-([1,1'-biphenyl]-4-yl)imidazo[1,2-a]pyrimidin-3-yl)methylene)hydrazine-1-carbothioamide (BIPHC)). The synthesis of HSA-BIPHC nanoparticles was achieved using a desolvation process. Atomic force microscopy (AFM) analysis showed the average size of HSA-BIPHC nanoparticles was 80.21 nm. The percentages of entrapment efficacy, loading capacity and production yield were 98.11%, 9.77% and 91.29%, respectively. An In vitro release study revealed that HSA-BIPHC nanoparticles displayed fast dissolution at pH 7.4 compared to pH …

Over the past decade since the term `dynamical algebraic combinatorics' was coined there has been a tremendous amount of activity in the field. Adding to that growing body of work this thesis hopes to be a step towards a broader study of pattern avoidance within dynamical algebraic combinatorics and helps initiate that by considering an action of rowmotion on 321-avoiding permutations. At Minnesota State University Mankato (MNSU), our story might sound familiar. After more than a decade of flat or decreased budgets, we have cancelled hundreds of journal subscriptions and numerous journal packages. We do occasionally add journals, but only by cancelling others. We often say we are “managing library decline,” and our primary objective is to cut cleanly and accurately, so that we can continue to support accreditation and an evolving curriculum. Flying base stations, also known as aerial base stations, provide wireless connectivity to the user and utilize their aerial mobility to improve communication performance. Flying base stations depend on traditional stationary terrestrial base stations for connectivity, as stationary base stations act as the gateway to the backhaul/cloud via a wired connection. Background: Tunneled central venous catheters are commonly used for dialysis in patients without a functional permanent vascular access. In an emergent setting, a non-tunneled, temporary central venous catheter is often placed for immediate dialysis. The most critical step in the catheter insertion is venipuncture, which is often a major cause for longer intervention times and procedure-related adverse events. To avoid this critical step when placing a more permanent tunneled catheter, an exchange over a previously placed temporary one can be considered. A joint analysis of solar wind, geomagnetic field, and earthquake catalog data showed that before the catastrophic M = 7.8 and M = 7.5 Kahramanmaras earthquake sequence on 6 February 2023, a closed strong magnetic storm occurred on 7 November 2022, SYM/H = −117 nT. The storm started at 08:04 UT. At this time, the high-latitudinal part of Turkey’s longitudinal region of future epicenters was located under the polar cusp, where the solar wind plasma would directly access the Earth’s environment. Assessing marker genes from all cell clusters can be time-consuming and lack systematic strategy. Streamlining this process through a unified computational platform that automates identification and benchmarking will greatly enhance efficiency and ensure a fair evaluation. We therefore developed a novel computational platform, cellMarkerPipe (https:// github. com/ yao- labor atory/ cellM arker Pipe), for automated cell-type specific marker gene identification from scRNA-seq data, coupled with comprehensive evaluation schema. CellMarkerPipe adaptively wraps around a collection of commonly used and state-of-the-art tools, including Seurat, COSG, SC3, SCMarker, COMET, and scGeneFit. The modern world is built of images. However, in our goal to photograph and replicate what the human eye is capable of seeing, we are throttled by the restrictions of conventional imaging sensors in high- and low-illumination environments. Single-photon cameras (SPCs) have recently emerged as a promising alternative to conventional camera sensors for capturing images in challenging conditions such as high-dynamic range and fast scene motion. Compared to traditional CMOS cameras, SPCs exploit the arrival of individual photons rather than using an aggregate photon count to compute the brightness of pixels. The lungs play a vital role in supplying oxygen to every cell, filtering air to prevent harmful substances, and supporting defense mechanisms. However, they remain susceptible to the risk of diseases such as infections, inflammation, and cancer that affect the lungs. Meta-ensemble techniques are prominent methods used in machine learning to enhance the accuracy of classifier learning systems in making predictions.
