Colorado's 179 K-12 public school districts operate as autonomous governance units, each responsible for securing and managing student data assets that span health, financial, residential, and academic records. The accelerating integration of artificial intelligence (AI) and machine learning (ML) tools into administrative workflows, productivity software, and instructional platforms has fundamentally altered the risk landscape for student data, yet governance frameworks at the state, district, and school levels have not kept pace. This dissertation investigates whether Colorado's decentralized educational governance structure is institutionally capable of producing equitable, secure, and sustainable data governance outcomes in the AI era.

For a finite alphabet 𝒜 and a sequence 𝑥 ∈ 𝒜 , Kamae and Zamboni combined the ideas of block complexity and topological sequence entropy to define the maximal pattern complexity, 𝑝𝑛 (𝑥). They defined an aperiodic sequence 𝑥 over two letters as pattern Sturmian if it had the lowest possible maximal pattern complexity, 2𝑛. Later, Kamae and Rao extended their definition of pattern Sturmian sequences to be sequences over ℓ ≥ 2 letters which are not periodic by projection and have maximal pattern complexity ℓ𝑛.

This master's thesis examines conservation as a form of living cultural heritage practice through the co-management of kākāpō (Strigops habroptilus), a critically endangered parrot and taonga species in Aotearoa New Zealand. Situated within ongoing histories of colonial dispossession and Western frameworks of land and species management, contemporary kākāpō conservation is shaped through the partnership between the Department of Conservation’s Kākāpō Recovery Programme and Ngāi Tahu. Drawing on semi-structured interviews collected during fieldwork from July to August 2025, this study examines how institutional partnerships structure decision-making, authority, and responsibility in contemporary conservation governance. Large Language Models (LLMs) are predominantly assessed based on their common sense reasoning, language comprehension, and logical reasoning abilities. While models trained in specialized domains like mathematics or coding have demonstrated remarkable advancements in logical reasoning, there remains a significant gap in evaluating their code generation capabilities. Existing benchmark datasets fall short in pinpointing specific strengths and weaknesses, impeding targeted enhancements in models’ reasoning abilities to synthesize code.

Macrocyclization, or stapling, has emerged as a powerful strategy to enhance the stability and function of peptides and proteins by constraining their conformational ensembles. Stapling can improve thermodynamic stability, increase resistance to proteolytic degradation, and enhance biomolecular recognition, making it particularly valuable for the development of peptide-based therapeutics. Despite these advantages, staple design remains largely empirical, relying on iterative screening of linker chemistries, lengths, and attachment sites. This trial-and-error approach limits scalability and hinders the rational design of stabilized peptide systems. Many students find comfort in mathematics because math classes have been a place where they can find the “right answer” to exercises. Modeling courses typically emphasize more nuance, teaching students to try modeling approaches, compare back with real-world mechanisms and data, and then refine their models, in an ongoing cycle. One topic, however, can cause students to quickly revert into “right answer” mode: fitting a model to data. Wetlands provide valuable ecosystem services, one of which is a wetlands ability to sequester carbon. Climate change and human land use threaten a wetlands ability to do so. Globally, 21% of wetlands have been lost since the 1700s. As a result, restoration of wetlands has been increasing. However, wetlands in the process of restoration emit more methane than degraded ones, and as the climate continues to change, these fluxes could respond. For decades, secure techniques in medical images have focused on securing the sensitive information through limiting direct access to the images themselves. Nonetheless, these methods tend to cause distortion on the images that can affect the diagnostic value and cause loss of crucial information. For nearly a decade, Yemen's eastern governorates of Hadramawt, Shabwah, and Al‑Mahrah have been relatively stable, yet the international aid system has kept delivering short‑term humanitarian relief like food baskets and water trucking instead of shifting to sustainable development that could rebuild people's lives, create jobs, fix infrastructure, and strengthen local government. This thesis investigates why this transition has taken so long. Based on 21 interviews with government officials, international NGO staff, and local NGO managers in these three governorates, the study develops a new way of understanding the problem. Acceleration of convergence and reduction of variance constitute a trade-off in the design of stochastic optimization machine learning algorithms. Katyusha was introduced to address this trade-off, synthesizing Nesterov Accelerated Gradient (NAG) and Stochastic Variance-Reduced Gradient (SVRG) into a single first-order optimizer with promising empirical performance. However, the generalization properties of Katyusha remain largely unexplored. We conjecture that, in the smooth quadratic regime (i.e., under assumptions of strong convexity and smoothness of the loss function, and boundedness of gradients), Katyusha is uniformly stable in the sense of Bousquet and Elisseeff. Focusing on Antarctica, Arctic Alaska and the Sonoran Desert, the project investigates how climate change, resource extraction and human systems of control are transforming ecological processes, water systems and cultural landscapes. We present a study of the inclusive charmless semileptonic b decay, bXuℓv at next-to-next-to-leading order (NNLO) in perturbative QCD, with the primary aim of extracting the hadronic structure functions Wi at NNLO. The analysis is based on a numerical calculation of the relevant kinematic distributions using a phase-space slicing method to handle infrared-sensitive contributions from real gluon emissions. We use known results from Heavy Quark Effective Theory and Soft-Collinear Effective Theory to extract the singular terms and construct a model for the regular contributions to the structure functions at NNLO, then perform a fit to the …

In HTTP adaptive streaming, accurately inferring user Quality of Experience (QoE) remains challenging due to dynamic network conditions, content variations, end-to-end encryption, intrusive advertisement interruptions, and diverse user engagement behaviors. Conventional approaches, such as ITU-T P.1203, fall short in capturing real-time user perception, accounting for ad related disruptions, or adapting to model drift over time. This dissertation therefore aims to develop a multimodal face emotion recognition (FER) based inference model that predicts QoE under encryption and advertisement conditions while being interpretable, robust, resilient to drift, and highly accurate. Two experiments were conducted with lactating Holstein cows to study the effects of different levels of nitrogen fertilizer (urea) on annual pasture: experiment 1, oats (Avena byzantina K. Koch) and ryegrass (Lolium multiflorum Lam.); experiment 2, millet (Pennisetum americanum (L.] Leche). Base fertilizer (8-28-18) was applied, and at the five-leaf stage three levels of nitrogen (N) (75, 150, and 225 kg/ha) were applied. The millet pasture followed the oat + ryegrass pasture, with the N treatments being maintained in the same areas. Two ha were planted for each treatment (total, 6 ha). Mixed pastlkes of perennial ryegrass (Lolium perenne L. ), kikuyugrass (Pennisetum clandestinum Hochst. ), and white clover (Trifolium repens L.) are commonly found within warm-zone areas of New Zealand but are frequently disliked because of prob­lems associated with kikuyugrass dominance. A grazing experiment was conducted to provide basic information on the response of such swards to grazing by cattle and sheep. The pastures were rotationally grazed with young sheep or cattle at two stocking levels each year from 1970 to 1975, with stocking rates adjusted twice yearly according to seasonal pasture growth. Meat and dairy products command overriding importance in the Irish agricultural economy. They are derived primarily from Irish grasslands, which occupy 89% of the arable land area. Use of improved grass cultivars is probably the best means of increasing grassland output once the basics, optimal fertilizer use, and high stocking rates have been met. Objective identification of superior cultivars is the responsibility of state agencies. A recommended list, published annually in Ireland, presently contains 47 ryegrass (Lolium perenne) cultivars. Autumn harvest of alfalfa (Medicago sativa L.) offers a potential for obtaining additional forage production during a particular season. Little is known about the quality or changes in the chemical composition of this forage. The objective of this research was to examine changes in chemical composition, dry-matter intake (DMI), and apparent digestibility of alfalfa during autumn in Wisconsin. An established stand of Vernal alfalfa, early bud to midbud, was harvested using a flail harvester on 5 and 20 October and 5 and 18 November 1979. The practice of accumulating growth of cool-season grasses in the late summer and early autumn for subsequent grazing in late autumn and winter, known as stockpiling, has been widely accepted by beef cow-calf producers. The objectives of our study were to determine the growth characteristics of cool-season grasses in the autumn under nitrogen (N) fertilization and to in­vestigate utilization of stockpiled forages. This work was undertaken to quantify the effect of weather variations on grass production. The first objective was to relate grass growth quantitatively to radiation and temperature.
