The New Earned Income Tax Credit: Too Complex For The Targeted Taxpayers?, Francine J. Lipman, James E. Williamson

In this article, the authors examine the present administrative system for the earned income tax credit (EITC) especially the refinements resulting from enactment of the Omnibus Budget Reconciliation Act of 1990 (OBRA). After describing the problems created by the complexities of the new EITC, the authors conclude that the present system is not working well. They propose that Congress reform the law so that the credit can be used to reduce an employee's liability for Social Security taxes, and refund any excess credit through an addition to take-home pay. A standard natural rights argument for libertarianism is based on the labor theory of property: the idea that I own my self and my labor, and so if I "mix" my own labor with something previously unowned or to which I have a have a right, I come to own the thing with which I have mixed by labor. We previously showed some thermodynamical contradictions in standard cosmology on an axiomatic basis [Phys. Essays 3, 284 (1990)]. In the present paper the roots of thermodynamical contradictions in the standard hot model (SHM), which arise from cosmology, are investigated using the above-mentioned axiomatic basis. Furthermore, we illustrate inadequacies in the attempts at finding solutions to the examined anomalies [Ann. Phys. (Leipzig) 46, 153 (1989)].

In Christophersen v. Allied-Signal Corp. , the Fifth Circuit sitting en banc announced a controversial new test for evaluating the admissibility of scientific evidence. An earlier panel decision reversed a summary judgment for the defendant chemical manufacturers, holding that the testimony of the plaintiffs' expert regarding cancer causation was not so fundamentally unreliable that it should be excluded from jury consideration. On rehearing en banc, a divided court disagreed with the panel decision and affirmed the district court's summary judgment rendered on behalf of the chemical manufacturers. Hugo Grotius founded his theory of international law on the concept of territorial sovereignty. Over the centuries, territorial sovereignty has played a key role in the development of international legal order. The world has now been divided into nearly two hundred nation-states. The people are proud of their national identities and are willing to sacrifice their lives for their beloved nation-state. But just as dinosaurs have disappeared from the face of the earth, so will nation-states with sovereign borders. One Earth will rise again, free from the walls and fences that nations are building around their unsustainable sovereignty.

Linking The Past To The Future: A Landscape Conservation Strategy For Waterford, Virginia, Elizabeth Brabec, Mary Ann Nabor, Harry L. Dodson

The report presents a planning strategy for protecting Waterford, an historic community located in Loudoun County, Virginia. The Waterford Historic District, including the village and surrounding farmland, was designated a National Historic Landmark in 1970. In 1986, the National Park Service determined that Waterford was threatened by proposed new construction on an historic farm almost directly in the center of the Landmark. The report identifies alternative development strategies that would protect the historic integrity of the village landscape. These strategies were intended to be used in negotiations with local landowners, as negotiated but voluntary land conservation strategies.
