Competition for scarce Colorado River water resources is nothing new, but the conflicts that prompted the seven basin states to negotiate the 1922 Colorado River Compact have grown considerably fiercer and more complex in recent decades. In 2007, responding to the challenges of increasing demand and sustained drought, the seven basin states and a number of other affected interests agreed to a set of interim guidelines for allocating Colorado River water in the event of shortages. This agreement represents an important evolution in the governance of the Colorado River, suggesting that the many interests in the basin can work together …

Why do IT projects continue to stumble, despite the proliferation of risk management methodologies and a growing body of knowledge on project risk assessment and mitigation? In this paper, we propose an alternative theoretical perspective that views project risk as a social construction process shaped by the risk accounts of social groups and actors within an implementation context. Risk management is embedded in the social processes where risks are negotiated and contested, with some risk accounts amplified and some attenuated. Processes for remediation (removal of pollution or contaminants) of contaminated sediments have been very efficient. These technologies, which are particularly complex, call for a comprehensive approach to risk analysis which characterises all threats (to humans, equipment, local residents, the environment, etc.) . The STAMP accident model (Systems-Theoretic Accident Model and Processes) is an example of such a comprehensive approach, and it has been chosen to characterise the risks associated with Novosol (registered trademark), an innovative remediation process.

This research uses asset allocation concepts to determine the correct amount of cargo to send down the PAKGLOC and NDN to minimize the risk of loss or damage. Loss and Damage data is used from Transportation Discrepancy Reports and overall value is assumed to match the industry standard. Using assumed levels of pilferage along the NDN, a Monte Carlo simulation is run at each level of pilferage, and a Co-Lower Partial Moment model is solved. The purpose of this research is to determine an appropriate method for estimating cargo airdrop collateral damage risk. Specifically, this thesis answers the question: How can mission planners accurately predict airdrop collateral damage risk? The question is answered through a literature review and a thorough examination of a data set of real world airdrop scoring data. The data were examined to determine critical factors that affect airdrop error risks as well as to determine the characteristics of airdrop error patterns. A Financial Impact Assessment Of Ld 1725: Stream Crossings Presentation, New England Environmental Finance Center

This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …

This article traces the career of risk across prominent theoretical approaches by highlighting their key assumptions and premises, specifically the technical approach found in the physical sciences, and economics, psychology, and sociology in the social sciences. In each discipline, the strengths and limitations of each theoretical approach are pointed out. The discussion focuses on sociology in particular because other approaches—in treating risks as dominantly technical, psychological, or economic phenomena—tend to downplay the broader historical and socio-political context that impinges on risk construction and production, and its differential impact across society. For this paper, the authors have surveyed a total of 22 engineering management (EM) programs in the United States (both accredited and non-accredited). The purpose of this study was to analyze the offering of risk management courses as part of the engineering management curriculum. The findings showed that the majority of the programs did not offer a single dedicated course on risk management and merely covered the topic as part of other courses such as project management. Given that land-use plans are intrinsically spatial, such evidence and approaches can significantly benefit plan-making.
