Flooding has profound social, economic, and environmental impacts on local communities, and zoning plays a critical role in mitigating these risks. The 2019 Nebraska floods, among the most severe in the state’s history, highlighted the urgent need to strengthen local preparedness and mitigation strategies. This study assesses the extent to which local zoning regulations in Nebraska’s most affected jurisdiction, including rural areas, address flood risk reduction. A systematic review of 117 zoning ordinances from counties, cities, towns, and villages, we applied a structured analytical framework encompassing regulatory and permitting policies, voluntary and incentive-based measures, and nature-based solutions. This research examines how bridge width relative to the approach roadway affects crash occurrence on Nebraska highways. The Nebraska Department of Transportation-(NDOT) Bridge Design Manual sets minimum bridge widths based on roadway classification, traffic projections, and the American Association of State Highway and Transportation Officials’ (AASHTO) Load and Resistance Factor Design (LRFD) criteria. While these guidelines ensure structural and functional adequacy, they do not incorporate safety performance analyses based on crash data. This leaves an important gap in understanding how bridge and approach roadway width decisions influence safety outcomes.

Wind power is one of the world's fastest-growing renewable energy resources and has expanded quickly within the US electric grid. Currently, wind power producers (WPPs) may sell energy products in US markets but are not allowed to sell reserve products, due to the uncertain and intermittent nature of wind power. However, as wind’s share of the power supply grows, it may eventually be necessary for WPPs to contribute to system-wide reserves. This paper proposes a stochastic optimization model to determine the optimal offer strategy for a WPP that participates in the day-ahead and real-time energy and spinning reserve markets. The …

The Hawaii Department of Transportation (HDOT) desired to evaluate the crashworthiness of a guardrail end terminal design in which the upstream guardrail anchorage was connected to a block partially buried in a cut slope, known as a “Buried in Backslope” or BIB design. The HDOT BIB system used an upper W-beam with 8-in. deep blockouts attached to W6x9 steel posts and a lower W-beam rubrail located 3 in. below the upper rail. The system used two horizontal flares: 7.4:1 near the upstream anchor block and a 13:1 flare through the ditch.

In this thesis, we develop a framework for E-health Cyber Ecosystems, and look into different involved actors. The three interested parties in the ecosystem including patients, doctors, and healthcare providers are discussed in 3 different phases. In Phase 1, machine-learning based modeling and simulation analysis is performed to remotely predict a patient's risk level of having heart diseases in real time. In Phase 2, an online dynamic queueing model is devised to pair doctors with patients having high risk levels (diagnosed in Phase 1) to confirm the risk, and provide help. Many people tend to think that the outcome of any nuclear weapons use today will result in an escalatory situation with apocalyptic outcomes for the countries involved. Yet many factors are increasing the probability of the limited use of nuclear weapons (e.g., 1 to 20 warheads) in a range of conflict scenarios. Previous atmospheric model simulations of regional nuclear conflicts employing many relatively small bombs have been estimated to cause a global “nuclear autumn,” with great reductions in agricultural productivity, stratospheric ozone loss, and spread of hazardous radioactive fallout. How can academic institutions help educate their students about the risks of identity theft? Or teach students to better understand how one’s online presence can hold so much joy and angst? For one campus, the University of Nebraska–Lincoln, the opportunity came from a middle school teacher engaging his students in a future problem-solving activity. UNL had the opportunity to create a 45-minute presentation on identity theft for local public school students who would be spending the day on campus researching this topic.

The term resilience describes stress-response patterns across scientific disciplines. In ecology, advances have been made to clearly define resilience based on underlying mechanistic assumptions. Engineering resilience (rebound) is used to describe the ability of organisms to recover from adverse conditions (disturbances), which is termed the rate of recovery. By contrast, the ecological resilience definition considers a systemic change, that is, when ecosystems reorganize into a new regime following disturbance. Under this new regime, structural and functional aspects change considerably relative to the previous regime, without recovery. In this context, resilience is an emergent property of complex systems. This work is to develop an experiment-validated numerical model to elucidate the wave transmission mechanisms through a surrogate head under blast loading. Repeated shock tube tests were conducted on a surrogate head, i.e., water-filled polycarbonate shell. Surface strain on the skull simulant and pressure inside the brain simulant were recorded at multiple locations. A numerical model was developed to capture the shock wave propagation within the shock tube and the fluid-structure interaction between the shock wave and the surrogate head. Because of its simplicity, the shock response spectrum has become widely used as a means of describing the shock responses and fragilities of structures and equipment. This paper focuses on the drawbacks of using the shock response spectrum for defining equipment shock tolerance. A cantilever beam with a tip mass was used to model a hypothetical piece of equipment subjected to strong ground motion such as that caused by an explosion. The exact solution from a detailed modal analysis shows that multiple modes of response were excited. Contributions from higher modes can be more predominant than that from the fundamental …

Entropy is a fundamental measure of information content which has been applied in a wide variety of fields. We present three applications of entropy in the industrial engineering field: dispatching of Automatic Guided Vehicles (AGV), ranking and selection of simulated systems based on the mean performance measure, and comparison between random variables based on cumulative probability distributions.
The first application proposes three entropy-based AGV dispatching algorithms. We contribute to the body of knowledge by considering the consequence of potential AGV moves on the load balance of the factory before AGVs are dispatched. Kullback-Leibler directed divergence is applied to measure the …

The University of Nebraska and AgBios, Inc. launched the AgBiosafety website (http://agbiosaftzy.unl.edu) with the purpose of educating the public about agricultural biotechnology risk and safezy issues through science-based content. This article discusses the creation ofthe website, its components, and data gathered from usage statistics and a web-delivered survey. Also included is a discussion of the results ofdata gathered and recommendations for future web-based educational efforts in biotechnology safety and risk assessment.
