Bridging the Gap: Cybersecurity and Occupational Safety Frameworks in AI Data Centers As artificial intelligence infrastructure expands, AI data centers represent a critical and underexamined convergence of cybersecurity and occupational safety risk. Existing frameworks such as NIST, OSHA, and ISO standards were largely developed in isolation, leaving significant gaps in how organizations manage risks that are simultaneously digital and physical in nature. Transportation systems are increasingly dependent on digital technologies, networked communications, and cyber-physical integration, making cybersecurity an important issue for operational continuity, resilience, and safety. Although cybersecurity risks in transportation are widely recognized, much of the existing research remains mode-specific and lacks a standardized quantitative framework for comparing risk across transportation systems. This study develops a quantitative, incident-based approach for assessing cybersecurity risk variability across four major transportation modes: Aviation, Maritime, Rail, and Road. Recent United States federal policy for military installations has emphasized the importance of developing a standardized approach for water security assessment to monitor changes in water resources and the ability for an installation to meet both its civilian and mission needs. For military installations in the United States, these assessments must consider demands both inside and outside the installation’s fence line, as regional resources are required to meet mission readiness. Maritime trade has long constituted a central pillar of economic development, supporting global commerce and cultural exchange. Nevertheless, the maritime environment is inherently hazardous and therefore the protection of human life has consistently constituted and will continue to remain a central priority (Casson, 1995). Flooding has profound social, economic, and environmental impacts on local communities, and zoning plays a critical role in mitigating these risks. The 2019 Nebraska floods, among the most severe in the state’s history, highlighted the urgent need to strengthen local preparedness and mitigation strategies. This study assesses the extent to which local zoning regulations in Nebraska’s most affected jurisdiction, including rural areas, address flood risk reduction. A systematic review of 117 zoning ordinances from counties, cities, towns, and villages, we applied a structured analytical framework encompassing regulatory and permitting policies, voluntary and incentive-based measures, and nature-based solutions. From Flames To Change: An Exploration Of Housing, Fire, And Inequity, Helen Underhill, Charles R. Jennings, Brian Meacham, Danielle Antonellis

Housing and fire safety are deeply connected: inadequate and poorly maintained housing poses heightened fire risk for occupants. An individual or household’s housing situation (including limited or constrained choice) interacts with issues such as affordability, access, location, quality, safety, occupancy levels, tenure type, and resident or immigration status. These dynamics shape vulnerability, and inequity becomes most visible in the event of a fire. The extreme end of this spectrum includes the unhoused, who occupy structures entirely outside of regulatory systems with little or no fire protection.

The International Risk Governance Council (IRGC) was a nonprofit foundation, based first as an independent, freestanding Swiss foundation in Geneva from 2003 to 2012, and then affiliated with École Polytechnique Fédérale de Lausanne in Lausanne from 2012 to 2023. IRGC's mission was to identify and improve the governance of emerging and systemic risks that have, or could have, impacts on human and environmental health, the economy and society, and overall sustainability. Low-lying deltas worldwide are extremely vulnerable to sea-level rise. As the risks of climate-induced flooding become increasingly clear, the thirst for infrastructure-driven adaptation increases. This highlights a patent need to understand the impacts of engineering adaptation solutions, especially those targeting built structures such as dykes and sluices, on farmers from a bottom-up, farmer-centred perspective. The study addresses this call by examining cases where dyke policies, while successful in some dimensions, have undermined small-scale farmer livelihoods in Ca Mau ― Vietnam’s southernmost rural province. Recent developments in risk and crisis communication (RCC) research combine social science theory and data science tools to construct effective risk messages efficiently. However, current systematic literature reviews (SLRs) on RCC primarily focus on computationally assessing message efficacy as opposed to message efficiency. We conduct an SLR to highlight any current computational methods that improve message construction efficacy and efficiency. We found that most RCC research focuses on using theoretical frameworks and computational methods to analyze or classify message elements that improve efficacy. A robust body of literature investigates mechanisms for improving risk and crisis communication. Decision-makers increasingly invoke equity to motivate, design, implement and evaluate strategies for managing flood risks. Unfortunately, there is little guidance on how analysts can develop measurements that support these tasks. Here we analyse how equity can be defined and measured by surveying 167 peer-reviewed publications that explicitly state an interest in equity in the context of flood-risk management. Our main result is a taxonomy that systematizes how equity has been, and can be, defined and measured in flood-risk research. The taxonomy embodies how equity is a pluralistic and unavoidably ethical concept. Despite this, we find that most quantitative studies fail …

The Hawaii Department of Transportation (HDOT) desired to evaluate the crashworthiness of a guardrail end terminal design in which the upstream guardrail anchorage was connected to a block partially buried in a cut slope, known as a “Buried in Backslope” or BIB design. The HDOT BIB system used an upper W-beam with 8-in. deep blockouts attached to W6x9 steel posts and a lower W-beam rubrail located 3 in. below the upper rail. The system used two horizontal flares: 7.4:1 near the upstream anchor block and a 13:1 flare through the ditch.

This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). The European Union Aviation Safety Agency (EASA) continues to promulgate Safety Management Systems (SMS) across aviation organizations when it recently issued SMS requirements for EASA certificated Part 145 maintenance, repair and overhaul (MRO) organizations and Part 21 Design & Manufacturing (D&M) organizations. Currently, the Federal Aviation Administration (FAA) has no such rule in place for these U.S.-based organizations, which may challenge those doing business in countries where EASA policies apply. Stratospheric aerosol injection (SAI) and gene drive organisms (GDOs) have been proposed as technological responses to complex entrenched environmental challenges. They also share several characteristics of emerging risks, including extensive uncertainties, systemic interdependencies, and risk profiles intertwined with societal contexts. This Perspective conducts a comparative analysis of the two technologies, and identifies ways in which their research and policy communities may learn from each other to inform future risk governance strategies. Urban farming can enhance the lives of communities and help reduce food scarcity. This paper presents a conceptual prototype of an efficient urban farming community that can be scaled for a single apartment building or an entire community across all global geoeconomics regions, including densely populated cities and rural, developing towns and communities. ABSTRACT Significant research has demonstrated that active transportation infrastructure is essential for the growth and livability of San Francisco: it increases access to economic opportunities, promotes overall improved public health, encourages mobility without contributing to roadway congestion, prevents traffic injuries and fatalities, and supports the sustainability goals of the city. Large and rapidly growing cities and other urban agglomerations have the potential to become incubators of political instability. This is especially true of rapidly growing cities which are located in countries that are also experiencing high rates of growth in their youth population. Rapid growth rates put stress on urban infrastructure and other institutions, and these stresses can cause major problems for both city and national governments. Knowing when these cities and countries may be trending toward their tipping points regarding political instability will help governments and international organizations develop and implement effective strategies to mitigate the risk of instability.

Long term plans for maritime ports are identifying investments that will increase their capacity while decreasing their environmental footprint and operating costs. These changes are leading to increases in complexity at a time when leaner practices are driving investments to become more strategic. As such, this work proposes a generalized definition that allows a system or entity to be classified as exceedingly vulnerable by comparing it to other entities. This definition is developed from a set of definitions gathered from disparate fields. The June 2020 clash between the People’s Republic of China and India in the disputed Ladakh border area resulted from the strategic expansions of both powers. Like two bubbles expanding in a contained space, these expansions were bound to collide and cause friction. This article explains how the expansions precipitated the incident and might exacerbate border disputes in the future. In pondering implications, it recommends Washington pursue a Eurasia-focused policy embracing the disputed region.
