Twenty-first century military operations have brought forth many new challenges for the Armed Forces of the United States. One such challenge is with new operating environments, where current systems are not always effective. While it is desirable to apply a systems engineering approach to best meet critical user needs, there may be a misconception that systems engineering requires a lengthy and detailed process not nimble enough for a rapid prototyping effort. The subject of this thesis is the combined use of engineering economics and survival analysis in estimating time-value of risk-related resources. The discussion includes (1) the need for sustainable risk management, (2) the importance of time-valuation of risk related resources in the allocation or selection among competing risk mitigation alternatives, (3) the convergence of deterministic engineering economics, survivability analysis, and probabilistic analysis, and (4) results and examples of application in the context of prevention of risk event or mitigation of its consequences.

In this paper, a framework for conducting Sensitivity Analysis (SA) on large and complex simulation models is introduced. The framework consists of components that are designed to make the SA a systematic process that is easy to manage and follow by simulation analysts and practitioners. Unlike local SA (one-variable-at-a-time SA), the method presented here is variance-based and it is rooted in the field of Design of Experiments (DoE) where Input Variables are varied and Output Variables are measured. The University of Nebraska and AgBios, Inc. launched the AgBiosafety website (http://agbiosaftzy.unl.edu) with the purpose of educating the public about agricultural biotechnology risk and safezy issues through science-based content. This article discusses the creation ofthe website, its components, and data gathered from usage statistics and a web-delivered survey. Also included is a discussion of the results ofdata gathered and recommendations for future web-based educational efforts in biotechnology safety and risk assessment.
