Future Generations: A Prioritarian View, Matthew D. Adler

Should we remain neutral between our interests and those of future generations? Or are we ethically permitted or even required to depart from neutrality and engage in some measure of intergenerational discounting? This Article addresses the problem of intergenerational discounting by drawing on two different intellectual traditions: the social welfare function (“SWF”) tradition in welfare economics, and scholarship on “prioritarianism” in moral philosophy. Unlike utilitarians, prioritarians are sensitive to the distribution of well-being. They give greater weight to well-being changes affecting worse-off individuals. The subject of this thesis is the combined use of engineering economics and survival analysis in estimating time-value of risk-related resources. The discussion includes (1) the need for sustainable risk management, (2) the importance of time-valuation of risk related resources in the allocation or selection among competing risk mitigation alternatives, (3) the convergence of deterministic engineering economics, survivability analysis, and probabilistic analysis, and (4) results and examples of application in the context of prevention of risk event or mitigation of its consequences.

The University of Nebraska and AgBios, Inc. launched the AgBiosafety website (http://agbiosaftzy.unl.edu) with the purpose of educating the public about agricultural biotechnology risk and safezy issues through science-based content. This article discusses the creation ofthe website, its components, and data gathered from usage statistics and a web-delivered survey. Also included is a discussion of the results ofdata gathered and recommendations for future web-based educational efforts in biotechnology safety and risk assessment.

Custom low volume products and systems, such as those utilized by military and avionics applications; often make use of commercial high-tech components. In the past decade, technology has advanced very rapidly causing such components to have a shortened life span. Newer and better technologies are being introduced frequently, rendering components obsolete. Yet, custom low volume products and systems such as ships, submarines and aircraft can be in use for decades.
