Risk Assessment For Hazardous Materials Incident, Washington County, Tennessee: Road Transportation, Rail Transportation, And Hazardous Materials Storage., Steed Kenlee Stagnolia

This study was conducted to provide a quantitative risk assessment for road transportation, railway transportation, and storage of hazardous materials in Washington County, Tennessee. A roadside survey, railroad hazardous materials survey, and a chemical inventory were conducted. It revealed an estimated 267,858 HAZMAT shipments per year on primary and secondary roadways and an estimated total of 9.4 x 109 tons of HAZMAT shipped by rail per year. There are 49 facilities that store a daily average of 33,722,700 lbs of HAZMAT. The risk of a hazardous materials incident occurring in Washington County is highest for Interstate transportation. The concept of value and, more specifically, customer value is of increasing interest to both academics and practitioners. Many see it as the next source of competitive advantage. Like other regions of the country, the North-West Frontier Province of Pakistan has a presence of SMEs in many sectors. A major one amongst these is the marble sector; characterized by two sub-sectors, marble mining and marble processing. The level of uncertainty in advanced system design is assessed by comparing the results of expert judgment elicitation to probability and evidence theory. This research shows how one type of monotone measure, namely Dempster-Shafer Theory of Evidence can expand the framework of uncertainty to provide decision makers a more robust solution space. The issues imbedded in this research are focused on how the relevant predictive uncertainty produced by similar action is measured.

This thesis utilizes game theory within a framework for updating optimal decisions based on new information as it becomes available. Methodology is developed that allows a decision maker to change his perceived optimal policy based on available knowledge of the opponents strategy, where the opponent is a rational decision maker or a random component nature.
