This research aims to illustrate a methodology incorporating diverse stakeholder values in adaptation planning to promote equitable outcomes using a hypothetical case study of the Lower Border Street area in East Boston, using the Dynamic Adaptive Policy Pathways (DAPP) framework for managing coastal flood risk. It offers three significant contributions to the field of adaptation planning: (i) It demonstrates how to integrate a stakeholder-specific assessment within the DAPP framework and illustrates individual impacts to a variety of stakeholders, including high- and low-income residents, commercial actors, government actors, and coastal landowners hoping that the planning process remains transparent and motivates local …

Bay Water Level Influences On Inundation And Morphological Changes Of A Semi-Connected Barrier Island During A Hurricane, Sydney D. Goodman

This research aims to identify flooding and erosion changes along a semi-connected barrier island system due to varying bay water levels during storm conditions. The numerical model XBeach is used to simulate Hurricane Michael conditions and the resulting inundation and morphological change near Tyndall Air Force Base (Tyndall AFB). The installation is located 12 miles southeast of Panama City Beach along the panhandle of Florida and is vulnerable to flooding due to its proximity to the Gulf of Mexico (GoM), Saint Andrew Sound and Saint Andrew Bay. This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). The advent and development of containerization was driven by a sociotechnical imaginary and international social contract of seamless shipping and cargo flows. In practice, this liberal, …

The increased frequency and intensity of extreme weather events from climate change necessitates understanding impacts on critical infrastructure, particularly electrical transmission grids. One of the foundational concepts of a grid’s resilience is its robustness to extreme weather events, such as hurricanes. Resilience of the electric grid to high wind speeds is predicated upon the location and physical characteristics of the system components. Previous modeling assessments of electric grid failure were done at the systems level with assumptions on location and type of specific components. Nuisance flooding, or recurrent flooding, occurs during high tide and may be exacerbated when combined with other events such as heavy precipitation, strong winds, or storm surge. Sea level rise has contributed to increased frequency and duration of nuisance flooding in low-lying coastal areas and is causing community-specific impacts such as transportation disruption, road closures, compromises to life and property, overwhelmed storm water systems, and infrastructure damage. This chapter focuses on how drivers respond during nuisance flooding events. Specifically, we discuss how drivers in the Hampton Roads region of southeastern coastal Virginia obtain information about road flooding, how they respond, …

Management Strategy Evaluation (MSE) is a modelling tool used to evaluate sufficiently realistic simulations of potential policy choices in complex systems. As a contribution to the Integrated Marine Biosphere Research (IMBeR) project IMBIZO V, which occurred in October 2017, a workshop was convened with the goal of developing a coherent understanding of best-practice approaches for MSEs. MSEs are becoming standard approaches to characterizing risk across fisheries management organizations globally. MSEs are important tools that aid in delineating objectives, costs, and constraints that define risk and provide a possible mechanism to meet assessment challenges. Many people tend to think that the outcome of any nuclear weapons use today will result in an escalatory situation with apocalyptic outcomes for the countries involved. Yet many factors are increasing the probability of the limited use of nuclear weapons (e.g., 1 to 20 warheads) in a range of conflict scenarios. Previous atmospheric model simulations of regional nuclear conflicts employing many relatively small bombs have been estimated to cause a global “nuclear autumn,” with great reductions in agricultural productivity, stratospheric ozone loss, and spread of hazardous radioactive fallout. Wartime Construction Project Outcomes As A Function Of Contract Type, Ryan M. Hoff, Gregory D. Hammond, Peter P. Feng, Edward D. White

The United States has spent more than $23 billion on construction in Afghanistan since 2001. The dynamic security situation created substantial project uncertainty, and many construction projects used cost-plus-fixed-fee contracts (CPFF) instead of the firm-fixed-price (FFP) norm. Using a dataset of 25 wartime construction projects managed by the Air Force Civil Engineer Center, the authors sought to confirm that both contract types yield project outcomes consistent with the established literature. As expected, they found CPFF contracts had greater cost and schedule growth than FFP. However, they did not find differences regarding as-built quality. Atmospheric features, such as tropical cyclones, act as a driving mechanism for many of the major hazards affecting coastal areas around the world. Accurate and efficient quantification of tropical cyclone surge hazard is essential to the development of resilient coastal communities, particularly given continued sea level trend concerns. Recent major tropical cyclones that have impacted the northeastern portion of the United States have resulted in devastating flooding in New York City, the most densely populated city in the US. We report the development of a prototype Decision Support Tool (DST) for modelling the risks of spreading of non-indegenous invasive species via ballast water. The DST constitutes of two types of models: A 3D hydrodynamical model calculates the currents in the North Sea and Danish Straits, and an agent-based model estimates the dispersal of selected model organisms with the prevailing currents calculated by the 3D hydrodynamical model. The analysis is concluded by a post processing activity, where scenarios of dispersal are combined into an interim estimate of connectivity within the study area. The latter can be used as a tool …

Competition for scarce Colorado River water resources is nothing new, but the conflicts that prompted the seven basin states to negotiate the 1922 Colorado River Compact have grown considerably fiercer and more complex in recent decades. In 2007, responding to the challenges of increasing demand and sustained drought, the seven basin states and a number of other affected interests agreed to a set of interim guidelines for allocating Colorado River water in the event of shortages. This agreement represents an important evolution in the governance of the Colorado River, suggesting that the many interests in the basin can work together …

A Financial Impact Assessment Of Ld 1725: Stream Crossings Presentation, New England Environmental Finance Center

This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …
