Objectives. To develop a formalized, comprehensive, peer-driven teaching assessment program and a valid and reliable assessment tool. Methods. A volunteer taskforce was formed and a peer-assessment program was developed using a multistep, sequential approach and the Peer Observation and Evaluation Tool (POET). A pilot study was conducted to evaluate the efficiency and practicality of the process and to establish interrater reliability of the tool. Intra-class correlation coefficients (ICC) were calculated. Results. ICCs for 8 separate lectures evaluated by 2-3 observers ranged from 0.66 to 0.97, indicating good interrater reliability of the tool. Conclusion. Grading practices can send a powerful message to students about what is expected. Research in physics education has identified a misalignment between what college instructors value and their actual scoring of quantitative student solutions. This work identified three values that guide grading decisions: (1) a desire to see students’ reasoning, (2) a readiness to deduct points from solutions with obvious errors and a reluctance to deduct points from solutions that might be correct, and (3) a tendency to assume correct reasoning when solutions are ambiguous. This report examines the SY2006-SY2009 MCAS ELA and Math achievement of Latino students in Boston Public Schools. The key findings of this report include:
- Latino students now constitute the largest racial/ethnic student group in Boston Public Schools (43.0% in SY2012) and the only racial/ethnic group to grow in numbers from SY2006 to SY2009. In SY2009, Latino students had the highest rates of poverty, mobility, chronic absence, and grade retention in Boston Public Schools.
- Latino students have some of the lowest MCAS ELA and Math pass rates in Boston Public Schools. In SY2009, White students had the highest pass rates on …

The purpose of this paper is to articulate how a theory, developed in 1968 by Garrett Hardin to describe how shared resources, or “commons” can become depleted, also elucidates the mechanism by which standardization of educational outcomes and assessment have come to dominate current education discourse. We then present results of a case study of a school struggling to succeed within a context of a district’s hyper-focus on standardized measures of success, and employ the theory to illustrate its usefulness to explain what we found at the school site.
