A decade ago, everyone was sceptical about cryptocurrency. Today, Asian governments are harnessing its technology to raise payment efficiency and improve financial inclusion. Initially, the technology was advocated and harnessed by ‘cypherpunks’, that is, individuals who advocate the use of cryptography and other strong encryption technologies to promote social and political change. At that time, being a cypherpunk meant standing on the opposite side of the government; today, I see cypherpunks, otherwise more appropriately known as cryptopunks, working closely with governments.

Mediation is essentially a facilitated negotiation process. When businesses have a dispute they cannot resolve on their own, they seek a neutral third party to help confidentially. This mediator has no power to impose a binding outcome on the parties. Rather, his or her responsibility is to facilitate the negotiation and use problem-solving skills to guide the parties towards a mutually agreed solution through a face saving and pragmatic process. In many jurisdictions, including Singapore, parties are required to attempt mediation first before courts hear the matter. This case teaches activists how to respond when they get SLAPPed. It introduced a defense mechanism to prevent lawsuits launched by big corporations to silence criticisms. North American lawyers commonly refer to these lawsuits as ‘strategic litigation (or lawsuits) against public participation (SLAPP). Two scholars from the United States of America (US) coined this acronym.2 And, in 2021, for the first time in South Africa, a court recognized the SLAPP phenomenon and accepted a defense against this kind of lawsuits.

In Swartbooi, the Supreme Court of Namibia failed to give flesh, blood and bones to a theory that could unify the cases that dealt with the separation of powers in Namibia. Though few lawyers would disagree with the outcome of its judgment, the Court nonetheless achieved this outcome by retreating into its legalistic shell.

The Minister of Finance and the Attorney General dealt with an application by Dipak Patel who sought, inter alia, a declaration that the failure by the Minister of Finance to bring all public debt that was contracted by the Executive to the National Assembly for approval was contrary to the Constitution. This case review seeks to provide a lucid and clear analysis of the Constitutional Court judgment, discussing the soundness of the court’s reasoning and approach to the issue of how public debt should be contracted.

Generalizing the group interaction model of Lee (2007), we identify and estimate the effects of student level social spillovers on standardized test performance in New York City (NYC) elementary schools. We leverage student demographic data to construct within-classroom social networks based on shared student characteristics, such as a gender or ethnicity. Rather than aggregate shared characteristics into a single network matrix, we specify additively separate network matrices for each shared characteristic and estimate city-wide peer effects for each one. Do Black-Owned Banks Substitute For Payday Lenders? An Exploratory Study, James R. Barth, Richard J. Cebula, Jiayi Xu

The annualized interest rate charged on payday loans can reach 1,950 percent, whereas similar rates charged by banks are typically less than 25 percent. Also, persons borrowing from payday lenders and paying the higher interest rates are disproportionately lower-income Blacks. This provides an incentive for Blacks seeking loans to turn to banks rather than payday lenders. This may be more likely to happen when there are Black-owned banks in communities with greater percentages of Blacks. Indeed, offices of such banks may substitute for payday loan stores, providing a greater opportunity for Blacks to avoid the higher interest rates associated with …

Social workers and anthropologists encounter different representations of mediation as a professional practice: On the one hand, Social Work is grounded in mediation as expert knowledge that helps others to resolve interpersonal disputes. For example, mediation as Alternative Dispute Resolution (ADR) can enable court cases to resolve without formal trials. On the other hand, Anthropology is grounded in mediation as a research field site and by past intervention experience of anthropologists. As mediation professionalized and became mandated across public institutions, anthropologists became strong ADR critics. The second-to-fourth digit (2D:4D) ratio is a sexually-dimorphic biomarker for prenatal sex hormone exposure. We investigated whether titi monkeys (Plecturocebus cupreus) exhibit sexually-dimorphic 2D:4D ratio, and whether variation in 2D:4D ratio correlates with maternal testosterone and estrogen levels during early pregnancy. Subjects were 61 adult titi monkeys (32 males, 29 females). For 26 subjects, maternal urine samples were collected approximately 15–20 weeks before birth and assayed for testosterone and estrone conjugate (E1C). Titi monkeys exhibited a human-like pattern of sexual dimorphism in right-hand 2D:4D ratio, with females exhibiting higher 2D:4D ratio than males (β = −0.29, p = .023). For …

This study seeks to identify and validate competencies which subject librarians may use in their consultations with students. For the purposes of this study, subject librarians are defined as any library employee who has one-on-one consultations with students. It may include liaison librarians, curators, and others within an academic library. Using a literature review, we identified 22 competencies that may be used to guide subject librarian consultations. Validation efforts included reviews and ratings by subject librarians and students. The article also indicates limitations, future steps, and potential uses of these competencies.

Recent fire seasons brought a new fire reality to the western US, and motivated federal agencies to explore scenarios for augmenting current fuel management and forest restoration in areas where fires might threaten critical resources and developed areas. To support this effort, we modeled the scheduling of an accelerated forest and fuel management scenario on 76 western US national forests. Specifically, we modeled a 10-year ramp up of current forest and fuel management that targeted the source of wildfire exposure to developed areas and simulated treatment in areas that accounted for 77% of the predicted exposure. The importance of ports for economies worldwide is undeniable, but at the same time ports cause negative externalities. This is particularly problematic when ports are located close to urban areas. Port management must therefore try to mitigate these effects and at the same time ensure the economic prosperity of ports. This development concept is known as green growth. Covid-19 And Women-Led Businesses Around The World, Yu Liu, Siqi Wei, Jian Xu

The impacts of crises are never gender-neutral, and the COVID-19 pandemic is no exception. Using a brand-new dataset covering 24 countries, we document that women-led businesses are subject to a higher likelihood of closure and a longer closure duration than men-led businesses during the pandemic. Women business leaders are also more pessimistic about the future than men business leaders. The disadvantages suffered by women-led businesses widen in high gender inequality economies and developing economies. Our results further indicate that finance and labor factors are likely to be the major contributors to these disadvantages. We suggest that COVID-19′s policy response should …
