Space diplomacy remains an esoteric specialty of State.
With ever-increasing speed, humanity is expanding the scope of its activities in outer space, thanks to private enterprise as well as via national pursuits. Extending the current New START regime can help maintain traditional strategic stability; however, such an approach fails to address destabilizing trends related to non-nuclear strategic technologies and China's expanding forces.
Arms control in the nuclear age has proved a useful tool of national security, meeting ends as diverse as reducing the risks of nuclear war to channeling strategic competition. Yet recent trends indicate arms control may be at an inflection point; the suitability of this tool in general and the viability of securing new agreements specifically are both unclear. This article presents the results of an accessibility analysis of The Caste War Route (RGC), prior to its commercialization as a community heritage product. The analysis consists of a diagnosis of the resource to establish destination-planning strategies. The accessibility diagnosis goes beyond adapting physical spaces for transit, considering that the resource is accessible to all types of people, including economic, spatial and temporal accessibility, criteria on which the research focuses.

The study looked into issues surrounding the custody of records considered be of timeless value to the University. The population of study were the administrative and library staff of the University. Purposive sampling was used to select the staff who handle the records at the University. Interviews and observation were the data collection instruments. Findings showed existence of multiple archives across the various departments, faculties and secretariat of the Vice-Chancellor and a lack of university-wide finding aids to accessing records among others. This brief provides an overview of the findings from the 2021- 22 Arkansas Student Discipline Report. We aim to shed light on the significant trends and key student outcomes related to student discipline in Arkansas public schools. Furthermore, we assess the impact of recent policy changes in this context and recommend further policy recommendations to neutralize negative trends.

Asymmetric Shocks In Contests: Theory And Experiment, Jian Song, Daniel Houser

Under optimal tournament design, equilibrium effort is invariant to the shape of the mean-zero additive stochastic component, often referred to as a “shock” or “noise”. We report data from laboratory experiments providing the first test of this prediction. Consistent with theory, we find that average effort does not significantly differ between a negatively skewed and uniform shock distribution. In addition, we test a second theoretical prediction that, in winner tournaments, when the shock distribution is asymmetric as in our design, one should exert minimum effort whenever one's competitors are exerting above equilibrium effort. Efficiency And Distributional Effects Of Federal College Subsidies During The Great Depression, Gerald Jaynes, Alexander B. Kane

We conduct the first quantitative assessment of federal college subsidies during the 1930s. Overlapping generation households invest in children’s education to maximize multigenerational utility, and the government subsidizes college to maximize enrollment subject to a budget constraint and recipients satisfying ability and income qualifications. A modelling innovation assigns children educational ability through a random regression to the population mean correlated with father’s presumed ability ranking via his percentile in fathers’ earnings distribution. Simulating the theoretical model, the equilibrium that replicates actual education distributions estimates federal college subsidies increased graduation rates of the cohort of White Americans reaching college age during …

Quality Matters Review Of Lib 2210: Applying The Qm Rubric For Higher Education To An Information Literacy Course, Laura Sheets, Maureen Barry, Eileen K. Bosch

This article discusses the use of the Quality Matters Rubric for Higher Education, 6th ed. to self-review an asynchronous information literacy course. In this instance, the authors acted as reviewers and subject matter experts (SME). The Rubric proved to be a useful tool that encompasses several instructional design best practices. After the official self-review period, the QM Rubric influenced the enhancement and updates to the course. The authors recommend more use of the QM Rubric by teaching librarians, collaboration with instructors going through a QM Review, and training for online teaching in Library and Information Science graduate programs.

As a sociologist, I study the social and environmental effects of the rapid growth of bottled-water consumption in the U.S. and beyond, and how it is linked to distrust of public tap water. In my new book, “Unbottled,” one chapter examines how these dynamics played out in Flint. As its example shows, communities can end up relying on bottled water – often at great expense – for years after a crisis.

The link between socioemotional functioning and academic achievement is well established, as is the evidence showing that children with disabilities often develop socioemotional functioning differently than peers without disabilities. However, few studies have considered how early skills are associated with growth of socioemotional functioning for children, and how that may differ for children with disabilities. eSports is a newly rising field with rapidly increasing cultural validity. Despite the wide array of similarities between eSports and traditional sports, behavioral skill acquisition interventions have yet to be applied to video game skills. Feedback-based behavioral interventions in particular have been commonly used and implemented for effective skill acquisition for traditional sports. Although video feedback has been established as effective in conjunction with video modeling for traditional sports, further research is needed to validate its efficacy as a standalone intervention. Diesel engine performance and costs represent crucial factors for agricultural producers while pollutants from the exhaust are largely a social concern but also important to producers. Beginning in 1970, Congress authorized the Environmental Protection Agency to regulate emissions with amendments in subsequent years (U.S. EPA, 2023). In 1996 the EPA issued strict Exhaust Emission Standards for Nonroad Compression-Ignition Engines, causing a major paradigm shift in acceptable emission levels. This research presents a comprehensive assessment of night vision goggles and thermal imagers, with a particular emphasis on their performance under a wide range of environmental and temporal conditions. Field testing of these devices was carried out across diverse settings, including daytime, nighttime, and different environmental temperatures. Key evaluation metrics, such as contrast, recognition distance, and image clarity, were employed to assess device performance.The findings reveal that while night vision goggles maintain consistent performance across various conditions, their image clarity and contrast are influenced by the recognition distance. Last year during Open Access Week, Georgia State University Library asked its students, "What should professors know about expensive textbooks?" and "What have you done when a textbook was too expensive?" Applying open pedagogical approaches, these questions were displayed on white boards at library service desks on each campus. Students were encouraged to respond to the first question in their own words, and they were asked to respond to the second question by selecting one of five responses. Responses were analyzed and anonymized, and they were then used in faculty professional development to demonstrate the local impact of expensive textbooks. …

The United States criminal justice system’s (CJS) primary purpose is for the rehabilitation of the individuals within it, which calls for a comprehensive evaluation and critique of its effectiveness. The World Health Organization (WHO) recognizes childhood sexual abuse (CSA) as a global health issue. CSA is a human violation that affects both female and male children and has a stronger detrimental impact on mental health than other traumatic childhood experiences. Despite a growing awareness of male survivors of CSA, male survivors are a marginalized group as most CSA research focuses on females. In addition, masculine norms can keep male adults from disclosing further, which can delay support and increase mental health issues.
