This study proposes a framework of viewing the competition between governments to attract businesses into their jurisdiction as a competitive market. Literature is reviewed on the market forces and incentives of businesses and governments in location decisions. A possible gap in the literature of quantifying the price elasticity of competition between national governments for business activity is identified. OECD data is analyzed using equations supported by literature and results are evaluated to better understand the elasticity of international location decisions. I was partnered with a local non-profit organization, called Wonderfully Made, to identify and solve a strategic problem they are experiencing. Wonderfully Made is focused on serving girls of color with special needs. I analyzed internal resources and weaknesses and I researched external factors that affect them. I found that Wonderfully Made needed to explore growth opportunities through a strategic alliance with a college organization, ideally an NPHC sorority at UNO. We explored ways for the Arbor Day Foundation (ADF) to increase the value proposition for Tree Cities and Tree Campuses through application addendums and existing organizations.
Recommendation
We propose including an addition to the Tree City application for a grant awarded to Tree Cities that plant trees in underserved areas of the community.
We also recommend inviting Tree Campus to join the Alliance for Community Trees (ACT). Through membership, they will attend and participate in the Partners in Community Forestry Conference.

Extant research indicates that effective value creation by analytics is achieved through careful attention to three components: technology, people, and processes. This study investigates the firm-level consequences to capital expenditure levels from the passing of the Tax Cuts and Jobs Act of 2017 (TCJA). It theorized that favorable tax provisions in the TCJA would cause firms to increase their levels of capital expenditures. To test this hypothesis, the study analyzed the capital expenditure levels of public firms from 1986-2019 controlling for factors such as national gross domestic product (GDP) growth and used a dummy variable of reporting periods after 2018 to represent the effects of the TCJA.
