"The Human Readiness Level (HRL) Scale is a simple 9-level scale for evaluating, tracking, and communicating the readiness of a technology for safe and effective human use. It is modeled after the well-established Technology Readiness Level (TRL) framework that is used throughout the government and industry to communicate the maturity of a technology and to support decision making about technology acquisition. Here we (1) introduce the ANSI/HFES 400-2021 Standard that defines the HRL scale and (2) provide concrete examples of evaluation activities to support the application of HRLs in the development of automated driving systems."

According to uncertainty-identity theory (Hogg, 2021a) one of the benefits of group identification is uncertainty-reduction. To reap this benefit fully, it is posited that people also are motivated to have their identities validated, especially if the identity is one that is important to a person’s sense of self. Psychological reactance theory (Brehm, 1966) has helped guide research on resistance to persuasion for over a half century. The theory holds that individuals value their freedom to make their own decisions, and when presented with a persuasive message, may perceive threat to their autonomy and react adversely to the message. Impersonal or mass disseminated messages, particularly those in pro-social or health related contexts, often must communicate in a manner that is direct and forceful to get a clear point across as efficiently as possible. This dissertation offers an adaptation of the relative political capacity (RPC) research framework to domestic American politics, enabling a quantitative examination of the relative performance of state governments during the COVID-19 pandemic. Theoretically, I examine the notion that more politically capable states will be more effective in their efforts to mitigate mortality rates, and hypothesize that, in the United States, such a relationship is conditional upon the party identification of state leadership. Civil law and public policy often are related to crime in complex and interesting ways. The following dissertation explores the intersections of divorce law and public policy with criminal outcomes. Within my first chapter, we attempt to identify the causal effect of wages on a prosecutor’s effort by studying an exogenous salary increase in New York. We measure the performance by the likelihood that a conviction is upheld when appealed. If the efficiency wage theory explains behavior, then the exogenous wage shock should entice better performance. A person who identifies with a group will gain many psychological benefits from their group identification. These benefits include reduced self-uncertainty (Hogg, 2007, 2021) and increased self-esteem (Tajfel & Turner, 1986; see also Abrams & Hogg, 1988). Group members define and adhere to group norms (Turner et al., 1987) to gain the psychological benefits derived from group identification. However, not all group norms are equal. Because religious extremism can set people on a path of aggression and violence toward others, sometimes in the form of terrorism (Moghaddam, 2005), identifying factors that increase susceptibility to religious extremism is essential to ending terrorism. One possible factor that acts as a catalyst leading people to religious extremism is uncertainty (Hogg et al., 2010a). Empathy is the social glue that holds people together, and one way to enhance empathy is through reading fiction. Though reading can enhance empathy, there is little understanding of the mechanisms by which it does so. The purpose of this dissertation is to investigate how time spent reading enhances empathy. I posit that two reading experience variables, narrative transportation and reading flow, mediate the relationship between reading and empathy. In this thesis, I study the consequences and formation of legal rules in the “non-traditional” markets to show that non-traditional markets are fundamental to a society’s functioning. The first chapter shows how legal participants strategically behave based on judicial disqualification. The second chapter examines the unintended consequence of a decarceration policy in the criminal-justice system by linking the ex-criminal re-entry issue and homelessness. Lastly, the third chapter concentrates on how the tenure of elected law enforcement agents contributes to the jail-crowding environment, leveraging term limits imposed on local county elected officials.

Agricultural cost-share research and planning tend to focus on one program at a time, and hence overlook additional efficiencies that might be obtained by considering the possibility that enrollment decisions are related across different programs. Models of multiple-program participation decisions enable these relationships to be considered as part of conditional enrollment predictions, providing more complete and accurate understanding of enrollment behavior. Analysis of data from farmer surveys in Maryland and Ohio show complementary drivers across program participation. Language is one powerful vehicle for transmitting norms—a universal feature of society. In English, people use “you” generically (e.g., “You win some you lose some”) to express and interpret norms. Here, we examine how norms are conveyed and interpreted in Spanish, a language that—unlike English—has two forms of you (i.e., formal, informal), distinct generic person markers, and pro-drop, allowing for an examination of underlying conceptual tendencies in how the structure of language facilitates the transmission of norms. Pronouns reveal and empower different perspectives, providing insight into and even altering how a person is conceptualiz-ing the self. We applied Latent Class Analysis (LCA) to responses to items from the Activism and Radicalism Intentions Scales (ARIS). In two studies (undergraduates n = 530) and prisoners (n = 670), item profiles identified four groups – Inert, Moderate Activists, Strong Activists, Radicals, and Mixed – that confirm and extend the levels of the Action Pyramid of the Two Pyramids Model of Radicalization. Radicals were a higher proportion of prisoners than undergraduate respondents (20% vs. 12%), and, among prisoners, Radicals were more likely than other groups to be gang members. This thesis discusses the Mandarin Chinese passive, a construction that differs in significant ways from its better known, European counterparts. While the passive is one of the most well-studied constructions in syntax, the passive in Chinese remains understudied and not as well understood. The thesis offers an analysis of multiple passive markers in Chinese, focusing on bei and gei. Superficially, the two markers both participate in passive and passive-like constructions. However, upon closer scrutiny, it is demonstrated that only bei qualifies as a true passive marker, while gei is shown to belong to a more general category of Non-Active …

Though high rates of sexual assault are found on college campuses, prevalence rates between studies can vary considerable by gender, sexual orientation, and other student characteristics. Thus, it is unknown whether these are “true” differences for such characteristics or if there are methodological differences to consider. As such the current study examined whether student characteristics including gender, race, sexual orientation, sexual attraction, Greek affiliation, and relationship status are uniquely associated with reporting on two different sexual assault scales. This study examines how state policy contexts may have contributed to unfavorable adult health in recent decades. It merges individual-level data from the 1993–2016 Behavioral Risk Factor Surveillance System (n=2,166,835) with 15 state-level policy domains measured annually on a conservative to liberal continuum. We examined associations between policy domains and health among adults ages 45–64 years and assess how much of the associations is accounted by adults’ socioeconomic, behavioral/lifestyle, and family factors. A more liberal version of the civil rights domain was associated with better health. It was disproportionately important for less-educated adults and women, and its association with adult …

Research has shown that the prevalence of opioid use disorder (OUD) may rise substantially as society ages, but this issue receives the least attention in the literature. To address this gap, this study utilizes county-level data from multiple data sources (1) to investigate whether social isolation is associated with OUD prevalence among older Medicare beneficiaries, (2) to examine whether and how residential stability moderates the association between social isolation and OUD prevalence in US counties, and (3) to determine if there are any differences in these associations between metropolitan and nonmetropolitan counties. This Article shows that police union power did not surreptitiously arrive on the doorsteps of American cities.
