The EU Atlantic Action Plan (AAP) has recently been updated and revised to support ‘blue growth’ along Europe’s western coastal regions. The revisions reflect recent challenges facing the Atlantic Arc maritime economies including the Covid-19 crisis, Brexit and the new requirements of the European Green Deal. Alongside several member countries, the OECD is embarking upon the development of a satellite account for ocean economic activity that presents international statistics in a harmonised manner. This work complements other initiatives at national and international levels and will support future comprehensive ocean accounts that include marine environment-economy linkages and ecosystem services. The production of internationally comparable statistics is a complex and time consuming endeavour that requires international cooperation. This paper presents a modelling framework that facilitates marine policy impact assessment at a scale that is below the national level. The spatial microsimulation approach provides a regional level of analysis not generally possible when dealing with ocean economy statistics that are often even difficult to compile at a national level and offers a powerful modelling tool for maritime spatial planning. The spatial microsimulation model is used to profile the spatial distribution of marine related employment in Ireland. Eleven papers drawn from the symposium are included in this volume. The papers cover the current status of defining the ocean economy within national accounts, the expansion of ocean accounting to include environmental economic values, and methodological tools to assist the integration.

This paper utilizes cross-sectional, household-level, survey data combined with data on subjective risk perceptions and experimentally derived risk preferences to analyze the decision to insure against hurricane losses. Our sample encompasses 670 individuals in five states of the United States Gulf Coast Region (Texas, Louisiana, Mississippi, Alabama, and Florida). This study represents one of the few papers to examine wind insurance empirically and the only study to examine flood insurance, wind insurance, and mitigation behavior contemporaneously. The Contingent Worker Supplement (CWS) to the Current Population Survey—administered six times between 1995 and 2017—is uniquely valuable in providing detailed information on a consistent set of work arrangements in a large, nationally representative survey. Drawing on data from all six CWS waves, we provide an in-depth picture of the nature of contingent and alternative work and whether and how employment arrangements are changing in the United States. Past research on factors influencing firearm assault (FA) mortality have not focused on police officers who, compared to other U.S. workers and the general public, experience especially high rates of firearm victimization. This study focuses on this unique population of FA victims and examines the relationship between travel time to the nearest trauma care facility and the probability of survival among officers shot on duty. Combining data on trauma care center location and 7 years of data on U.S. police officers fatally or non-fatally assaulted with a firearm, we use logistic regression to model the probability of FA fatality among …

In Fall 2020, University of Nebraska-Lincoln researchers started a research project to better understand the perceptions and experiences of transitioning a rural grocery store to new ownership. The project is part of the Heartland Challenge program funded by the Ewing Marion Kauffman Foundation. Researchers conducted a survey of Nebraska rural grocers to seek their input and determine future research directions. Sixty-seven of the 216 distributed surveys were completed either electronically or by print. The Contingent Worker Supplement (CWS) to the Current Population Survey (CPS), fielded six times between 1995 and 2017, was designed to measure jobs that were temporary in nature as well as work arrangements thought to be associated with less commitment between workers and employers. The latter includes independent contractor and platform work, temporary help and other intermediated contract work arrangements, and on-call work, which captures a certain type of unpredictable work schedule. According to the Interface Hypothesis in the field of bilingualism, the interface connecting a linguistic module with a language-external domain (e.g., syntax-discourse) will present prolonged difficulties for adult bilingual learners, as compared with the interface connecting language-internal modules (e.g., syntax-semantics). This study tested whether the Interface Hypothesis is applicable to the acquisition of Mandarin Chinese as a heritage language. The United States electoral system is facing an unprecedented amount of pressure as distrust amount the voting population rises. An area of interest for us in this work is the redistricting mechanism. Rules inspired by ideas in mathematics are being used to combat partisan gerrymandering. In this work, we explore the relationship between three rules regarding Equal population districts, Compactness, and efficiency gap. Combining these rules leads to an idea of an impossibility theorem for partisan gerrymandering, which states that drawing maps that can satisfy all three rules and allow for a minority party to win becomes impossible.

Social media are important channels for crisis and risk communication by government agencies. However, existing frameworks for studying these messages use loose and inconsistent terminology, making it difficult to build on this research and understand how message features impact message diffusion. In this study, we provide a framework based on textual and media dimensions of messages for improved analysis of social media crisis and risk communication. We apply the framework to a sample of Twitter posts from United States local, state and federal public health agencies during a year of the Covid-19 pandemic.
