Over the past two decades there has been a rapid decline in public oversight of state and local governments. From 2003 to 2014, the number of journalists assigned to cover the proceedings in state houses has declined by more than 30\%. During the same time period, non-profit projects such as Digital Democracy sought to collect and store legislative bill and hearing information on behalf of the public. More recently, AI4Reporters, an offshoot of Digital Democracy, seeks to actively summarize interesting legislative data.

During the 2022 meeting of the Kentucky General Assembly, gambling interests in the state had both triumphs and setbacks. An attempt to raise taxes on revenues earned by specialty slot machines (historical horse racing machines, or HHR machines) was turned back, yet an attempt to legalize sports gambling on sports such as the NFL, NBA, NCAA, etc., was also turned back. Lotteries, charitable gaming, and pari-mutuel wagering on horse racing have been legal in the state for some time, and HHR machines were made fully legal after state laws were re-written in 2021 to have them comply with the state …

This qualitative study was designed to explore a person’s experiences of both exposure to domestic violence in childhood and domestic violence in their current relationships. Considering that domestic violence impacts the social wellbeing of an individual, it is important to understand the factors that contribute to a person’s decision to leave the relationship, especially the factors that made it difficult to leave and the services that were accessible to the person.

APIAS Research Report 研究報告

本研究旨在瞭解江門市”社區居家養老”的狀況及需求,以便當局制定服務,讓長者能在自己最熟悉的地方養老。

硏究採用「量性研究」(Quantitative research method) 的方法,以問卷收集了482位居住在江門市城市、鄉鎮和農村60歲或以上長者的個人狀況和對居家養老的意見。

硏究發現8成以上長者偏好在家養老及覺得其現在居所環境適合養老,但超過一半長者居所的安全性成疑,這包括居所存在鼠患蟲患、住屋光線不足和缺乏維修等。另外,有大約3成認爲社區設施便利性有待提升。

在社交支持方面,超過8成老年人擁有良好的社交支持網絡,出入醫療場所和在生活上遇到難題時能獲得幫忙;少部分無法尋求任何幫助。值得注意的是,尋求正式機構協助的長者不多。

在財務狀況方面,約6成長者主要收入來源為退休金,另外少於半數老年人依靠兒女資助。有部分受訪者依賴存款,政府補貼和勞動收入。受訪者月收入偏低,以1000~4000元爲主,部分沒有任何收人。被訪者的醫療保險覆蓋率接近9成,約有2成人對承擔醫療費用感到吃力。

參與是次研究的受訪者普遍身體狀況和自理能力良好,7成以上滿意當前生活狀態 (包括居所狀況、社會支持、居家安老安排、社區設施及其生活條件),認爲目前條件能支持他們居家養老。

本研究提出五大建議。第一,雖然目前大部分受訪者滿意當前生活狀態,居家養老服務供給水平仍有改進空間。為應付老年人口急增,政府應加速發展養老業。第二,社區和居家環境需配合長者的身體機能和需要,進行適老化改造,以支持他們在家養老。第三,爲減輕長者醫療費用的負擔,建議政府篩查符合救助標準的長者,提高老年人醫療補貼。第四,為了讓更多老年人能在社區組織中獲得適切的正式服務支持,政府應加大服務購買力度,增加服務名額同時提升服務質素。第五,子女對年長父母的陪伴和依靠是不能缺乏的,但部分子女沒有很好地履行贍養義務。爲增加子女對年老父母的照顧力度,政府應從教育、媒體方面營造社會尊老敬老氛圍。

This paper develops a general theory of socio-economic stratification based on the interconnection between a specific micro-level mechanism and a broad macro-level process. At the micro-level, it examines selective social identity stigmatization; at the macro-level it explains social exclusion using the goods taxonomy club goods concept. The paper argues individuals in disadvantaged social groups, particularly by race and gender, suffer two kinds of capability shortfalls: capability devaluations at the micro level and capability deficits and the macro-level. These capability shortfalls mutually reinforce and sustain an overall hierarchical ordering of social groups. Their interconnection is explained using a complexity theory analysis …

Sarcasm and indirect language are commonplace for humans to produce and recognize but difficult for machines to detect. While artificial intelligence can accurately analyze sentiment and emotion in speech and text, it may struggle with insincere and sardonic content, although it is possible to train a machine to identify uttered and written sarcasm. This paper aims to detect sarcasm using logistic regression and a support vector machine (SVM) and compare their results to a baseline.

Following the Great Recession, a two-pronged policy agenda of charter school creation and public school austerity was implemented in many impoverished, multiracial urban school districts in the U.S. The reforms have yet to meet durably effective resistance. The three articles that comprise this dissertation address questions about how school reforms, austerity, and privatization have been made governable, specifically in relation to the: preservation of local Black political machine power, creation of a labor market for charter school teachers, ongoing contestation attempts by public educators in inert unions. As a community who voices feeling misunderstood, unheard, and uncared for by the medical system, female patients who live undiagnosed and chronically ill and their health narratives lie beyond biomedical boundaries. To examine how chronically ill and undiagnosed female patients narrate their experiences in and with the biomedical system and how these narratives resist biomedical health standards, I employ semi-structured interviews with 20 female patients living undiagnosed and chronically ill as well as engage in critical autoethnography to recount my own health experiences living a part of this community. Peer aggression toward peers who are perceived as weaker or different is a widespread problem for middle-school students including those attending Catholic middle schools. Middle school students’ normative beliefs about the acceptability of various types of aggressive behavior influences their own potential involvement in bullying or as bystanders to bullying in school environments. The Catholic school sector is under significant stress with declining enrollments and schools closing in virtually every diocese in the United States. This paper examines two value propositions for Catholic education. One is its role in providing foundational support for the development of personal spiritual identity in emerging adulthood and across the lifecourse. The second is the contribution of Catholic education to moral-character formation. Both propositions are relatively underdeveloped. The question of students’ personal spiritual identity is overshadowed by the understandable concern with the Catholic identity of schools. Private religious schools are widely seen as value-laden communities that mold the character of their students. Thus, we expect adults who attended religious schools as children to demonstrate more favorable family outcomes related to stable marriages and childbearing. We further expect Protestant schooling to have a more powerful effect on marital outcomes than Catholic schooling, given the heavier focus of Protestantism on marriage. Finally, we expect stronger positive associations between religious schooling and marital outcomes for adults who grew up in difficult circumstances compared to adults who grew up in advantaged circumstances. NEXMIF pathogenic variants have been known to produce a wide spectrum of X-linked intellectual disability (ID) in both males and females. Thus far, few individuals from diverse populations have been described with NEXMIF-related disorders. Herein, we report three individuals with NEXMIF pathogenic variants, the first two are the only males of Korean and Vietnamese descent described with this disorder to our knowledge. The last patient is a Hispanic female who harbors the same pathogenic variant as a previously described Caucasian individual, but with differing clinical presentation. This research purposes to examine the role of strategic communication, specifically the effectiveness of government's crisis communication messages at the onset of COVID-19 pandemic in Singapore, on disease preventive behaviors. It employed a mixed method research approach by first carrying out a content analysis of 7128 news headlines on COVID-19 to confirm our presupposition that the media may be communicating messages that the world order is being threatened. Internal Capital Markets And Predictability In Complex Ownership Firms, Ran Chang, Angelica Gonzalez, Sergei Sarkissian, Jun Tu

Using global cross-firm ownership data, we find that both stock returns and cash-flow news of ownership-linked firms predict focal firm's returns for all types of ownership structures: subsidiary-parent, parent-subsidiary, subsidiary-subsidiary, and parent-parent. This effect, observed only after the establishment of cross-firm ownership, is not subsumed by focal firm or industry momentum, or alternative inter-firm relations, including customer-supplier links and shared analyst coverage. Our findings are explained by mispricing due to internal capital markets - a mechanism unique to complex ownership firms. Higher internal capital market activity among ownership-linked firms also induces larger investments and lower external financing of the focal …

Objectives

Malnutrition is a major public health problem in children. Undernutrition and excessive weight at young ages are associated with life-long consequences. The main objective of this study was to characterize the sociodemographic and food insecurity factors associated with the nutritional status of rural children ages 6 to 24 months living in 27 rural communities in Intibucá, Honduras.

Methods

This secondary analysis of baseline data included a total of 402 children ages 6 to 24 months who were recruited to participate in a cluster-non-randomized trial of a community-based nutrition intervention. Data were collected in January 2021 through a survey that …

The gravity of the COVID-19 pandemic and its disparately harsh impact on Indigenous peoples are now well known. U.S. death rates normalized by population, for example, have been far higher for Native Americans than for the white population in the United States. Many funders, realizing that basic human services are lacking for many Native American and Indigenous communities, have responded to the crisis. While this desire to act is laudable, many fail to grasp the complexities and necessity of applying trust-based collaborative principles that respect tribes as sovereign nations.

Specifically, we will use shared e-scooters as a representative system, with the ultimate goal of facilitating an electric shared-mobility revolution that promises a more sustainable future. In the past few years, shared e-scooter systems have gained increased popularity around the world because of their benefits to health, traffic congestion, the environment, and accessibility. Following a Science and Engineering collection weeding project of over 350,000 print items, our research team conducted interviews with 20 library employees and 19 teaching faculty involved in the project. The purpose of the interviews was to assess the interviewees’ perspectives and feelings relating to the time required to complete the project, inter- and intra- library communication, the decision-making processes, and their personal assessment of the costs and benefits of the project. The interviewees also offered their views of the overall project’s successes and areas for improvement. Drawing from a qualitative analysis of the interviews, we provide guidance for other …
