บทความวิชาการนี้เป็นการศึกษาอิสระและนำเสนอเรื่องการเลือกตั้งประธานาธิบดีอินเดีย ตั้งแต่การสถาปนาประเทศถึงปัจจุบัน มีวัตถุประสงค์เพื่อวิเคราะห์สังคมพหุลักษณ์ของอินเดียและปณิธานทางสังคมผ่านตำแหน่งประธานาธิบดี โดยเก็บข้อมูลระดับทุติยภูมิและระดับตติยภูมิ จากหน่วยงานรัฐและสำนักข่าวอินเดีย ผลการศึกษาแสดงให้เห็นถึง (ก) ความสำคัญของการคัดผู้สมัครที่เหมาะสมโดยพรรคการเมืองและพันธมิตร ซึ่งเป็นตัวแปรในการกำหนดหรือไม่ว่าจะส่งเสริมอัตลักษณ์ทางการเมือง (ข) การเลือกของคณะเลือกตั้ง เป็นขั้นตอนตัดสิน มุ่งเป้าตามความโน้มเอียงของพรรค (ค) บริบททางการเมือง สังคม และการเปลี่ยนยุค ส่งผลให้เกิดการปรับสูตรการคัดบุคคลที่มีอัตลักษณ์ทางสังคมตามปรารถนา นี่จึงเป็นการแสดงออกถึงพหุลักษณ์และเอื้อให้อัตลักษณ์ของบุคคลเป็นต้นแบบ เป็นปณิธานทางสังคม และสร้างแรงกระเพื่อมเชิงสร้างสรรค์ ดังนั้น ตำแหน่งประธานาธิบดีอินเดียจึงมีบทบาทสำคัญในการเชิดชูสังคมพหุลักษณ์ เคารพต่อวรรณะ ชาติพันธุ์ และศาสนา โดยเฉพาะกรณีหลัง ค.ศ.2000 เมื่อตำแหน่งประธานาธิบดีได้แสดงออกมากขึ้นและน่ายกย่องกับบทบาททางสังคมวัฒนธรรมในอินเดีย

การเมืองของชนชั้นนำเวียดนามคือ การเมืองในพรรคคอมมิวนิสต์เวียดนามที่อาศัยความชอบธรรม 2 ชนิดที่ค้ำจุนให้อยู่ในอำนาจนับแต่ได้เอกราชในปี 1945 คือ ประการแรก ความชอบธรรมทางอุดมการณ์ที่อ้างอิงจากการต่อสู้เพื่อปลดปล่อยประเทศจากการเป็นอาณานิคมฝรั่งเศสและเปลี่ยนแบบแผนทางการเมืองให้เป็นแบบอำนาจนิยมรวมศูนย์อยู่ที่พรรคคอมมิวนิสต์เท่านั้น และมีแบบแผนทางเศรษฐกิจเป็นแบบสังคมนิยม ประการที่สอง ความชอบธรรมทางด้านผลงานจากความสำเร็จทางเศรษฐกิจหลังการปฏิรูปโด่ยเหมยในปี 1986 ซึ่งได้เปลี่ยนแปลงเศรษฐกิจจากแบบวางแผนเป็นเศรษฐกิจสังคมนิยมแบบตลาด เปิดโอกาสให้ประชาชนเวียดนามได้สะสมความมั่งคั่งขึ้นมาได้อย่างมาก บทความนี้ใช้แนวคิดของ Samuel Huntington ที่ว่าความสำเร็จในการพัฒนาเศรษฐกิจจะนำไปสู่ความเป็นประชาธิปไตยเพราะกลุ่มคนที่มั่งคั่งมักจะเป็นกลุ่มกดดันทางการเมืองเรียกร้องการเปลี่ยนแปลงเพื่อให้รัฐตอบสนองความต้องการและทำให้การสะสมความมั่งคั่งทำให้ราบรื่นมากขึ้น แต่ได้โต้แย้งว่า แม้ความสำเร็จทางเศรษฐกิจจะก่อให้เกิดชนชั้นใหม่ในเวียดนาม แต่กลุ่มพลังทางสังคมกลุ่มนี้ไม่ได้แสดงความเป็นปรปักษ์หรือท้าทายต่ออำนาจนำทางการเมืองของพรรคคอมมิวนิสต์แต่อย่างใด เพราะเหตุที่พวกเขาล้วนอาศัย โครงสร้างอำนาจ นโยบาย และเส้นสายในกลไกรัฐและพรรคคอมมิวนิสต์ในการสร้างฐานะขึ้นมา กล่าวในอีกแง่หนึ่งการรวมศูนย์อำนาจของพรรคคอมมิวนิสต์ไม่ได้เป็นอุปสรรคต่อการดำเนินธุรกิจและการสะสมความมั่งคั่งของชนชั้นใหม่นี้แต่อย่างใด ในอีกทางหนึ่งความสำเร็จทางธุรกิจของชนชั้นใหม่นี้มีส่วนอย่างมากในการเกื้อหนุนความชอบธรรมในเชิงผลงานแก่พรรคคอมมิวนิสต์ทำให้มีแรงสนับสนุนให้อยู่ในอำนาจได้ต่อไป สิ่งที่ท้าทายอำนาจของพรรคคอมมิวนิสต์เวียดนามยุคปัจจุบัน คือกลุ่มคนที่ถูกละเลยหรือพลาดโอกาสในการใช้โครงสร้างทางอำนาจของพรรคและรัฐเพื่อสนองความต้องการของตนเองหรือกล่าวอีกนัยหนึ่งคือ นอกจากจะไม่ได้รับผลประโยชน์ใด ๆ จากการพัฒนาหากแต่ยังอาจจะได้รับผลกระทบให้เกิดความเสียหายอีกด้วย กลุ่มคนเหล่านี้ได้อาศัยสื่อสังคมออนไลน์เป็นเครื่องมือในการแสดงออกและเรียกร้องสิทธิของตนเอง ซึ่งทำให้พรรคคอมมิวนิสต์ต้องหาทางตอบโต้ จำกัด และกำจัดในที่สุด บทความนี้พัฒนาจาก“โครงการชนชั้นนำและแรงงานในเอเชียตะวันออกเฉียงใต้:องค์ประกอบ โครงสร้างและพลวัตในยุคเปลี่ยนผ่าน” ซึ่งศึกษาและสำรวจการเมืองชนชั้นนำของเวียดนามจากเอกสารของภาครัฐ รายงานขององค์กรเอกชน หนังสือ วารสารและรายงานของสื่อมวลชนเป็นหลัก

‘การอภิบาล’ (governance) เป็นคำศัพท์ทางวิชาการที่สร้างความสับสนให้กับสังคมไทยมาตั้งแต่ช่วงหลังทศวรรษที่ 1990 อันเนื่องมาจากการแปลและนิยามความหมายที่แตกต่างหลากหลายกัน รวมไปถึงบริบทในการนำไปปฏิบัติที่มีเป้าหมายทางการเมืองเฉพาะของการใช้แต่ละความหมายของการอภิบาล บทความวิจัยนี้มีเป้าหมายเพื่อทบทวนและวิเคราะห์สถานะความรู้เรื่องการอภิบาลในประเทศไทยที่ปรากฎอยู่ในฐานข้อมูลงานวิจัยสำคัญและหลักสูตรการเรียนการสอนในระดับอุดมศึกษา โดยงานวิจัยได้ใช้วิธีการศึกษาเชิงคุณภาพ ผ่านการเก็บข้อมูลด้วยการสำรวจเอกสาร การสัมภาษณ์เชิงลึก และการจัดเวทีระดมความคิดเห็น ผลการศึกษาค้นพบว่าทั้งการวิจัยและการเรียนการสอนด้านการอภิบาลให้น้ำหนักอย่างมากกับมุมมองหรือแนวคิด ‘ธรรมาภิบาล’ และถูกนำไปปฏิบัติในการบริหารงานภาครัฐตามแนวคิดการจัดการภาครัฐแนวใหม่เป็นสำคัญ ส่งผลให้สถานะองค์ความรู้การอภิบาลในประเทศไทยเกิดวงจรปัญหาที่ทำให้องค์ความรู้การอภิบาลจำกัดหรือลดรูปเหลือเพียง ‘หลักธรรมาภิบาล’ และถูกนำไปสร้าง ถ่ายทอด และผลิตซ้ำผ่านสถาบันทางวิชาการและหน่วยงานภาครัฐ การออกแบบนโยบาย แผน และวิธีการปฏิบัติงานที่มุ่งใช้กรอบธรรมาภิบาลนี้สะท้อนสภาวะการขาดการนำแนวคิดการอภิบาลในลักษณะอื่นที่เป็นไปได้เข้ามาใช้อย่างเพียงพอหรือการไม่ให้ความสำคัญต่อความรู้การอภิบาลแบบอื่นในทางปฏิบัติ ปัญหานี้ส่งผลต่อทิศทางการแสวงหาความรู้และการพัฒนาการวิจัยที่เกี่ยวกับการอภิบาล ความรู้ในแบบอื่นนอกจาก ‘ธรรมาภิบาล’ ถูกทำให้ไม่สำคัญและหายไป

โครงการวิจัยนี้ศึกษาประวัติการก่อร่างของแนวคิดเกี่ยวกับรัฐธรรมนูญนิยมและความเป็นพลเมืองในสยาม/ไทย ในฐานะส่วนหนึ่งของประวัติศาสตร์ภูมิปัญญาสาธารณรัฐนิยมสมัยใหม่สากล โดยใช้ระเบียบวิธีวิจัยแบบประวัติภูมิปัญญาของโลก (global intellectual history) โดยมุ่งศึกษาพัฒนาการแนวคิดเกี่ยวกับรัฐธรรมนูญนิยมและความเป็นพลเมืองระหว่างปี ค.ศ. 1885 (เมื่อคำกราบบังคมทูลความเห็นเปลี่ยนแปลงราชการแผ่นดิน พ.ศ. 2428  ถูกเผยแพร่) จนถึงปี ค.ศ. 1932 หลังการเปลี่ยนแปลงการปกครอง พ.ศ. 2475 โครงวิจัยชิ้นนี้เสนอว่า ประวัติศาสตร์รัฐธรรมนูญนิยมเผยความเชื่อมโยงระหว่างช่วงเวลาดังกล่าวกับกระแสการปฏิวัติ-ปฏิรูปของโลกในช่วงเวลาเดียวกันได้โดยการศึกษาความสัมพันธ์ระหว่างรัฐธรรมนูญนิยมกับสาธารณรัฐนิยมสมัยใหม่และชี้ให้เห็นความเป็นไปได้ต่าง ๆ ในการจัดวางแนวคิดเรื่องพลเมืองอันรวมไปถึงความคิดเรื่องสิทธิและหน้าที่ต่อสังคมการเมืองในไทย/สยามลงในบริบทของประวัติศาสตร์ภูมิปัญญาสากล

ความรับผิดรับชอบและการให้ความช่วยเหลือทางเศรษฐกิจในช่วงโควิด-19 ของรัฐบาลในเอเชียตะวันออกเฉียงใต้, สุรัชนี ศรีใย

บทความวิจัยนี้ศึกษาถึงความเชื่อมโยงระหว่างความรับผิดรับชอบของรัฐบาลและปฏิกิริยาต่อวิกฤตการณ์เศรษฐกิจที่เป็นผลมาจากการระบาดของโรคโควิด-19 โดยผ่านกรอบคิดเรื่อง competing principals ที่ชี้ให้เห็นว่าความรู้สึกรับผิดรับชอบของรัฐบาลต่อผู้มีส่วนได้ส่วนเสียต่าง ๆ นั้นอาจไม่เท่ากัน และอาจส่งผลต่อผลิตผลเชิงนโยบายด้วยเช่นกัน ในกรณีของการระบาดของโรคโควิด-19นั้น ผลเชิงนโยบายนั้นแสดงออกมาในรูปแบบที่รัฐต้องตัดสินใจว่าจะทุ่มเททรัพยากรเพื่อให้การช่วยเหลือทางเศรษฐกิจแก่ประชาชนกลุ่มไหน มากน้อยเพียงใด โดยอาศัยข้อมูลเชิงปริมาณและการเก็บสถิติเรื่องการให้การช่วยเหลือทางเศรษฐกิจของแต่ละประเทศจาก The Oxford COVID-19 Government Response Tracker (OxCGRT) และตัวชี้วัดแบบมหภาคอื่นๆ งานศึกษาชิ้นนี้พบว่าภูมิภาคเอเชียตะวันออกเฉียงใต้นั้นมีความแตกต่างจากที่อื่น ๆ ในโลก กล่าวคือ ความรู้สึกรับผิดรับชอบของรัฐบาลต่อผู้มีส่วนได้ส่วนเสียต่าง ๆ แบบเดียวที่มีผลต่อระดับการให้การช่วยเหลือทางเศรษฐกิจต่อประชาชนของรัฐบาลในเอเชียตะวันออกเฉียงใต้ คือ แบบแนวทแยง (diagonal accountability) ซึ่งเกิดจากการที่สื่อมวลชนและภาคประชาสังคมเปิดเผยและให้ข้อมูลต่อสาธารณชนเพื่อสร้างแรงกดดันต่อรัฐอีกทางหนึ่ง ข้อค้นพบนี้ไม่เพียงแสดงให้เห็นถึงสภาวะกลืนไม่เข้าคายไม่ออกที่รัฐต้องเผชิญเมื่อมีผู้มีส่วนได้ส่วนเสียจำนวนมากในกระบวนการกำหนดนโยบายแต่ยังสะท้อนอีกด้วยว่า 1) รัฐบาลในเอเชียตะวันออกเฉียงใต้อาจไม่ได้รู้สึกถึงความรับผิดรับชอบต่อประชาชนโดยตรงมากนัก 2) รัฐบาลในเอเชียตะวันออกเฉียงใต้อาจไม่ได้รู้สึกถึงความรับผิดรับชอบต่อกลไกเชิงบริหาร เช่น การตรวจสอบและคานอำนาจเช่นเดียวกัน และ 3) รัฐบาลในเอเชียตะวันออกเฉียงใต้จะรู้สึกว่าต้องทำอะไรบางอย่างเพื่อตอบสนองหรือให้การช่วยเหลือประชาชนก็ต่อเมื่อสื่อและภาคประชาสังคมเริ่มตีแผ่ปัญหาและให้ข้อมูลแก่สาธารณชน

Three experiments were conducted to investigate the effects of mediated reinforcement –reinforcers delivered to either of two co-actors by the responses of the other co-actor, but independently of the responses of the co-actor receiving the reinforcer– on the maintenance of responding of the co-actors. In each experiment, using a discrete-trials procedure, responding and receiving reinforcers alternated between co-actors. In Experiment 1, the alternation followed each reinforcer. Sexual minority supervisees face unique struggles including prejudice, discrimination, and heterosexism, which may impact their psychological well-being and development within the supervisory experience through shame proneness and reduced disclosure. This study aims to explore the challenges facing sexual minority trainees and contribute to the empirical knowledge of multicultural supervision. Thus, this study proposes two mediation models for the hypothesized relationships among internalized heterosexism, shame-related withdrawal, shame-related negative self-evaluation, and disclosure in supervision. A total of 170 supervisees identifying as sexual minorities completed an online survey. The primary analysis included a three-step linear regression and confirmatory analysis for mediation. The focus of this dissertation is on the external imbalances for exchange rate determination and forecasting. We demonstrate that external imbalances maintain a relationship with exchange rate movements, while accounting for various forms of risk. We extend the analysis by considering the Covid time period and dynamic panel model specifications. Furthermore, we show how changing global risk appetite impacts exchange rate dynamics differently depending on the channel. We demonstrate by constructing portfolios based on different measures.

Following the social-distancing mandates of the COVID-19 pandemic of 2020, diagnosis of autism spectrum disorder pivoted from an in-person method of evaluation, utilizing empirically supported “gold-standard” methods, to novel tele-diagnostic methods. This research investigated the efficacy and accessibility of autism diagnostic services using the tele-diagnostic platform of autism assessment by comparing retrospective patient data from periods of in-person assessment to tele-diagnostic assessment at one, large, urban hospital.

During the Middle Woodland period (200 BC – AD 400), there was an increase of cultural complexity and the rise of a mortuary cult throughout much of eastern North America. This cult included a wide interaction network called the Hopewellian Interaction Sphere, which dates to the Middle Woodland period in the Mid-West. This interaction, which reached into the Southeast, involved the exchange of information between groups in both regions. Socios En Salud (SES) implemented the Thinking Healthy program (THP) to support women with perinatal depression before and during the COVID-19 pandemic in Lima Norte. We carried out an analysis of the in-person (5 modules) and remote (1 module) THP intervention. Depression was detected using PHQ-9, and THP sessions were delivered in women with a score (PHQ-9 ≥ 5). Depression was reassessed and pre- and post-scores were compared. In the pre-pandemic cohort, perinatal depression was 25.4% (47/185), 47 women received THP and 27 were reassessed (57.4%), and the PHQ-9 score median decreased from 8 to 2, p < 0.001. In the pandemic cohort, perinatal depression was 47.5% (117/247), 117 women received THP and 89 were reassessed (76.1%), and the PHQ-9 score median decreased from 7 to 2, p < 0.001. THP’s modalities helped to reduce perinatal depression. Pregnant women who received a module remotely also reduced depression.

Objectives: To understand the perspectives of adolescents (10–19 years old), their caregivers and healthcare providers regarding factors that impact adherence to tuberculosis (TB) treatment among adolescents.

Design: We conducted in-depth interviews using semistructured interview guides based on the World Health Organization (WHO)’s Five Dimensions of Adherence framework, which conceptualises adherence as being related to the health system, socioeconomic factors, patient, treatment and condition. We applied framework thematic analysis.

Setting: Between August 2018 and May 2019, at 32 public health centres operated by the Ministry of Health in Lima, Peru.

Student-run free clinics (SRFC) offer students the opportunity to learn and work with students from other disciplines; however, there is very little research on the benefits of SRFC to social work students. The purpose of this article is to describe the qualitative student outcomes of a service learning (SL) and interprofessional education (IPE) experience in a SRFC designed to enhance the interprofessional competencies of BSW social work students. The questions of why there are so few women in engineering and how to change engineering cultures to be more inclusive have garnered much social scientific research and considerable funding. Despite numerous findings and interventions, no studies to our knowledge have analyzed how difference is constituted discursively, materially, and affectively in ways that are deeply embedded in engineering occupational and societal cultures. This study takes an affective gendered organizing approach to analyze how affect is constituted through emotions/talk, interactions, and materialities. Completing a self-affirmation has been shown to increase compliance to health advice when it is beneficial for the self (Sherman & Cohen, 2020). Autonomous Sensory Meridian Response (ASMR) is the experience of tingling sensations in the crown and back of the head as a response to a range of audio-visual triggers such as whispering, tapping, and hand movements (Hostler, 2020). Since the COVID-19 pandemic, stress has increased exponentially in undergraduate populations. The current study sought to determine the efficacy of an eight-week relaxation intervention, using a free meditation app to reduce perceived stress and increase baseline heart rate variability (HRV) of undergraduate students, compared to using a traditional relaxation intervention across the same period. Participants (N = 14) were randomized into either a meditation app group or self-directed diaphragmatic breathing group and were instructed to engage in their respective relaxation technique ten minutes daily for eight weeks.
