Utah is home to eight federally recognized Tribes whose ancestral territories overlap with public lands managed by state and federal agencies. As sovereign nations, federally recognized Tribes hold government-to-government relationships with the federal government and are on equal footing with states.1 In fact, the federal government is legally mandated to protect tribal treaty rights, lands, and resources.2 Among the mechanisms to protect tribal interests is government-to-government consultation, in which tribal leaders are formally engaged by federal and state officials to provide policy guidance.3

University-community engagement often professes to center the shifting needs and issues that communities face but these are often pushed to the periphery in knowledge creation. The methods of engagement, research agenda, outcomes, as well as the measures of success are typically grounded in the academe and universities can almost always pinpoint immediate benefits for the co-creation of this knowledge. Universities are usually able to secure funding and gain prestige to undertake these engagements and projects are put forth as testaments of universities commitments to social change. Attentional biases toward or away from emotionally evocative stimuli have been well documented and are known to be clinically relevant, making it important to understand how various factors contribute to them. Some work has suggested that acute stress modulates attentional biases, but this work has produced inconsistent results. For example, many studies have found that stress enhances attentional bias, others that stress decreases attentional bias, and others still that there is no effect of stress at all. Methodological differences may explain these inconsistencies. For example, discrepancies exist between studies in participant sex (e.g., mixed sample vs. all men) and in …

The Response to Intervention (RTI) process can be a long one, especially when children struggling academically do not seem to be responding to the intervention. Even though parent engagement during meetings is known to be important and is encouraged, it is difficult for School Psychologists to be able to foster this. Intergenerational trauma is a phenomenon experienced by many individuals including those within the Latinx community. This literature review examines the mental health challenges faced by Latinx youth, including depression, anxiety, and the impact of bicultural stress and discrimination. Additionally, the literature review discusses existing intergenerational trauma interventions such as the Intergenerational Trauma Treatment Model and a multi-tiered approach in schools. The current rapid review explored what methods have been evaluated to address the mental health needs of Latinx youth. After a search of databases, three studies were selected. Executive Summary: This report presents county-level estimates of people experiencing homelessness in Oregon in 2022 relying on data from the Point-in-Time (PIT) count. The PIT count is, in essence, a census of people experiencing literal homelessness–those either living without shelter, in an emergency shelter, or in certain forms of transitional housing. The PIT count is conducted by the eight Continuums of Care (CoCs) in Oregon, which are government/nonprofit groups that administer federal funding to address homelessness. The 2022 PIT count listed 17,912 people as experiencing literal homelessness on a single night in January. The data suggest that there was little …

Essay 1: Retail investors from the discount broker Robinhood swarm into stocks with pending earnings announcements and stay away from them immediately after the announcements. We study four competing explanations for this phenomenon: liquidity provision, informed trading, lottery preference, and attention-induced herding by noise traders. We find strong evidence that, immediately around earnings announcements, Robinhood investors’ behavior is primarily driven by attention-induced noise trading. Our results offer new insights into retail traders’ motivation for trading when they face heightened uncertainty from earnings announcements. Our study also goes beyond Barber et al.’s (2022) limited focus on the top 0.5% of the …

Outsourcing Bureaucracy To Evade Accountability: How Public Servants Build Shadow State Capacity, Jessica Rich

The solution to weak bureaucratic capacity in developing countries is often presumed to be more accountability. This paper shows how accountability initiatives, intended to reduce corruption, can actually hinder the development of capable government agencies by making it harder for directors to recruit experts and spend their budgets. It further highlights a common way public servants escape the accountability rules that limit their effectiveness: outsourcing bureaucracies to nonstate organizations. This practice of outsourcing bureaucracy to avoid accountability rules creates what I call “shadow” state capacity and, paradoxically, it may help explain “pockets of effectiveness” among government social programs in developing …

Those uninitiated to the reality of the United States’ criminal justice framework may believe that judges are the most powerful actors in the system. These casual observers watch crime shows filled with trials where judges make rulings and yell at people who are out of line. Viewers may believe in the adversarial system as a war between zealous prosecutors seeking justice and defense attorneys fighting for their client’s innocence. They may think of judges as neutral arbiter who makes the ultimate decisions. Unfortunately, that is not the case.

U.S. Ninth Graders’ Math Course Placement At The Intersection Of Learning Disability Status, Race, And Socioeconomic Status, Dara Shifrer

This study integrates an intersectional framework with data on 15,000 U.S. ninth graders from the High School Longitudinal Study of 2009 to investigate differences in ninth-grade math course placement at the intersection of adolescents’ learning disability status, race, and socioeconomic status (SES). Descriptive results support an increased liability perspective, with the negative relationship between a learning disability and math course placement larger for adolescents more privileged in terms of their race and/or SES. Adjusted results suggest that the lower math course placements of youth with learning disabilities are due to cumulative disadvantage rather than disability-related inequities in the transition to …

Urbanization and climate change are endangering the sustainability of public spaces through increased land artificialization, ecological fragmentation, reduced resource availability, and limited accessibility to natural and seminatural areas. Properly managing Green Infrastructure (GI) can contribute to mitigating these challenges by delivering multiple provisioning, regulating, supporting and cultural Ecosystem Services (ES). This would facilitate the implementation of strategically planned GI networks in cities for urban regeneration purposes. Cooperative Extension strives to provide agricultural producers with non-formal educational opportunities designed to positively impact agriculture (NIFA, 2021). Therefore, a team of Extension professionals at the University of Nebraska – Lincoln developed and facilitate an ongoing professional development program designed to enhance the engagement of agricultural producers in farm management, especially in the areas of input use efficiency and profitability. Andragogy was used as the framework to help ensure the Testing Agricultural Performance Solutions (TAPS) program provided agricultural producers with non-formal education that aligned with andragogical principles. COVID-19 drastically altered the way consumers shopped for food as they had to adhere to recommendations for social distancing. However, the public has been divided across political parties in their assessment of the severity of COVID-19 and must filter through misinformation related to the pandemic to make informed choices for personal safety. In this paper, we review the characteristics of Arab immigrants and propose guidelines for couple and relationship education (CRE) programs with Arab immigrant couples. Arab immigrants are a heterogeneous group, yet they share common cultural characteristics and family values that are essential to understand when working with them. Generally, CRE programs with immigrated Arabs should be mindful of (1) strongly valued religious beliefs, (2) extended family as a primary source of support and marital problem-solving, (3) the tendency to follow gender-based roles and responsibilities, and (4) Arabic language and communication norms. Kenya has experienced rapid population growth and urbanization in recent years leading to major changes in its natural environment. Urban infrastructure has a significant influence on carbon emissions and environmental degradation. Urban green spaces are some of the interventions that demonstrate how the impact of increased urbanization can be managed. An exploration of the current state of urban green spaces in Kenya is essential to identify equitable and sustainable development strategies. This thesis combines two papers to provide a better understanding of the effects and management of water scarcity during periods of water shortage. The first manuscript discusses the evolution of water rights across the southeastern United States in response to increasing demands and droughts, while the second manuscript studies the effects of water scarcity on agriculture production in the western US.

A multi-phase research project was conducted to understand the future skills and competencies expected of new MLIS-degreed librarians. Phase one found the two largest categories of challenges include understanding the mission of the library and funding issues, with other categories including staff skills, hiring and retaining staff, technology, operations and policies, and outreach. Phase two explored stakeholder priorities for competences expected of new MLIS graduates and librarians finishing their first five years of employment. The highest priorities for new MLIS graduates are related to skills and basic knowledge, while areas such as management and leadership, lifelong learning, and information resources …
