Felony Disenfranchisement And Voter Turnout: Randomized Trials In Iowa And Washington, Alexander Billy, J.J. Naddeo, Neel U. Sukhatme

Northwestern University Law Review

Prior to the 2022 midterm elections, we conducted large-scale randomized controlled trials in Iowa and Washington aimed at increasing voter turnout among newly enfranchised individuals with past felony convictions. Alongside national and grassroots partners, we designed and implemented experiments to ascertain the effectiveness of alternative outreach mechanisms, including targeted mailers and digital ads. We did not detect statistically significant or economically meaningful effects on voter registration or turnout; most observed effects were precise nulls. The absence of measured impact is likely attributed to low digital engagement with our online ads as well as extensive voter outreach already conducted by our …

In recent years, policy innovation labs (PILs) have emerged to develop greater capacity for addressing pressing public policy problems and achieving policy objectives. An implicit assumption is that PILs can bring new data and evidence to support policy learning. Policy learning enables individuals, organizations, and systems to advance their capacity to achieve policy objectives and produce desirable policy outcomes. In healthcare, effective communication in complex situations such as end of life conversations is critical for delivering high quality care. This ethnography draws on key informant interviews and participant observation to produce a case study about plastic mulching as an important industry standard in specialty crop production. It documents the historic adoption and present role of plastic mulching technology in California strawberry production and addresses the characteristics of commercial standard management that inhibit the adoption of alternative mulching practices. Burnout has become a focal point of concern in the contemporary workplace. The syndrome has elicited undiminished interest among occupational health specialists. The World Health Organization defines burnout as a syndrome "resulting from chronic workplace stress." Burnout is said to comprise three components: (i) feelings of energy depletion or exhaustion; (ii) increased mental distance from one’s job, or feelings of negativism or cynicism toward one’s job; and (iii) a sense of ineffectiveness and lack of accomplishment. This definition mirrors the conceptualization of burnout embodied in the Maslach Burnout Inventory (MBI), the ‘gold standard’ for the assessment of burnout. However, controversies …

This research develops a multiparametric optimization framework for modeling joint multi-domain operational planning under uncertainty. We address the application of our framework to model the doctrine of adaptive planning. We apply set-based design, which is a program management practice of maintaining maximal design options through time as a response to epistemic uncertainty. We couple this with a multiparametric optimization method yielding both sets of solutions and sensitivity profiles. We use the sensitivity profiles to quantify risk associated with changes during adaptive planning. Physical Decline Rates: Men Versus Women, Ray C. Fair

This paper uses world records by age in running, swimming, and rowing to estimate a biological frontier of decline rates for both men and women. Decline rates are assumed to be linear in percent terms up to a certain age and then quadratic after that, where the transition age is estimated. The use of world records avoids the possible problem of survivor bias in a sample. The decline rates are smallest for rowing, followed by swimming and then running. Decline rates for women are roughly the same as those for men for the swimming events. They are slightly larger for …

This article reviews the results of a qualitative study of Black, indigenous, and people of color (BIPOC)'s experiences of discrimination in psychoanalytic professional organizations (PPOs) in the USA. The authors used thematic analysis to analyze the transcripts of semi-structured interviews with n = 10 self-identified BIPOC with prior experience in PPOs, including psychoanalytically-oriented graduate programs, psychoanalytic institutes and other training programs, and professional membership organizations across the United States. A key finding is that a significant majority of interviewees (n = 9) reported experiencing discrimination in these organizations, per their own definitions of the term “discrimination,” and described these experiences …

Nutrition education can improve nutrition and health for refugees. Extension program directors providing nutrition education to refugees were surveyed regarding successful program techniques, program challenges, and both the barriers refugees face and the strengths they possess concerning healthy eating. Researchers used grounded theory to explore the qualitative data. Hands-on, skill-based learning emerged as a main theme of successful programs. Language and cultural issues emerged as main program challenges. It is recommended that future refugee nutrition education programs provide culturally sensitive opportunities for skill-based learning.

Child homicide is a frequent occurrence in many African communities, and juju beliefs trigger a sizable proportion of this crime. Yet a systematic and critical analysis of juju’s impact on pedicides is lacking in the literature. The sparse extant studies on juju-driven homicide or ritual murder mainly offer historical perspectives rather than criminological analysis of the phenomenon. Alabama’s tumultuous history is fascinating and troubling. The book highlights that the framers of the 1901 Constitution sought to create a form of government that institutionalized white supremacy, undermining democracy in the process. Throughout Alabama’s history, when opportunities arose to right the wrongs of the 1901 Constitutional Convention – to adequately fund education and infrastructure and allow for local-level democracy – Alabama’s lawmakers have consistently chosen not to do so …

From 1990-2014, Alabama fought against improving the property tax system for the benefit of public schools in Knight v. Alabama (2007) and Lynch v. Alabama (2014). Knight and Lynch charged the State with upholding a racially discriminatory property tax system that served to keep public school systems, particularly in rural, predominately Black counties, severely underfunded. Brown v. Board compelled Alabama to desegregate its school systems with “all deliberate speed,” but school systems remained unequal due to funding disparities from the state’s overly complicated tax system. Despite over 700 amendments by 2014, Alabama’s constitution left the property tax system created in …

Alabama’s 1901 Constitution was drafted to codify white supremacy by removing African Americans from the voter rolls. Alabama did not invent voter suppression, nor does it have a monopoly on policies that deny African Americans, minorities, and poor people the right to vote. This chapter provides examples of how and to what effect disenfranchisement has been used in Alabama and other communities throughout the United States. This chapter also chronicles Alabama’s unique constitutional feature that centralizes policymaking in the capitol – further suppressing democracy at the local level to the advantage of affluent interest groups entrenched in Montgomery. Russian Views Of The Unknown Coast: Shvetsov's Accounts Of The Oregon And Northern California Coastline During The Sea Otter Trade, 1808-09, Cameron La Follette, Douglas Deur, Andrei Grinev

Early-nineteenth century Russian accounts of the coastline between Alaska and Fort Ross are rare. This article helps fill this gap, providing diary accounts by Russian American Company employee, Afanasy Shvetsov, of two joint Russian-American sea otter hunting trips along the Oregon and northern California coasts in 1808-09. Recently recovered and translated, these accounts aptly describe landscapes and biota, as well as Russian, American, and conscripted Aleut and Kodiak Alutiiq hunters' interactions with Native American communities. Presented in their historical, geographical, and anthropological context, Shvetsov's accounts offer a rare, revealing glimpse of early European encounters with this contact-period coastline.

Using a high-frequency panel survey, we examine the sensitivity of estimated self-reported well-being (SWB) dynamics to using monthly, quarterly, and yearly data. This is an important issue if SWB is to be used to evaluate policy. Results from autoregressive models that account for individual-level heterogeneity indicate that the estimated persistence using yearly data is near zero. However, estimated persistence from monthly and quarterly data is substantial. We estimate that persistence to shocks typically lasts around six months and has a net present value of 75–80 per cent of the contemporaneous effect. Estimates are similar for different domains of SWB.

Addressing Gatekeeping Challenges In Counselor Education: A Grounded Theory, Vanessa Pauline Gill

This constructivist grounded theory study explored how counselor educators navigate remediation and gatekeeping challenges in CACREP-accredited programs. Fifteen counselor educators with at least one challenging gatekeeping experience participated in semi-structured interviews conducted via Zoom. All interviews were recorded and transcripts were completed. Data was analyzed using grounded theory methodology and analysis efforts were organized using the MAXQDA 2024 software. Data analysis involving constant comparison methods and memo-writing generated an emerging theory describing counselor educators’ journey from uncertainty to increased confidence in addressing remediation issues. The theory illuminates how experiential learning, reflective practice, and supportive professional relationships inform this developmental process. …
