The Nature And Extent Of Presidential Pardon Power: An Analysis In Light Of Recent Political Developments, Max Guirguis Ph.D.

Commonwealth Review of Political Science

Long recognized as the most sweeping and least checked power vested in the Chief Executive, the pardon power received renewed scholarly attention with the federal investigation of the Trump White House. President Trump’s assertion via a Twitter post that “the U.S. President has the complete power to pardon” provoked a heated national debate on the reach of his pardoning authority. This paper is an attempt to elucidate the nature of the pardon power by examining its historical contours and the constitutional principles governing its exercise.

White Clinicians’ Way Of Being With Their Black Clients, Briana Bogue

Within the context of pervasive racial social inequality in mental healthcare (Lund, 2020), this dissertation sought to explore how white people who inherently hold racial bias according to critical whiteness theory (Olcon, Gilbert, & Pulliam, 2019), navigate this within their therapeutic work and relationships as clinicians with Black clients. Using the framework of clinician way of being, the conscious attitudes and beliefs that clinicians hold towards clients (Fife, Whiting, Bradford, & Davis, 2014), this phenomenological study used semi-structured interviews with key informants, practicing white clinicians (N=19). According to the Centers for Disease Control and Prevention, 100 people die of drug overdose in the United States every day. This frighteningly high mortality rate has created the need for community-based opioid overdose prevention programs (OOPPs). Currently, there are more than 188 community-run programs operating in the United States. These programs teach individuals how to distribute naloxone and respond properly to a drug overdose situation. In this dissertation, I explore the interplay between youthful agency and state imposition. Specifically, drawing on 12 months of ethnographic fieldwork in Istanbul, Turkey and Chicago, Illinois, I investigate how young adults who have migrated within one state and to another are navigating the states and bureaucratic systems in which they live. My interlocutors hail from a state that is quintessentially twentieth century, by which I mean the state was established as a nation-state, promoted as existing for members of a particular ethno-linguistic identity, with a charismatic leader who inspired a cult of personality. This dissertation examines how Kurdistani young people experience contests of values in a state shaped by sectarian political cultures during a time of trial and transition for the Kurdistan Region of Iraq (KRI). The dissertation is based on approximately 20 months of ethnographic fieldwork (September 2015 - June 2017) spent among Kurdistani youth, broadly defined as 12 to 30 years old, in secondary schools and fitness centers. The ethnography presents interlocutors as co-theorists in conceptualizing the society and state in which they live, incorporating descriptive vignettes, transcripts of discussions, and lengthy interview quotes. Family Preservation Strategies: Regendering Labor In Mixed-Status Marriage After Co-Deportation, April M. Schueths, Nathan Palmer

The Journal of Sociology & Social Welfare

Harsh U.S. deportation policies disproportionately target Latin American immigrant working-class men and subsequently divide families. The unique experiences of co-deported mixed-status couples are missing from the deportation literature—that is, U.S. citizens, primarily women, who live outside of the United States with their deported Latin American immigrant spouses (what we call co-deportation) rather than living separately. Using hegemonic masculinity, this research qualitatively analyzes the experiences of eleven mixed-status couples internationally co-deported. Findings suggest couples' gender dynamics shift paid and unpaid labor to sustain family life living as co-deportees. Co-deported couples are a testament to how adaptable heterosexual gender dynamics can be, …

The Ambivalence Of Participation In Transitional Justice: The Promises And Failures Of Peace In Colombia, Alejandro Urruzmendi

The dissertation inquires into participation in transitional justice in Colombia. Through an examination of Peace Councils and Mesas de Participación, it offers readers concrete examples of such mechanisms for participation, discussing their legal and bureaucratic structures. Weaving in ethnographic research, the author allows the participants themselves, victimized-survivors of the armed conflict and community leaders, to discuss the limits and possibilities of their work. Placing these voices and archival research in historic and theoretical context, the dissertation leaves readers with questions regarding the ambivalence of state, institutional, and participant’s stances towards participation in transitional justice.

In this Exchange, we consider three crucial boundary conditions that Barnett, Henriques, and Husted (2020) overlooked in their model of diminished stakeholder influence. Although we agree that social media platforms have weakened stakeholder influence in certain conditions, such is not the case for all firms, all stakeholders, or all situations. In the realm of socioenvironmental justice, much discourse centers on equal access to green areas and on climate injustice in the United States. Marginalized communities, including Indigenous populations, are being excluded from current narratives surrounding the natural spaces that in many cases are historically tied to under-represented groups. This article aims to explore some of the many dimensions of environmental racism, green inequities, climate injustice, and access. Air Pollution And Outdoor Recreation On Urban Trails: A Case Study Of The Elizabeth River Trail, Norfolk, James E. Mccann, Chris A.B. Zajchowski, Eddie L. Hill, Xihe Zhu

Poor air quality represents a significant health risk for individuals engaging in recreation activities outdoors in urban parks and trails. This study investigated temporal variability in particulate matter (PM) exposure along an urban waterfront trail. We also used recreation choice frameworks to examine the effects of visitors’ perceptions of air quality (AQ) and health benefits on trail use. Average air quality during the collection period was “good” (PM10) to “moderate” (PM2.5). We found that PM density was significantly higher (p < 0.001), though still in the “moderate” range, at 7–9 a.m., 11 a.m.–1 p.m., and 3–5 p.m., and on weekends. Visitors’ self-reported perceptions of health outcomes, but not air quality, significantly predicted trail use. Results suggest that these experiential factors may affect recreational choices depending on other factors, such as salience. Further research is merited to determine how experiential factors can be integrated with other theories of motivation to understand recreational decision-making.

Ticket sales represent a significant revenue stream for NCAA Football Bowl Subdivision athletic departments, yet little is known about how administrators determine prices for those tickets. Utilizing strategic planning as the primary framework and supplemented by stakeholder theory, this study examines ticket-pricing decisions from the viewpoint of athletic administrators with various departmental responsibilities to better understand the role of ticket pricing in intercollegiate sport. Twenty athletic administrators, representing two Power 5 and two Group of 5 institutions, were interviewed about their experiences with ticket pricing. Online advertising is one of the most dynamically developing forms of advertising in the Polish market. This paper aims to review existing auction mechanisms for pricing and selling online advertisements. The analysis of the available solutions, including their advantages and disadvantages, such as usefulness in determining the advertisers’ willingness to pay, allows for the indication of practical recommendations for the use of specific auction mechanisms for the media market in Poland. The presented solutions can be considered an alternative to the traditional method of concluding purchase/selling transactions of advertising space.

As a fundamental concept of customer relationship management, customer lifetime value (CLV) serves as a crucial metric to identify profitable retail customers. Various methods are available to predict CLV in different contexts. With the development of consumer big data, modern statistics and machine learning algorithms have been gradually adopted in CLV modeling. We introduce two machine learning algorithms—the gradient boosting decision tree (GBDT) and the random forest (RF)—in retail customer CLV modeling and compare their predictive performance with two classical models—the Pareto/NBD (HB) and the Pareto/GGG. In 1832, President Andrew Jackson issued a veto message claiming the same duty as the Supreme Court to interpret the U.S. Constitution. Do modern presidents exercise the principal role in interpreting the U.S. Constitution that President Jackson claimed was their duty, and, if so, in what ways do they choose to articulate their interpretations? In the United States, environmental federalism largely relies on a system for policy implementation that allows the federal government to delegate primary program authority (or primacy) to state agencies. Although it is an ingrained feature of several major federal environmental policies, such as the Clean Water Act (CWA), there is little evidence to indicate what impact delegating authorities has on programs. In order to examine this, the authors use a synthetic control technique to determine how actual CWA program outcomes in five states compare to expected outcomes if EPA retained primary authority.
