องค์การที่มีวัฒนธรรมองค์การแบบเน้นความสมดุลระหว่างชีวิตและการทำงานย่อมส่งผลให้ผู้ปฏิบัติงานมีความพึงพอใจ เกิดประสิทธิภาพในการปฏิบัติงาน มีชีวิตความเป็นอยู่ที่ดี และที่สำคัญคือมีความรักและผูกพันต่อองค์การ ซึ่งนำไปสู่การธำรงรักษาบุคลากรในองค์การ การศึกษาครั้งนี้จึงมีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาวัฒนธรรมองค์การของ อบจ.ตาก ในปัจจุบันที่ขับเคลื่อนองค์การไปสู่ความสมดุลระหว่างชีวิตและการทำงาน 2) เพื่อประเมินความพร้อมของวัฒนธรรมองค์การในการขับเคลื่อน อบจ.ตาก ไปสู่ความสมดุลระหว่างชีวิตและการทำงาน 3) เพื่อศึกษาแนวทางในการปรับเปลี่ยนหรือเสริมสร้างวัฒนธรรมองค์การที่เหมาะสมในการขับเคลื่อน อบจ.ตาก ไปสู่ความสมดุลระหว่างชีวิตและการทำงาน โดยมีกลุ่มตัวอย่างเป็นผู้ให้ข้อมูลสำคัญ คือ ข้าราชการ อบจ.ตาก ซึ่งได้ดำเนินการคัดเลือกกลุ่มตัวอย่างแบบเฉพาะเจาะจง จำนวนทั้งสิ้น 19 ราย โดยรูปแบบของการศึกษาเป็นการวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลจากเอกสารและการสัมภาษณ์เชิงลึก โดยมีมิติของวัฒนธรรมองค์การแบบเน้นความสมดุลระหว่างชีวิตและการทำงานของ Bradley และคณะ (2008) จำนวน 4 มิติ เป็นกรอบในการศึกษา ซึ่งผลการศึกษาพบว่า จากการประเมินความพร้อมของวัฒนธรรมองค์การของ อบจ.ตาก มิติ Time Demands และมิติ Support from Management มีความพร้อมอยู่ในระดับพึงพอใจ ในขณะที่มิติ Perceived Negative Career Consequences และมิติ Co-Worker Support มีความพร้อมอยู่ในระดับปานกลาง ซึ่งในภาพรวมถือว่า อบจ.ตาก มีความพร้อมของวัฒนธรรมองค์การในการขับเคลื่อนองค์การไปสู่ความสมดุลระหว่างชีวิตและการทำงาน แต่อย่างไรก็ดี อบจ.ตาก สามารถปรับปรุงและจัดวัฒนธรรมองค์การเพื่อเพิ่มหรือส่งเสริมให้เกิดความพร้อมยิ่งขึ้นได้

การศึกษามีวัตถุประสงค์เพื่อศึกษาแนวทางการและปัญหาอุปสรรคของบริหารงบเงินอุดหนุนเพื่อการป้องกันและแก้ไขปัญหายาเสพติด ของสำนักงาน ป.ป.ส. ระหว่างปีงบประมาณ พ.ศ. 2563 - 2564 เพื่อประกอบการพิจารณาการปรับปรุงกระบวนงานในปีงบประมาณถัดไป โดยผู้ศึกษากำหนดวิธีการเก็บรวบรวมข้อมูล 3 แบบ คือ การค้นคว้าจากเอกสาร แบบสอบถาม จำนวน 40 คน และการสัมภาษณ์เชิงลึก จำนวน 11 คน ผลการศึกษาพบว่า แนวทางการบริหารงบเงินอุดหนุนฯ ระหว่างปีงบประมาณ พ.ศ. 2563 - 2564 ของสำนักงาน ป.ป.ส. มีขั้นตอนหลัก 4 ขั้นตอน คือ 1. การจัดทำแผนการจัดสรรเงิน 2. การอนุมัติจัดสรรเงิน 3. การบริหารเงิน และ 4. การกำกับติดตาม โดยส่วนกลางจะกระจายอำนาจให้กับหน่วยงานในการตัดสินใจบริหารจัดการด้วยตนเอง ภายใต้แนวนโยบายการใช้จ่ายเงินอุดหนุนฯ และระเบียบว่าด้วยสำนักงาน ป.ป.ส.ว่าด้วยงบเงินอุดหนุนฯ ซึ่งปัญหาการบริหารงานภายในของหน่วยงานที่พบมีทั้งหมด 5 ด้าน ได้แก่ 1. ด้านเทคนิคการทำงาน 2. ด้านตัวบุคคล 3. ด้านระเบียบการบริหารงบเงินอุดหนุนฯ 4. ด้านผู้ขอรับสนับสนุนเงิน และ 5. COVID-19 เพื่อให้การบริหารงบเงินอุดหนุนฯ มีประสิทธิภาพมากขึ้น ควรปรับเปลี่ยนกระบวนการทำงานที่ต้องรวดเร็ว ชัดเจน การพัฒนาระบบกลไกการกำกับติดตาม บุคคลที่ให้ความสำคัญและเอาใจใส่กับการ นอกจากนี้หน่วยงานต้องมีการปรับปรุงแก้ไขระเบียบการบริหารเงินอุดหนุนฯ เพื่อที่จะได้สามารถรองรับการดำเนินกิจกรรมในยุคสมัยที่เปลี่ยนแปลงไป

การวิจัยนี้เป็นการวิจัยเชิงคุณภาพมีวัตถุประสงค์ 2 ประการ คือ เพื่อศึกษาปัญหาและแนวทางการเพิ่มประสิทธิภาพการบริหารงบประมาณตามแผนปฏิบัติราชการประจำปีของกลุ่มจังหวัดภาคตะวันออก 1 โดยศึกษาจากเอกสารและสัมภาษณ์เชิงลึกจากกลุ่มเป้าหมาย 12 คน ได้แก่ ผู้บริหาร ผู้เชี่ยวชาญ และผู้ปฏิบัติงานด้านการบริหารงบประมาณของกลุ่มจังหวัดภาคตะวันออก 1 และกลุ่มจังหวัดภาคตะวันออก 2 ผลการศึกษาภายใต้กรอบแนวคิดมาตรฐานการจัดการทางการเงิน 7 Hurdles ผู้วิจัยเลือกเฉพาะด้านการวางแผนงบประมาณ ด้านการจัดระบบการจัดซื้อจัดจ้าง ด้านการบริหารทางการเงินและควบคุมงบประมาณ และด้านการรายงานทางการเงินและผลการดำเนินงาน เพื่อศึกษาปัญหาและสาเหตุการบริหารงบประมาณของกลุ่มจังหวัดภาคตะวันออก 1 พบว่าปัญหาที่สำคัญ 2 ประการ ได้แก่ ปัญหาด้านการบริหารจัดการองค์กร ที่เกี่ยวข้องกับคน การบูรณาการระหว่างหน่วยงาน และการบริหารความเสี่ยงจากปัจจัยภายนอก ซึ่งสามารถแก้ไขปัญหาดังกล่าวได้ในระยะสั้น โดยการนำระบบการบริหารการจัดการองค์ความรู้ (Knowledge Management) มาพัฒนาบุคลากร การทำงานแบบบูรณาการระหว่างหน่วยงานภายในและภายนอกกลุ่มจังหวัด บทบาทผู้นำที่เข้ามามีส่วนร่วมในการกำกับการปฏิบัติงานของบุคลากรอย่างใกล้ชิด ส่วนปัญหาด้านสถาบันทางการคลังที่เกี่ยวข้องกับโครงสร้างองค์กร กฎระเบียบ และการรวมอำนาจ ซึ่งมีหน่วยงานสำคัญที่เกี่ยวข้อง คือ สำนักงบประมาณ กรมบัญชีกลาง และคณะอนุกรรมการบูรณาการนโยบายพัฒนาภาค (อ.ก.บ.ภ.) ถูกกำหนดให้แก้ไขในระยะยาว โดยการแก้ไขกฎระเบียบที่เกี่ยวข้องกับการบริหารงบประมาณให้ยืดหยุ่นและลดขั้นตอนการพิจารณา มีการกระจายอำนาจ ปรับโครงสร้างองค์กรของกลุ่มจังหวัด เพิ่มสวัสดิการแรงจูงใจในการทำงาน และนำเทคโนโลยีมาเพิ่มประสิทธิภาพการทำงานด้านเอกสาร

จากการศึกษาเรื่องลักษณะภาวะผู้นำของข้าราชการฝ่ายปกครองระดับอำเภอ กรณีศึกษา ปลัดอำเภอฝ่ายปกครองและฝ่ายความมั่นคง จังหวัดนครปฐม มีวัตถุประสงค์เพื่อศึกษาว่าปลัดอำเภอฝ่ายปกครองและฝ่ายความมั่นคง จังหวัดนครปฐม มีรูปแบบภาวะผู้นำรูปแบบใด มีสถานการณ์กลุ่มที่ปลัดอำเภอทั้งสองเผชิญเป็นรูปแบบใด และรูปแบบภาวะผู้นำสอดคล้องกับสถานการณ์กลุ่มตามหลักประสิทธิภาพของทฤษฎีตัวแบบผู้นำตามสถานการณ์ของฟิดเลอร์หรือไม่ โดยผู้วิจัยใช้ทฤษฎีตัวแบบผู้นำตามสถานการณ์ของฟิดเลอร์ (Fiedler’s contingency model) ในการศึกษา และผู้วิจัยอาศัยการศึกษาข้อมูลภาคสนามด้วยระเบียบวิธีวิจัยเชิงคุณภาพด้วยการสนทนากลุ่ม ซึ่งผู้ให้ข้อมูลสำคัญคือผู้ใต้บังคับบัญชาของปลัดอำเภอในจังหวัดนครปฐม ประกอบด้วย เจ้าหน้าที่ปกครอง สมาชิกกองอาสารักษาดินแดนอำเภอ (อส.) และกำนันผู้ใหญ่บ้าน โดยผลการศึกษาพบว่า ปลัดอำเภอฝ่ายปกครอง มีรูปแบบภาวะผู้นำแบบมุ่งเน้นความสัมพันธ์ (Relationship-Oriented Leadership) และ ปลัดอำเภอฝ่ายความมั่นคงมีรูปแบบภาวะผู้นำแบบมุ่งเน้นงาน (Task-Oriented Leadership) ประกอบกับรูปแบบภาวะผู้นำของปลัดอำเภอฝ่ายปกครองและปลัดอำเภอฝ่ายความมั่นคงนั้นมีความสอดคล้องกับสถานการณ์กลุ่มที่ปลัดอำเภอทั้งสองเผชิญ ตามหลักประสิทธิภาพของทฤษฎีตัวแบบผู้นำตามสถานการณ์ของฟิดเลอร์ จึงกล่าวได้ว่า รูปแบบภาวะผู้นำที่ปลัดอำเภอฝ่ายปกครองและปลัดอำเภอฝ่ายความมั่นคง จังหวัดนครปฐม แสดงออกในการปฏิบัติงานร่วมกับผู้ใต้บังคับบัญชาหรือภายในพื้นที่ที่ปฏิบัติงานนั้น มีความเหมาะสมต่อบริบทหรือสถานการณ์ที่เกิดขึ้นระหว่างการปฏิบัติงานเพื่อให้เกิดประสิทธิภาพในการปฏิบัติงานในพื้นที่อำเภอต่อผู้ใต้บังคับบัญชาตามหลักประสิทธิภาพของทฤษฎีตัวแบบผู้นำตามสถานการณ์ของฟิดเลอร์แล้ว

The author adopted various models and compared a variety of literature reviews to find out supporting ideas of the advantages of forming cooperative alliances. The result shows that airlines with several passengers’ volumes and full-service airlines lead to the participation between airlines with five beneficial emphases – reduction of utility cost, driving growth opportunities through globalization, strengthening market position, improvement of service quality, and enhancing passengers’ loyalty. Despite rapid economic growth, Southeast Asia and Latin America continue to have significant income inequality. This study applies fixed-effects regression estimation with the dynamic panel model with lagged independent variables and the fixed-effects analysis with endogenous covariates to examine the impact of economic and demographic factors on income inequality in 6 Southeast Asian and 15 Latin American countries from 1994 to 2017. Empirical results indicate that emissions, trade openness, old-age dependency ratio, human capital, and female population reduce income inequality, whereas industrialization, unemployment, young-age dependency ratio, and urban population increase income inequality in Southeast Asian countries. When citizens ask questions, how does their government answer? Requests for government information confront officials with incentives both for and against disclosure. We argue that officials seek to manage political risks in ways that favor requests from government-aligned regions. We study responsiveness in the context of Mexico’s access-to-information law, using publicly available data from several hundred thousand information requests filed with Mexican federal government agencies between 2003 and 2015. Our empirical strategy makes comparisons only among requests sent to similar agencies on similar topics at similar times, while accounting for the complexity, sophistication, and sensitivity of individual requests. While the presence of a strong civil society is recognized as desirable for democracies, an important question is what motivates citizens to join organizations. This article presents novel experimental evidence on the conditions under which citizens join interest organizations. We presented 1,400 citizens in two Mexican states with fliers promoting a new local interest organization. These fliers contain one of four randomly selected recruitment appeals. We find evidence that both brokerage of state patronage and demand-making for local public goods are effective recruitment appeals. Historically, Black defendants have faced more severe sentences compared to White defendants. Research investigating this phenomenon in the paradigm of the insanity defense, found that Black defendants were acquitted as “not guilty by reason of insanity” (NGRI) significantly more often than White defendants (Poulson, 1990). In the current study, we investigate the influence of race of defendant and race of victim on judgments of NGRI in a 3 (race of victim: Black v. White v. Hispanic) x 3 (race of defendant: Black v. Mindfulness has many psychological benefits, including less stress, improved sleep, increased resiliency, and reduced psychological distress, making it a focus of mental health research (Dvorakova et al., 2017; Mzarek, Franklin, Phillips, Baird, & Schooler, 2013; Vidico & Cherup, 2019). Mindfulness may also limit the formation of self-stigma, which comes from internalized stereotypes about oneself (Barr, Davis, Diguiseppi, Keeling, & Castro, 2019). When people experience self-stigma, they are less likely to seek help when they might need it, exacerbating current problems (Wilson, Bushnell, & Caputi, 2011). The challenges faced by women in their quest to be equal participants with men in politics is not hidden. This study set out to examine how women may be restrained from rising to the highest offices in politics amidst fear of their existing nude contents that exist digitally. The body and sexuality of women have countlessly been employed as a tool to keep them out of political participation. This paper analyzes the impacts of education achievement, percentage of households led by a single parent, the percentage of minority population, per capita personal income, percentage of population over 65 years old, and minimum wage on income inequality in 9 southeastern states of the United States, as well as the effects of these variables on poverty, measured as the percentage of the population below poverty level. These southeastern states are Alabama, Arkansas, Georgia, Florida, Louisiana, Mississippi, Oklahoma, Tennessee, and South Carolina. The period of time used for this analysis is from 2000 to 2019. The purpose of this study was to explore the relationship between therapist practices, the therapeutic relationship and their impact on how transgender clients feel about their therapist. Previous research on therapist practices and the therapeutic relationship has looked into how these variables influence lesbian, gay, and bisexual clients’ feelings about their therapist, but as of yet, the dynamic has not been analyzed for transgender clients. I examine the impact of IMF credit use and its conditions on economic growth performance in 12 South African countries over a period of 1999-2019. The work adopts an empirical and quantitative approach to analyzing the relationship between the GDP per Capita, the use of IMF Credit, Government Final Consumption Expenditure, Net Domestic Credit and Current Account balance. The Superfluous Congress: Executive Dominance And Business Lobbying In Mexico’S 2013 Tax Reform, Monica Unda-Gutierrez

This paper analyzes the roles played by the legislative, executive, and business sector in Mexico’s 2013 tax reform, drawing on original field-research findings. I examine each of these actors’ influence over the public period of congressional debate, as well as the typically invisible agenda-setting stage and the adoption of executive decrees following the legislative process. I find that Congress remains subordinated to the executive in budgetary matters and that business is more central in shaping the details of the tax bill. The tax reform achieved little, leaving the overall fiscal capacity of the Mexican State largely unchanged.

As the Latinx population in the US continues to grow, new Latin-centric ethnic enclaves are developing in urban areas, including those in US southern states. While there has been some discourse on the role of Latin immigrants in the US labor market generally, there is limited literature addressing the specific experiences of Latinas as inhabitants of urban spaces and the factors impacting their economic sustainability. Latinas, on average, earn $0.54 to every $1.00 a white male earns. Their economic position, combined with their cultural traditions and practices, raises questions about how they achieve economic security in the US. This research …
