Conditions For Competition: Assessing The Competitive Dynamics Of Us Counties, Josh Mitchell, Lashonda Stewart, John Hamman, Steve Modlin

Research in public policy examines specific theories that drive policy adoption among jurisdictions. One of these theories, referred to in the economics literature as economic competition (or strategic competition), posits that local governments may engage in competition with one another because of the potential interjurisdictional economic spillover effects of certain fiscal policies. In this article, sales tax rates, a common, yet overlooked, policy instrument in the policy literature is examined to determine if sales tax rates drive competition among counties. Testing several hypotheses, this study finds that sales tax rate increases can exacerbate competition among counties. However, this relationship is …

Abstract
Homelessness is long-standing issue in American cities, with significant human consequences. However, current public management research does not typically include research on public agencies responding to the needs of the homeless.
This paper uses a case study to explore the disconnect between public management research and those living on the margins of society as homeless. The case study illustrates the potential for multiple streams of research in public management to effectively research the complexities of homelessness. Psychological scholarship on personality is uniting with political science to redefine existing theories. This is clearly the case with research on judicial behavior and the US Supreme Court. But if this new approach is to survive and thrive, it must employ measures equal to the task. We show that Supreme Court Individual Personality Estimates, which seek to estimate justices’ personalities by examining their concurring opinions, suffer from a number of important methodological deficits that critically limit their usefulness. The LEI-N fell by 0.17% during July 2021, the first decline in ten months. The decline in the leading indicator, which is designed to predict economic activity six months in the future, suggests that economic growth will slow in Nebraska during the first months of 2022. Four components of the leading indicator worsened during July. Building permits for single-family homes declined while there was a small drop in manufacturing hours-worked. Initial claims for unemployment insurance and the value of the U.S. dollar also rose during July. A rising U.S. dollar is challenging for Nebraska businesses, which compete in international markets. …

The purpose of this project is to bring awareness to the silent victims associated with parental incarceration – their children. Throughout this project, the focus will be aimed towards promoting the education of the effects of parental incarceration and the impact it has on their children in a variety of compacities and how those settings influence incarceration amongst children of incarcerated parents. This chapter starts out by situating data journalism in relation to computer-assisted reporting and computational journalism and argues that data journalism has ballooned in recent decades as a result of the great availability of databases, increased training, and lower costs of computers. It then analyzes the main issues that can spring up at each phase of the data journalism process. During the collection process, journalists can be manipulated by flawed data or ethically compromised by using illegally obtained data. When examining workforce data, it can be valuable to capitalize on data from a variety of systems, such as various human resources (HR) databases, learning management systems, and child welfare information systems. Each can be useful on their own, but additional information can be learned when different types of data are connected. For example, applicant information may be stored in a database that is separate from other HR data on those hired, and there is value in looking at the connections between applicant data and later aspects of employment.

Elaborating, when it comes to the task of economic and community development, think of a city as a feather in the wind, or a stick in a rapid of water. The reemergence of great power competition, conflict with near-peer competitor states below the level of armed conflict, and persisting threats from nonstate actors with transnational ambitions and global reach pose challenges for strategists planning, executing, and assessing military operations and strategy. Building on current visualization tools, two proposed models—the National Strategic Risk Abacus and the National Strategic Risk Radar Chart—address these challenges and better depict how the US military may inadvertently contribute to risk at the national strategic level.

Global health engagement, an underutilized strategy rooted in the strengths of soft power persuasion, can lead to more military-to-military cooperation training, help establish relationships that can be relied on when crises develop, stabilize fragile states, and deny violent extremist organizations space for recruiting and operations. Examining Chinese efforts worldwide to curry favor and influence and the challenges posed by the COVID-19 pandemic, this article shows health as a medium is a very compelling and advantageous whole-of-government approach to national security policy concerns.
