This paper presents an overview of the NWTS program and describes the stepwise approach that is being taken in meeting the objective of the program.

Changing regulatory requirements were an important influence on the technological development of the Nuclear Steam Supply System. Manufacturers felt this influence primarily through increased requirements for information processing rather than through technical changes in the hardware. Regulatory change was driven by: the rapid growth of nuclear plant size; delays in critical safety research; public uncertainty regarding how safe nuclear plants should be; the extreme consequences of a nuclear accident; and strong pressure for the rapid commercialization of nuclear power.

The total environmental social cost resulting from the consumption of . various fuel's used in the U.S. economy is analyzed by means of an equilibrium model including flows of energy, labor, goods, services, undesirable effects attributable to pollution, and pollution control services. The present mix of fuels, and three alternative fuel mixes more strongly dependent on coal, are analyzed by means of the model.

The exploration for minerals by geophysical means has been confined largely to the search for hydrocarbons and metallics while applications to coal exploration are somewhat limited. However, the surface reflection seismic technique has been successfully applied not only to delineating coal deposits but also as a tool in mine exploitation. Furthermore, channel waves generated underground have demonstrated potential in detecting the presence of faults in advance of the coal face and Vibroisis* experiments have been conducted whereby abandoned underground workings have been detected by surface seismic arrays. Examples of all of the preceeding are presented and discussed.

Coal gasification and liquefaction are wasteful processes that will lead tounnecessarily rapid depletion of coal reserves. Generation of electricity with coal is a more economical means of using coal for energy and this technology is already available. This paper discusses the advantages of a coal-electric energy economy and how such an economy.can be implemented.

Within each option, the present worth of the total cost of the cable installation is optimized. If wind generators are being evaluated as part of a larger electric utility generation system, the economic analysis should consider all of their effects upon the make-up and operation of the rest of the system. The introduction of wind generators changes the characteristics of the effective load seen by the rest of the system and consequently shifts the optimal mix of base, swinging, and peaking capacity and their operation. Storage systems used in conjunction with wind generators must also be evaluated. The storage can also be evaluated by determining its effect upon load characteristics. Due to concern for the state of the environment, the federal government passed laws forcing industry to accomodate the wishes of environmentalists. In particular the Clean Air Standards Act imposed a measure of air pollution and dictated an upper bound on the amount of allowable air pollution in terms of this standard. This paper attempts to investigate the impact of such a law in the context of a two firm world. In the model each firm produces output and pollution so as to maximize profit. The APCA Education and Training Committee surveyed air pollution training at colleges and universities in the United States and Canada in 1975. There were 197 full-time faculty teaching air pollution courses at 75 schools. Graduates from these programs are finding meaningful work in both the public and private sector. Financial support is briefly discussed.

Acoustic emission was used in conjunction with tensile tests to evaluate the condition of structural steel specimens subject to various tensile fatigue lives. The results indicate that the acoustic emissions detected were the result of plastic deformation. There was no apparent relationship between fatigue history of the steel specimens and the amount of plastic deformation they can accommodate.

Further tests revealed that acoustic emission has the physical capability of detecting cracks on large structural steel members. This may prove beneficial for the comprehensive testing of steel bridges.

The primary purpose of this study was to investigate the influence of vibrational nonequilibrium upon upwelling infrared radiance from the earth's atmosphere. Basic equations are presented for calculating the atmospheric transmittance, heating rates, and equilibrium and nonequilibrium upwelling radiances. By employing the Lorentz line-by-line model for spectral absorption, heating rates and upwelling radiances were calculated for equilibrium as well ·as nonequilibrium conditions in the spectral range of 4.6 μ CO and 3.3 μ 'CH4 bands. For the spectral range of CO fundamental band, the influence of different 1~arameters on the upwelling radiance was also investigated. The results indicate that …

The process of nulling in ellipsometry is studied by a graphical presentation using the trajectories of two significant polarization states in the complex plane, XPC and XSA. These states are determined by (1) the polarizer and compensator (XPC) and (2) the specimen and the analyzer (XSA) in the polarizer-compensator-specimen-analyzer ellipsometer arrangement. As the azimuth angles of the ellipsometer elements are varied, XPC and XSA move closer to one another in a stepwise fashion until they coincide when a null is reached. Detailed mathematical models are derived for the evolution of light pulses in gain‐switched laser oscillators. Unlike previous instantaneous‐switching models, arbitrary pump and spontaneous relaxation rates are considered. Explicit expressions are obtained for the gain and pulse characteristics in several practical situations, and both homogeneous and inhomogeneous limits are considered. By proper adjustment of the laser pump any output‐pulse shape can be obtained. The results are especially relevant for recent short‐pulse ultraviolet lasers and also for more conventional devices such as TEA CO₂ lasers.

The pulse transfer characteristics of gain‐switched laser amplifiers are investigated analytically. New closed‐form solutions have been obtained including arbitrary space‐ and time‐dependent pump distributions. The general results are specialzied to the important cases of uniform and traveling‐wave excitation. Input‐pulse shapes considered include step functions, practial oscillator output pulses, and also the inherent spontaneous‐emission noise. The results lead to improved models for pulse amplifiers and mirrorless traveling‐wave lasers. By proper choice of pump characteristics arbitrary output‐pulse waveforms can be synthesized.

This study concerns the application of a combination of multilevel hierarchical systems analysis techniques and Pontryagin's minimum principle (multilevel control) to the problem of controlling optimally two classes of dynamic distributed parameter plants representing concentrations balances in streams, rivers and estuaries. The concentrations treated in this study are those deemed the most effective indicators of water quality, dissolved oxygen (DO) and biochemical oxygen demand (BOD).

SUMMARY Shear diaphragm action of properly designed light gage steel panels used for floors, roofs, and walls in steel buildings increase the stiffness and strength of such buildings. Considerable savings in weight and cost can be realized if full account of this action is taken in design. To make good use of the diaphragm action, detailed knowledge on diaphragm response to loading is essential. The concept of topological or structural stability is introduced and its importance in the magnetic confinement of plasmas is discussed. Topological stability requires the presence of a pair of limit cycles in the magnetic field configuration. This paper deals with the design of an experimental device possessing limit cycles. The design includes a high beta (b=1), high density (10^16), hot (100 eV) hydrogen plasma which is to be compressed by a factor of about 5 in a torodial device of 25 cm average major radius with a capacitor bank rise time of less than 2 µsec. Warrants for the installation of left-turn phasing were developed. A review of literature was conducted along with a survey of the policies of other states. Field data of delays and conflicts were taken before and after installation of exclusive left-turn signalization. Left-turn delay studies were conducted at intersections with varying volume conditions. Analysis of the effect on accidents of adding a left-turn phase was made. The relationship between left-turn accidents and conflicts was investigated. Other types of analysis concerning gap acceptance, computer simulation, capacity, and benefit-cost ratios were also performed.

Various strategies for designing pavement structures are discussed. Initial full-life design, stage designs and planned extensions of service life, final design, surface renewals for deslicking, no-defect designs for high-type high-volume facilities, and allowable-defect designs are considered. Economics enter in terms of salvage value of existing pavements and alternate designs using different proportions of materials within the structure.

The elastic model represented in Chevron's n-layered computer program is the basis for theoretical relationships. Ranges of values are given for input variables such as Young's moduli, Poisson's ratio, thicknesses for layers, tire pressure, and load. The Kentucky CBR is related to modulus …

The objective of this study was to prepare a Restudy Report including an environmental assessment and analysis, engineering and cost studies, and updated economic studies on various alter natives for the Cross Florida Barge Canal Project. Detailed engineering, economics and environmental results are presented in separate documents and summarized herein. An environmental impact statement was prepared to accompany the Restudy Report. The basic framework for the studies was regional in scope and included baseline conditions as well as future conditions expected with and without the alternatives studied.
