In an attempt to apply better management principles to the control of state lands, the Division of State Lands asked for the study of two questions concerning state administered lands near Moab, Utah. The first question deals with the Moab and Spanish Valleys while the second question applies to Castle Valley some 10 miles northeast of Moab. The Mill Creek Development Project is proposed to provide additional water for agriculture and M & I use in the Moab and Spanish Valleys. A new element, the adaptive delay, is developed as a means for synchronizing two signals that are highly correlated. An LMS error function derived and gradient techniques are used to determine an adaptive delay algorithm. Like Widrow's adaptive filter coefficient algorithm, this adaptive delay algorithm does not explicitly utilize a priori statistics on the input signals. However, unlike the LMS error function for the adaptive filter, the LMS error function for the adaptive delay is not quadratic. Thus, the error function will be required to be unimodal in order to assure convergence of the adaptive delay to its optimum value. …

A Preliminary Investigation Of Physical-Chemical Treatment Of Slagging Gasifier Aqueous Effluent, Kirk B. Hird

The feasibility of treating slagging gasifier wastewater by physical-chemical means was studied. Pretreatment and treatment flow schemes were developed by using batch and continuous tests. Results were based mainly on wastewater residual total organic carbon (TOC). A treatment facility was designed and economically evaluated.

It was found that slagging gasifier wastewater is treatable by physical-chemical means using activated carbon and chemical oxidation as the two principal treatment steps. A pretreatment scheme consisting of lime addition, ammonia stripping, and recarbonation-coagu- lation was found to sufficiently purify the raw gasifier liquor so that activated carbon adsorption and chemical oxidation could be applied …

Over the past 20 years , a variety of alternative, and in many cases innovative, technologies have been proposed for use in waste management systems. If alternative technologies are to be adopted they must, 1) be technologically feasible, 2) minimize the use of energy and resources, 3) maximize the recovery of the energy and nutrients contained in wastewater, 4) be cost-effective, and 5) not be unnecessarily disruptive of the existing order in their implementation. The feasibility of a low temperature geothermal system to be located in the area immediately surrounding Albuquerque, New Mexico, was assessed with respect to corrosion and scaling. Theories of corrosion and scaling were explored and an extensive literature survey was performed to predict trends and apply design criteria and guidelines regarding corrosion and scaling from other geothermal environments to the proposed geothermal installation in Albuquerque. A recirculating corrosion test loop was built, and fifteen metals were tested for general corrosion resistance in seawater at 190° F and 3 ft/sec flow velocity. This work is a collection and survey of system identification methods in the open literature. The motivation for the work was to find suitable methods of system identification for use in structural diagnosis. Methods surveyed include those which identify the system in terms of modal parameters, and those which identify the system either nonparametrically or in terms of arbitrary parameters. Both deterministic and stochastic methods are reviewed. Particular emphasis is placed on determining damping coefficients, and on a formulation known as modal synthesis. It is concluded that stochastic methods are better suited to the problem of structural diagnosis, and that …

The purpose of the study was to determine the cost-effectiveness of widening lanes and shoulders on rural, two-lane roads. Information concerning geometries, accidents, and traffic volumes was obtained for over 15,000 miles (25,000 km) of roads. Reductions in accident rates occurred as lane and shoulder widths increased. Run-off-road and opposite direction accidents were the primary accident types associated with narrow lanes and shoulders. Reductions in accidents ranged from 10 to 39 percent for lane widening and 6 to 21 percent for shoulder widening. Priority listings were prepared for 531 projects based on critical rate factor. Warrants for the installation of separate left-turn lanes were developed. Literature was reviewed, and policies and practices in other states were surveyed. Accident analyses of locations with and without separate left-turn lanes were conducted. Computer simulation was used to determine the relationship between and among traffic delay and load factor and traffic volume, percent left-turns, cycle length, and cycle split. The relationship between left-turn accidents and conflicts was investigated.

Warrants were developed involving the following three general areas: (1) accident experience, (2) volumes (based on delay), and (3) traffic conflicts.

Kentucky Transportation Center Research Report

Statewide survey of skid resistances continued in 1978 with the testing of 2,943 miles (4,736 km) of state primary roads and 2,405 miles (3,870 km) of state secondary roads. About 10 percent of both the state primary mileage and the state secondary mileage had an average skid number of 28 or less. These pavements, in pariticular, should be considered for de-slicking.

In 1977 and 1978, 35 percent of the mileage of rural, state-maintained roads in Kentucky were surveyed. These roads carried 87 percent of all traffic on rural, state-maintained roads.

The objective of this study was to use new types of delineation at a stop approach to determine if drivers could be made more aware of the "Stop" situation ahead. The treatments involved post delineators, raised markers, and transverse striping placed at various spacings in advance of the "Stop" signs. Speeds were measured 200 feet (61 m) and 1,200 feet (366 m) in advance of the "Stop" sign. Brakelight distances were also recorded.

The various delineations provided significant reductions in speeds. Post delineators in combination with transverse stripes were the most effective. No significant difference was found between results obtained …

The physical properties and subjective characteristics of sound and several special methods of measuring sound levels are discussed in order to provide a basic understanding of sound in general and noise in particular. The Federal Aviation Administration's regulation, FAR36, which stipulates the allowable perceived noise levels produced by commercial jet aircraft, is examined in detail. This research investigates organic polymers, inorganic coagulants and separate unit operations for their effect on the total tri-halogenated (TTHM) residuals in a finished water. The water samples utilized for this project were taken from a highly colored Central Florida potable water supply which is used by municipality which has a TTHM concentration in the finished water in excess of the proposed Federal limit. Results indicate that (1) organic polymers are not a significant source of THM precursors, (2) organic polymers, when used as a settling aid after coagulation in Jar tests, are an effective means of filtration for removing THM …

We have found a significant relation, rp = rs (rs -cos2ϕ)/(1-rs cos2ϕ), between Fresnel’s interface complex-amplitude reflection coefficients rp and rs for the parallel (p) and perpendicular (s) polarizations at the same angle of incidence ϕ. This relation is universal in that it applies to reflection at all interfaces between homogeneous isotropic media collectively and, of course, throughout the electromagnetic spectrum. A cw CO₂ laser has been developed in which the active medium is formed by a discharge between coaxial electrodes. The laser gain and saturation properties have been studied as functions of the various device parameters. Over-all efficiency is about the same as for a conventional longitudinal discharge laser, and advantages of the coaxial geometry include low voltage operation, rapid cooling, and rugged construction.

Continuous pH-parametric pumping separations of a haemoglobin - albumin - CM Separose system were experimentally investigated. The parapump system has a feed, containing the protein mixture to be separated, introduced alternately to the top and bottom of the chromatographic column. The top and bottom products are withdrawn from the apparatus during the bottom and top feed respectively. It is shown that under certain conditions the pH-driven parametric pump has the capacity for removal of a protein component from one product fraction and large enrichment in the other fraction. Moreover, the continuous process can be operated with a large feed throughput.

Sounds have a useful and important place in the laboratory; also, they can have adverse effects. The instructor can tell immediately if a machine is not performing correctly by the sound it emits, while the operation of the same machine can distort an important verbal communication.
