Cuyahoga County, Ohio is at the epicenter of the foreclosure crisis. With close to 13,000 foreclosure filings a year since 2005, more than 10,000 vacant and derelict structures and thousands of homeowners losing their homes, the effects of the crisis will be long lasting and far reaching. In Ohio, County courts, agencies and departments have some level of authority and responsibility for virtually every step of the foreclosure process. While the current economic climate is challenging, it provides an opportunity to assess critical workforce and talent issues facing the manufacturing community. In March 2009, Dr. Joel Elvery of Cleveland State University’s Maxine Goodman Levin College of Urban Affairs released the Employment and Wage Trends of Manufacturing Occupations in the Cleveland-Elyria PMSA analysis. The analysis identified occupations that appear to be “pain-points” for employers - or open positions that are hard to fill and thus, in high demand.

Farm To School: Strategies For Urban Health, Combatting Sprawl, And Establishing Community Food Systems, Mark Vallianatos, Robert Gottlieb, Margaret Haase

Farm-to-school is a new, innovative strategy with multiple planning-related objectives. The article evaluates the significance of farm-to-school in relation to improving the health and nutrition of school-age children, particularly low-income youth; strengthening the capacity of local farmers, particularly those engaged in sustainable practices; adding to the toolkit of strategies designed to contain and ultimately reduce sprawl-inducing developments by helping preserve farmland; and helping establish a community food systems approach no longer entirely dependent on the global food system that has come to dominate food growing, processing, distribution, and consumption patterns around the world.

Responding To Foreclosures In Cuyahoga County 2011 Evaluation Report, Kathryn Hexter, Molly Schnoke

The foreclosure crisis hit Cuyahoga County earlier and harder than the rest of the nation. The crisis continues to weaken the County’s already weak housing market, as evidenced by declining property values, increasing numbers of vacant and abandoned properties and the continuing high rates of foreclosure filings. In 1999, there were 4,900 residential foreclosure filings in Cuyahoga County. That number doubled to about 10,000 by 2005 and peaked in 2007 at close to 14,000. In 2011, the County had just over 11,000 residential foreclosure filings. In total, an estimated 68,000 homes in the County have been “touched” by foreclosure. The …

Evaluation Of Neighborhood Progress, Inc.'S Community Organizing Support Program, Susan Burkholder, Kathryn Hexter

In 1998, the Sisters of Charity Foundation of Cleveland began a program-related initiative to increase the availability, affordability and quality of permanent, affordable housing units for low-income and underserved families and persons in Cuyahoga and Lorain Counties. The Affordable Housing Initiative will award approximately six million dollars to community organizations over a five-year period. As part of this initiative, the Foundation funded more than 25 grantees to undertake a variety of non-capital projects. The Maxine Goodman Levin College of Urban Affairs, Cleveland State University was asked to evaluate the overall initiative and the projects of each of the grantees.

In just four decades, the Wal-Mart Company has transformed the retail sector, infl uenced the way we shop and work and shaped the nation’s rural, suburban and urban communities. Now Wal-Mart Supercenters, vast stores that house full-scale grocery stores within their walls, are beginning to affect the food system. After summarizing Wal-Mart’s labor and land use impacts, this working paper addresses an issue that has received less attention: the implications of the Supercenter model of food retailing on food access.
