บทความนี้นำเสนอผลการศึกษากฎระเบียบโลจิสติกส์และการค้าสินค้าเกษตรและ อุตสาหกรรมที่เป็นอุปสรรคต่อการเคลื่อนย้ายสินค้าข้ามแดนและสินค้าผ่านแดน กฎระเบียบ ที่เกี่ยวข้องประกอบด้วยกฎระเบียบหลักที่อยู่ในการกำกับดูแลของหน่วยงานที่รับผิดชอบกำกับและ อำนวยความสะดวกทางการค้า เช่น กรมศุลกากร กรมการค้าต่างประเทศ และหน่วยงานการขนส่ง และกฎระเบียบอื่นๆ ที่อยู่ภายใต้ความรับผิดชอบของหน่วยงานอื่นที่กำหนดให้สินค้าบางประเภท ต้องขอใบอนุญาต นำเข้าหรือส่งออก ประเทศไทยควรมีการจัดตั้งหน่วยงานเพื่อบูรณาการการปรับ กฎระเบียบการค้า และโลจิสติกส์ ซึ่งมีความสอดคล้องกับความตกลงระหว่างประเทศที่ไทยให้สัตยาบัน ตลอดจนเร่งผลักดันการดำเนินการตามกรอบความตกลงการขนส่งข้ามแดนในอนุภูมิภาคลุ่มน้ำโขง กับลาว กัมพูชา และเมียนมา และเจรจาขอเพิ่มปริมาณการขนส่งทางถนนกับประเทศมาเลเซีย

การศึกษานี้ มีวัตถุประสงค์เพื่อศึกษาโอกาสและความท้าทายในการพัฒนาเขตเศรษฐกิจ พิเศษที่เหมาะสมกับสถานะการพัฒนาและความต้องการของท้องถิ่นและชุมชนในจังหวัดหนองคาย นครพนม และมุกดาหาร และจัดทำข้อเสนอแนะในการพัฒนาเขตเศรษฐกิจพิเศษ โดยเฉพาะในประเด็น ของกิจการเป้าหมาย การให้สิทธิประโยชน์ส่งเสริมการลงทุน และการจัดการด้านองค์กร รูปแบบ กิจการที่เหมาะสมสำหรับเขตเศรษฐกิจพิเศษในจังหวัดหนองคาย นครพนม และมุกดาหาร ประกอบ ด้วย 1) ศูนย์กลางการค้าส่งแห่งอาเซียน 2) ศูนย์การเรียนรู้และวัฒนธรรมอาเซียน และ 3) อุทยาน เทคโนโลยีชีวภาพ โดยผู้ที่เกี่ยวข้องหลายฝ่ายเห็นว่าสิทธิประโยชน์เพื่อส่งเสริมการลงทุนที่เสนอให้ กับการลงทุนในเขตพัฒนาเศรษฐกิจพิเศษยังไม่จูงใจและไม่แตกต่างกับสิทธิประโยชน์เดิม และยังขาด การให้สิทธิประโยชน์เพื่อการถ่ายโอนเทคโนโลยี และสิทธิประโยชน์ที่จะให้แก่ผู้เชี่ยวชาญจากต่าง ประเทศ เพื่อดึงดูดให้เข้ามาปฏิบัติงานในเขตเศรษฐกิจพิเศษ

การศึกษาการขนส่งสินค้าทางรถไฟในประเทศไทยมีวัตถุประสงค์เพื่อรวบรวมและวิเคราะห์ ปัญหานโยบายของรัฐบาลและกฎหมายที่มีผลต่อการพัฒนาการขนส่งสินค้าทางรถไฟ ปัญหาที่พบแบ่ง ออกเป็น 3 ด้าน คือ 1) ด้านนโยบาย จากแผนพัฒนาประเทศในระดับแรก เน้นการพัฒนาการขนส่ง ทางถนนมากเกินไป เมื่อประเทศเกิดภาวะน้ำมันแพงประกอบกับแผนพัฒนาประเทศมุ่งสู่รูปแบบการ ขนส่งที่มีต้นทุนต่ำกว่า ทำให้มีการขนส่งสินค้าทางรถไฟเพิ่มมากขึ้น 2) กฎระเบียบของรถไฟ ที่ล้าสมัย ไม่ทันต่อสภาพปัจจุบัน กฎหมายรถไฟมีจุดเน้นที่การกำกับและควบคุมการบริหารของรถไฟ ทำให้ เกิดการขาดทุนสะสมเกือบแสนล้านบาท 3) ปัญหาอื่น ๆ เช่น ขาดมาตรการส่งเสริมและสนับสนุน การใช้การขนส่งสินค้าทางรถไฟ ภาพลักษณ์ของการบริการขนส่งสินค้าทางรถไฟไม่ดี แนวทางการ พัฒนา คือ กำหนดแผนพัฒนาระบบการขนส่งสินค้าทางรถไฟเป็นแผนพัฒนาที่ไม่อิงกับนโยบายฝ่าย บริหารเพื่อให้การบริหารจัดการรถไฟมีทิศทางชัดเจนและต่อเนื่อง การปฏิรูปโครงสร้างองค์กรรถไฟ เพื่อสามารถดำเนินกิจการได้อย่างมีประสิทธิภาพ กำหนดแผนจัดหาอุปกรณ์รถไฟ ลงทุนด้านอุปกรณ์ เพื่อให้เพียงพอต่อปริมาณสินค้าที่ขนส่งในปัจจุบันและรองรับอนาคตที่จะเกิดขึ้น เพิ่มประสิทธิภาพการ บริการให้มากขึ้น แนวทางพัฒนากฎระเบียบ คือ การปรับปรุงกฎหมายรถไฟให้มีความทันสมัยมาก ขึ้น ให้ดำเนินการหรือจัดหาบริการให้แก่ประชาชนและขนส่งสินค้า และการรถไฟฯ สามารถประกอบ การได้โดยให้เกิดความอิสระด้านราคาที่เหมาะสมกับสภาวการณ์ และแนวทางแก้ปัญหาด้านอื่น ๆ คือ การเพิ่มมาตรการส่งเสริมและสนับสนุนให้ภาคเอกชนหันมาใช้การขนส่งสินค้าทางรถไฟมากขึ้น สร้าง ภาพลักษณ์ใหม่ให้การรถไฟฯ มีความทันสมัยทั้งด้านเครื่องจักรกล อุปกรณ์ในการดำเนินกิจการ และ บุคลากร

การคัดเลือกดัชนีชี้วัดประสิทธิภาพการดำเนินงาน ของท่าเรือในความดูแลของกทท., จักรกฤษณ์ ดวงพัสตรา, จิตติชัย รุจนกนกนาฏ

บทความนี้นำเสนอการทบทวนดัชนีชี้วัดประสิทธิภาพการดำเนินงานของท่าเรือทั้งไทย และต่างประเทศ เพื่อพิจารณาหาชุดดัชนีวัดประสิทธิภาพการดำเนินงานที่เหมาะสมของท่าเรือ ในความดูแลของการท่าเรือแห่งประเทศไทย (กทท.) จากการศึกษาทบทวนดัชนีชี้วัดประสิทธิภาพ การดำเนินงานในต่างประเทศ พบว่า การกำหนดดัชนีชี้วัดประสิทธิภาพการดำเนินงานของท่าเรือ แต่ละแห่งล้วนมีความแตกต่างกัน ขึ้นกับลักษณะทางกายภาพ ผู้ใช้ท่าเรือ ผู้ให้บริการของท่าเรือ และ วัตถุประสงค์ของท่าเรือที่แตกต่างกัน คณะผู้วิจัยประมวลผลทบทวนดัชนีชี้วัดในต่างประเทศ จัดการ รับฟังความคิดเห็นทั้งภายใน กทท.เอง และผู้ที่มีส่วนเกี่ยวข้องจากหน่วยงานต่างๆ ภายนอก เพื่อ ให้ได้ดัชนีข้างต้น จากนั้นจึงได้ลงภาคสนามเพื่อสำรวจท่าเรือในความดูแลของ กทท. ท่าเรือคู่เทียบ ทั้งในไทยและต่างประเทศ เพื่อสัมภาษณ์และศึกษาการควบคุมการปฏิบัติงานท่าเรือที่แตกต่างกัน ผลที่ได้นำมาซึ่งการนำเสนอดัชนีชี้วัดที่เหมาะสมโดยแบ่งเป็นดัชนีที่ควรใช้กับทุกท่าเรือ และดัชนี เฉพาะที่ใช้สำหรับบางท่าเรือ ซึ่ง กทท. สามารถนำไปใช้เพื่อเพิ่มประสิทธิภาพการปฏิบัติงาน ท้ายที่สุด คณะผู้วิจัยได้เสนอแนะแนวทางการปรับปรุงการดำเนินงานเพื่อให้สามารถเก็บข้อมูลดัชนีชี้วัดและ ปรับปรุงการดำเนินงานของท่าเรือในความดูแลของ กทท.ได้อย่างมีประสิทธิภาพ

หน้าที่หลักอย่างหนึ่งของศูนย์ควบคุมจราจร คือ การรายงานสภาพจราจรบนเส้นทาง ที่รับผิดชอบ เพื่ออำนวยความสะดวกให้แก่ผู้ใช้ทาง ให้สามารถวางแผนการเดินทางได้อย่างถูกต้อง และหลีกเลี่ยงเส้นทางหรือช่วงเวลาที่การจราจรติดขัดได้ ซึ่งรูปแบบในการรายงานสภาพจราจร บนทางหลวงพิเศษระหว่างเมืองในปัจจุบันนั้น จะดำเนินการโดยเจ้าหน้าที่ศูนย์ควบคุมการจราจร (ลาดกระบัง) ประเมินระดับสภาพจราจรด้วยสายตาและใช้ประสบการณ์ในการทำงานประเมินระดับ สภาพจราจร ซึ่งภาระงานของเจ้าหน้าที่ศูนย์ควบคุมจราจร (ลาดกระบัง) มีแนวโน้มเพิ่มขึ้นเรื่อย ๆ เนื่องจากปริมาณจราจรที่เพิ่มขึ้น และการขยายโครงข่ายทางหลวงพิเศษระหว่างเมืองอย่างต่อเนื่อง ของกรมทางหลวง กองทางหลวงพิเศษระหว่างเมืองจึงมีแผนติดตั้งอุปกรณ์ตรวจวัดสภาพจราจรแบบ อัตโนมัติบนเส้นทางปัจจุบัน เพื่อสนับสนุนการทำงานของเจ้าหน้าที่ศูนย์ควบคุมจราจร (ลาดกระบัง) โดยอุปกรณ์ตรวจวัดสภาพจราจรนี้ จะสามารถวัดค่าพารามิเตอร์ทางการจราจรต่าง ๆ เช่น อัตราการ ไหล, ความเร็ว, ความหนาแน่นของกระแสจราจร ได้อย่างแม่นยำ อย่างไรก็ตาม ศูนย์ควบคุมจราจร (ลาดกระบัง) ในปัจจุบัน ยังไม่มีเกณฑ์ในการแปลงค่าพารามิเตอร์เหล่านี้ เป็นระดับความติดขัดของ สภาพจราจรเพื่อรายงานให้ประชาชนผู้ใช้ทางรับทราบ ดังนั้น งานวิจัยฉบับนี้จึงมีวัตถุประสงค์เพื่อ หาความสัมพันธ์ระหว่างการรับรู้สภาพจราจรในมุมมองของเจ้าหน้าที่ศูนย์ควบคุมจราจร (ลาดกระบัง) ผู้ขับขี่รถบนเส้นทางหลวงพิเศษระหว่างเมือง กับค่าพารามิเตอร์ทางการจราจรที่วัดได้จากอุปกรณ์ ตรวจวัดแบบอัตโนมัติ โดยให้เจ้าหน้าที่ศูนย์ควบคุมจราจร (ลาดกระบัง) จำนวน 37 คน และผู้ขับขี่ รถบนเส้นทางหลวงพิเศษระหว่างเมืองจำนวน 450 คน ประเมินระดับความติดขัดจากข้อมูลวิดีโอ สภาพจราจรในระดับต่าง ๆ เปรียบเทียบกับค่าพารามิเตอร์ที่เก็บได้จากอุปกรณ์ตรวจวัดแบบอัตโนมัติ ชนิดไมโครเวฟเรดาห์ (Microwave Radar) โดยผู้วิจัยเลือกใช้วิธีการสร้างแบบจำลองวิยุตแบบลำดับ (Ordered Discrete Model) ในการวิเคราะห์ปัจจัยในการรับรู้สภาพจราจรในมุมมองของเจ้าหน้าที่ ศูนย์ควบคุมจราจร (ลาดกระบัง) และมุมมองของผู้ขับขี่รถ

กระบวนการปรับปรุงคุณภาพและลดต้นทุนความสูญเสียในกิจกรรม บริหารคลังสินค้า สำหรับธุรกิจชิ้นส่วนอะไหล่เครื่องยนต์แก๊สโซลีน, อนิรุทธ์ ขันธสะอาด

บริษัทกรณีศึกษาซึ่งเป็นผู้ผลิตชิ้นส่วนอะไหล่ยานยนต์สำหรับแก๊สโซลีน (Gasoline- Automotive spare part) ได้ดำเนินการย้ายคลังสินค้าเพื่อขยายพื้นที่ในการจัดเก็บเพิ่มเติม โดยหลังจากที่ดำเนินการทดสอบการจัดการกระบวนการต่าง ๆ ภายในคลังสินค้าใหม่ ซึ่งทางผู้วิจัย ได้พบปัญหาต่าง ๆ ที่เกิดขึ้นในขั้นตอนการตรวจสอบและการขนส่งสินค้า จากปัญหาที่พบ ผู้วิจัยได้ดำเนินการวางแผนและออกแบบกระบวนการปรับปรุงคุณภาพ การจัดการ ด้านการปฏิบัติการในคลังสินค้าให้มีประสิทธิภาพมากยิ่งขึ้น โดยนำหลักการของการ ปรับปรุงคุณภาพอย่างต่อเนื่อง (Continuous Improvement) ซึ่งเป็นส่วนหนึ่งของการจัดการ คุณภาพโดยรวม (Total Quality Management) เข้ามาประยุกต์ใช้ในการปรับปรุงคุณภาพและ มีการวิเคราะห์ต้นทุนประมาณการที่เกิดขึ้นเพื่อพัฒนาประสิทธิภาพในการทำงานแต่ละกระบวนการ ให้สูงขึ้นและสามารถสร้างความพึงพอใจให้กับลูกค้าทั้งภายในและภายนอกได้ ทั้งนี้ผลลัพธ์ที่ได้จากการปรับปรุงคุณภาพของกระบวนการต่างๆ ซึ่งประกอบด้วยการขนส่ง สินค้าไปยังลูกค้าปลายทาง พบปัญหาในแต่ละขั้นตอนน้อยลง จากร้อยละ 69 เหลือเพียงร้อยละ 34 และการตรวจสอบตำแหน่งสินค้า จากเดิมพบปัญหาร้อยละ 63 เหลือร้อยละ 0 ส่งผลให้ต้นทุนความ เสียหายที่เกิดจากปัญหาดังกล่าวลดลง นอกจากนี้การบริหารจัดการกระบวนการต่างๆในคลังสินค้า มีประสิทธิภาพเพิ่มมากขึ้น สามารถลดข้อร้องเรียนของลูกค้าลงได้มากกว่าร้อยละ 75 และทางคลัง สินค้าสามารถนำ ขั้นตอนการปฏิบัติงาน มาสร้างเป็นมาตรฐานการควบคุมคุณภาพของกระบวน การอื่น ๆ ที่เกี่ยวข้องได้

This manuscript compiles the data collection of land uses around transit station in terms of density, mixed use and land use types that correspond with the Transit Oriented Development (TOD) concept. Through this end, the surrounding areas from six selective stations in Bangkok and three stations in Singapore within the radius of 500 meters from the transit station exits were investigated and analyzed for the land use indicators, including densities such as Floor Area Ratio, average number of floors, etc., mixed use percentages and the percentage of land use areas that support the TOD concept. Hands-on projects are launch pads for sparking student interest. Specifically, design-build-test (DBT) projects can be effective tools for boosting students’ confidence in their ability to apply theoretical knowledge to practical engineering. Recognizing the need for relating the theoretical aspects of thermodynamics to its application, an air cannon design-build-test project was envisioned and implemented.

Air cannons can be simple and inexpensive to construct, while offering a robust platform to explore thermodynamics, heat transfer, and fluid mechanics concepts. Electric discharge machining (EDM) is a non-conventional machining process that is used for tough, hard materials or materials that require no tool force. Wire EDM produces a recast layer and heat-affected zone as a result of rapid melting and quenching at the surface of the cut. A secondary machining operation has been required to remove this layer. Printing of conductive ink traditionally uses copper-based ink and was used on high temperature metal substrates due to the high curing and sintering temperature of copper. In this experiment, however, Metalon JS-B25P nano-silver conductive ink was printed using an Epson Stylus C88+ inkjet printer on polyethylene terephthalate (PET) based Novele printing media made for low temperature applications. With silver’s lower sintering temperature, the nano-silver particles in this ink are desired to be able to sinter at a low enough temperature to be used on the PET substrate. This project investigated the viability of screen printing stretchable silver conductive paste directly onto fabric and how the resistance changed under cyclic mechanical loading. The paste tested was DuPont™ PE873 stretchable silver conductive paste, which forms a stretchable conductive path by suspending silver flakes in elastomer that can be elastically strained along with the underlying substrate. The silver pastes were printed directly onto two different high-density synthetic fabrics of different weaves. How To Gauge The Accuracy Of Fuzzy Control Recommendations: A Simple Idea, Patricia Melin, Oscar Castillo, Andrzej Pownuk, Olga Kosheleva, Vladik Kreinovich

Fuzzy control is based on approximate expert information, so its recommendations are also approximate. However, the traditional fuzzy control algorithms do not tell us how accurate are these recommendations. In contrast, for the probabilistic uncertainty, there is a natural measure of accuracy: namely, the standard deviation. In this paper, we show how to extend this idea from the probabilistic to fuzzy uncertainty and thus, to come up with a reasonable way to gauge the accuracy of fuzzy control recommendations.

Considering an increasing interest in renewable, biodegradable resources that exhibit excellent mechanical properties, 24 species of cactus spines were investigated using three-point bend testing, X-ray diffraction (XRD) for structural parameters, and scanning electron microscopy (SEM) to analyze fracture surfaces. Additionally, a density of about 1.3 g/cm3 was measured for each spine utilizing the displacement method, closely matching existing data from literature. The flexural modulus varied greatly between species, ranging from 1.22 GPa (Echinocactus polycephalus) to 43.58 GPa (Stenocereus thurberi). There is a growing shift within the construction materials industry towards green and sustainable building products. Spending in this area has increased 5 fold since 2011 to a total revenue of $70 billion. An area of particular interest has been aimed at replacing fiberglass batt insulation with cellulose. Cellulose is the most abundant polymer on earth, and has potential to replace petroleum derived insulations. A fire protection analysis utilizing prescriptive and performance based design was performed for the existing building (DCIB) located in Minnesota. A new tenant is investigating converting the DCIB from a building used for data center, to an office building which will utilize an open office concept.

A prescriptive analysis of the building was performed to determine the life safety, fire suppression, fire alarm and structural requirements to ensure compliance with current applicable codes and standards. Located in a hot desert climate area prone to strong winds, Egypt is made up of many homes with little to no roofing leaving civilians exposed to the harsh elements. The overarching goal of this project is to provide these homes with efficient and affordable roofing using concrete with common garbage materials as reinforcement.
