Inter-rater reliability can be regarded as the degree of agreement among raters on a given item or a circumstance. Multiple approaches have been taken to estimate and improve inter-rater reliability of the United States Department of Defense Human Factors Analysis and Classification System used by trained accident investigators. In this study, three trained instructor pilots used the DoD-HFACS to classify 347 U.S. Air Force Accident Investigation Board (AIB) Class-A reports between the years of 2000 and 2013. In the ASEM-IAC 2012, Cotter (2012) identified the gaps in knowledge that statistical engineering needs to address, explored additional gaps in knowledge not addressed in the prior works, and set forth a working definition of and body of knowledge for statistical engineering. In the ASEM-IAC 2015, Cotter (2015) proposed a systemic causal Bayesian hierarchical model that addressed the knowledge gap needed to integrate deterministic mathematical engineering causal models within a stochastic framework. A system pathology is a circumstance, condition, or pattern that acts to limit system performance, or lessen system viability, such that the likelihood of a system achieving performance expectation is reduced. Acquisition programs continue to struggle with increasing complexity. High degrees of emergence, interconnectedness, and uncertainty are the norm rather than exception. The purpose of this research is to explore extension of ongoing research in complex system pathologies for acquisition programs. Significant advances have been made in development of deeper understanding of the nature of pathologies (deviations from healthy system function) and their implications for performance of complex systems. Complex system pathologies represent violations of underlying system principles. The defense acquisition system has been the source of intense scrutiny and calls for reform for over four decades. This research is to examine the contributions of Systems Theory to enhance prospects related to acquisition reform. Systems Theory offers a set of principles, laws, and concepts that explain the behavior of complex systems. Although the acquisition system and constituent programs have been critiqued and examined from multiple perspectives, they have never been the subject of exploration from Systems Theory. Fossils belonging to the genus Homo, dating as far back as two million years ago, exhibit uniquely efficient features suggesting that early humans had evolved to become exceptional endurance runners. Although they did not have the cushion or stability-control features provided in our modern day running shoes, our early human ancestors experienced far less of the running-related injuries we experience today. The injury rate has been estimated as high as 90% annually for Americans training for a marathon and as high as 79% annually for all American endurance runners. The Mn valence in thin film La0.7Sr0.3MnO3 was studied as a function of film thickness in the range of 1–16 unit cells with a combination of non-destructive bulk and surface sensitive X-ray absorption spectroscopy techniques. Using a layer-by-layer valence model, it was found that while the bulk averaged valence hovers around its expected value of 3.3, a significant deviation occurs within several unit cells of the surface and interface. These results were supported by first principles calculations. The surface valence increases to up to Mn3.7+, whereas the interface valence reduces down to Mn2.5+. The response time of Emergency Medical Services (EMS) to road accidents can be the difference between life and death. The California strategic highway safety plan highlight the need to improve the response time and recognizes that: 37% and 8% of the fatal crashes are 30 or more miles away from a trauma center in rural and urban areas respectively.

Millimeter-wave (mmWave) communication is anticipated to provide significant throughout gains in urban scenarios. To this end, network densification is a necessity to meet the high traffic volume generated by smart phones, tablets, and sensory devices while overcoming large pathloss and high blockages at mmWaves frequencies. These denser networks are created with users deploying small mmWave base stations (BSs) in a plug-and-play fashion. Although, this deployment method provides the required density, the amorphous deployment of BSs needs distributed management. The large spectrum available in the millimeter- Wave (mmWave) band has emerged as a promising solution for meeting the huge capacity requirements of the 5th generation (5G) wireless networks. However, to fully harness the potential of mmWave communications, obstacles such as severe path loss, channel sparsity and hardware complexity should be overcome. In this paper, we introduce a generalized reconfigurable antenna multiple-input multiple-output (MIMO) architecture that takes advantage of lens-based reconfigurable antennas. This paper presents a publicly accessible Bangla offline handwriting dataset, as well as benchmarking with a simple and robust isolated handwritten character recognition scheme. The dataset is named XXX Bangla Handwriting Dataset. The dataset contains 2 pages. The first has a 104 word/364 character essay. The essay uses 49 basic characters, all 11 vowel diacritics and 32 high frequency consonant conjuncts. The second page contains 84 isolated units containing all basic characters, numbers, vowel diacritics and several high frequency conjuncts. This paper aims to study the utilization of non-orthogonal multiple access (NOMA) in hybrid beamforming (HB) multiuser systems, called HB-NOMA, to serve a large number of mobile users. First, a sum-rate expression for the HB-NOMA problem is formulated. Second, an effective algorithm is proposed to maximize the sum-rate. Dense deployment of small base stations (SBSs) is one of the main methods to meet the 5G data rate requirements. However, high density of independent SBSs will increase the interference within the network. To circumvent this interference, there is a need to develop self-organizing methods to manage the resources of the network. In this paper, we present a distributed power allocation algorithm based on multi-agent Q-learning in an interference-limited network. "In this study, a new type of composite comprised of steel fiber cords embedded in a natural hydraulic lime mortar matrix, known as steel reinforced grout (SRG), is explored for the use in confinement of masonry columns. An experimental study was carried out to understand the behavior of solid clay brick masonry columns confined by SRG jackets. Twenty-four confined and seven unconfined columns with a square cross-section were tested to failure under a monotonic concentric compressive load. "The Rompe-Weizel SPICE model is used to obtain the time dependent arc resistance during simulation of air gap discharge. The SPICE model is solved using a circuit simulator, and the accompanying 3D model is solved using the transmission-line matrix time domain numerical method. Transient co-simulation is a new technique that is used to solve both circuit and 3D models at the same time. Transient co-simulation with the Rompe-Weizel SPICE model is first validated for different arc lengths using a simple geometry of a rod discharging to a ground plane. "This research articulates the development of a vibration-free concrete for slip-form paving enabling a simple and rapid construction process. To achieve this, properties such as rheology including thixotropy, shape stability, and workability loss with time are mainly investigated. A bank of three 10-liter mechanical flotation cells integrated with nanobubble technology was investigated to assess the impact of nanobubbles on coal separation performance at different operating variables. The most significant operation parameters such as fuel oil collector dosage, methyl isobutyl carbinol (MIBC) frother concentration, flow rate to nanobubble generator, feed solid concentration, and feed flow rate were studied individually. Nanobubbles are generated selectively on the hydrophobic particles, which should have a positive effect on flotation separation efficiency. We consider core–shell nanowires with prismatic geometry contacted with two or more superconductors in the presence of a mag- netic field applied parallel to the wire. In this geometry, the lowest energy states are localized on the outer edges of the shell, which strongly inhibits the orbital effects of the longitudinal magnetic field that are detrimental to Majorana physics. Using a tight-binding model of coupled parallel chains, we calculate the topological phase diagram of the hybrid system in the presence of non-vanishing transverse potentials and finite relative phases between the parent superconductors. For several years there has been an impasse, in the political branches, over how to make progress on dealing with the intractable problem of nuclear waste disposal in the United States. Currently, over 120 sites, spread across 39 states, host commercial spent fuel—many of these sites are former reactors that have become de facto interim nuclear waste storage sites, pending a permanent solution. Transportation considerations are central in this discussion. With the potential for Congress to make progress on this issue following the 2018 midterm elections, this article reviews the potential paths forward and considers possible implications for the transportation …

While inflammation can be problematic, it is nonetheless necessary for proper tissue regeneration. However, it remains unclear how the magnitude and duration of the inflammatory response impacts regenerative outcome. This is partially due to the difficulty in temporally regulating macrophage phenotype at wound sites. Here, a magnetically responsive biomaterial system potentially capable of temporally regulating macrophage phenotypes through sequential, on‐demand cytokine deliveries is presented. This material system is designed to (i) rapidly recruit proinflammatory macrophages (M1) through initial cytokine deliveries and (ii) subsequently transition macrophages toward anti‐inflammatory phenotypes (M2s) through delayed, magnetically triggered cytokine release.
