A secondary objective is to review the capabilities, capacity, and availability of current solutions in light of potential applications in other markets and situations.

This paper contains a review of the Digital Divide in general with additional attention to local Ohio developments and the use of satellite broadband Internet service. We then discuss different satellite-based solutions for residential and commercial Internet access.

Most studies on learning from noisy labels rely on unrealistic models of i.i.d. label noise, such as class-conditional transition matrices. More recent work on instance-dependent noise models are more realistic, but assume a single generative process for label noise across the entire dataset. We propose a more principled model of label noise that generalizes instance-dependent noise to multiple labelers, based on the observation that modern datasets are typically annotated using distributed crowdsourcing methods. Under our labeler-dependent model, label noise manifests itself under two modalities: natural error of good-faith labelers, and adversarial labels provided by malicious actors. This presentation describes key research works on expansive soils, the methods employed to characterize them, and fallacies in the current characterization of expansive soils. Novel swell characterization models that account for hydro, chemical, and mechanical behaviors of soils are introduced and used in various case studies to improve expansive soil stabilization practices. An innovative design method for successful stabilization of expansive soil is introduced in one case study which incorporated both basic clay mineralogy and unsaturated soil behaviors, as well as performance-based durability studies. Vibrations are often experienced in the workplace and may influence performance and executive function. Research has shown that vibrations may have an affect effect on drowsiness and tests related to inhibitory control. Previous work investigating whole body vibrations (WBV) and their effect was evaluated to inform the decisions for this study. Extending Instantaneous De-Mixing Algorithms To Anechoic Mixtures, Swarnadeep Bagchi, Ruairí De Fréin

The AdRess algorithm separates sources that are mixed using stereo, pan-mixing in a computationally efficient way. Pan-mixing gives the sources a location in the stereo field by introducing a relative attenuation between the versions of the sources that appear on each channel. AdRess achieves separation by constructing only a frequency-attenuation matrix. We introduce a new algorithm called Delayed-AdRess (D-AdRess), where, in addition to the frequency-attenuation matrix, two other matrices namely, frequency-delay and time-delay are used to separate sources from anechoic mixtures. By anechoic mixtures, we mean mixing scenarios where both attenuation and delays are experienced by the source signals.

The discovery of visible photoluminescence (PL) from nanocrystalline porous silicon in 1990 led to extensive research into the mechanisms of the emergent properties, and optimization of these properties, for use in applications. The widespread use of silicon nanoparticles (Si NPs) in commercial applications is currently limited by three main factors: 1) poor radiative recombination efficiency of the interband transition, 2) instability of the interband photoluminescence, and 3) a lack of scalable methods for producing Si NPs that are both highly crystalline and size monodisperse.

The application of polymer colloids is a promising approach for bauxite residue dust pollution control. However, due to the existence of synergistic aging, the efficiency of colloid dynamic viscosity to predict the dust control performance of bauxite residue is unclear. Previous studies were also rarely performed under synergistic aging conditions. Thus, this paper investigates the relationship between colloids' viscosity and dust control performance under synergistic aging modes. Results illustrated that the binary colloid achieved better dust control performance than unitary colloid for their higher viscosity and penetration resistance. In the northwest Pacific Ocean, off the Sanriku coast of Japan, convergence between the Tsugaru Warm Current (TWC) and the cold Oyashio Current (OC) results in the formation of highly dynamic oceanographic features that promote high biodiversity and generate hotspots for a range of commercially important fisheries. However, their effects on local biodiversity over much smaller spatiotemporal scales ( < 1 km) remains unclear. With the development of acoustic technology in recent years, echo-sounders are increasingly being used to conduct high-precision fishery resource assessments and detect small-scale variability in the oceanic thermohaline structure. In this study, we conducted a simultaneous hydrographic and dual-frequency echo-sounder survey to discriminate oceanographic features and marine organisms in the TWC-OC confluence zone. Echograms of acoustic backscatter measured at 38 kHz detected similar oceanographic features that were obtained from our hydrographic survey observations, but these features were less pronounced in the 120 kHz echograms. The dynamic oceanographic structure in the TWC-OC zone returned a large amount of backscatter, making it difficult to identify marine organisms from the scatter. The frequency differences of volume backscattering strength (SV) were, however, able to distinguish oceanographic structures from zooplankton detections. Outcomes from this study highlight the difficulty of distinguishing between hydrographic and biological detections in dynamic oceanographic environments. Further research into the acoustic frequency characteristics of heterogeneous hydrographic features will help better understand how species distributions are affected, so that the acoustic method can be used to provide more accurate estimates of species abundance.

Skipjack tuna are globally distributed in tropical and temperate seas but little is known about their fine-scale diving patterns and how fish size and (or) maturity influences patterns off eastern Taiwan. A total of 211 immature skipjack (36 e 47 FL cm) in the study were caught by trolling near subsurface fish aggregating devices (FADs) near Green Island (southeastern Taiwan) and were tagged with Lotek LAT-2910 archival tags. The low rate of recovery (2.4%) suggests a high post-release mortality but this low rate could also be consistent with large population sizes, dispersal, tag loss or uncooperative fishers. Primary school practices are often bound by traditions that perpetuate compliance and skills-based, decontextualized, rote memorization activities. These histories of practice, prevalent in schools serving mostly Black and Brown children, make it inordinately difficult for students to author themselves as knowledge builders (i.e., with epistemic agency), which is a form of injustice. Engineering educators must consider how the cultural backgrounds of students coincide (or diverge) with the epistemological and ontological formation of an engineer. For fish of the genus Sebastes, which have strong site fidelity, understanding the characteristics of their return trips and how their sensory cues influence behavior will be useful for conservation and resource management. Here, we conducted a behavioral tracking study for the black rockfish Sebastes schlegelii using acoustic telemetry and sensory inhibition. We compared aspects of the return process for individuals in a control group (CNT), and fish in blind (BLD) and olfactory inhibition (OLF) conditions.
