The continuous growth of mobile data traffic with strict time requirements calls for the development of sustainable edge content caching solutions. This becomes more prominent in the setting of Information-Centric Networking (ICN) architectures, where different ICNs are leasing caching slices to the available content providers (CPs), who in turn offer their services to the users. Real-world optimization problems are often sensitive to uncertainties caused by estimation errors, forecasting inaccuracy, and imprecise data information. These uncertainties bring significant challenges to decision-making in many areas. Robust optimization (RO) is a tool for addressing the challenges of parameter uncertainty. In this dissertation, we focus on the studies of RO on two problems. (1) In the study of finance, we proposed a tractable RO model for a Mean-Variance portfolio selection problem. Inspired by the evolution of biological ecosystems, we introduce a novel symbiotic PNT solution, based on the principles of Game Theory and the exploitation of Reconfigurable Intelligent Surfaces (RISs). Enhanced Coupled Strength (ECS) gratings fabricated into III-V based devices offer high reflected power per unit length and broad band reflectivity as compared to conventional 1st order gratings, desired qualities for short-haul high speed transmitters that can be implemented without the need for chip-level temperature control, contributing to the low power per transmitted bit. For commercial DBR lasers, the grating reflectivity results in an extremely narrow reflectivity spectrum, which is highly desired for most/many applications, but requires a power hungry thermo-electric cooler to maintain a fixed frequency. The time-dependent rheological and early-age strength parameters of Polymer concrete (PC) were investigated. PC flow decreased, and the static yield stress and thixotropy increased as the specimen aged, while the dynamic yield stress remained unchanged. The study found that the Herschel-Bulkley model can accurately describe the PC’s rheological behavior over time. The change in cohesion strength and internal friction angle over time was observed using uniaxial unconfined compression and direct shear tests of fresh PC. Asphalt Concrete (AC) is a cross-anisotropic viscoelastic material. This study has developed a methodology to backcalculate the cross-anisotropic properties of the AC layer from the Falling Weight Deflectometer (FWD) sensor and pavement response data from embedded sensors inside a pavement section. This thesis investigates nose cone dimpling for the reduction of the aerodynamic drag of a Level 3 High-Power amateur rocket. Two rocket launches were conducted. The first used a COTS nose cone with a smooth surface. A dimple distribution was created according to dimensions calculated by Sandia National Laboratories’ proprietary Right- Size Dimple Evaluator. An alternative direct electrical ignition method via resistive heating is explored, which could improve thermal battery manufacturability and design flexibility. This study presents a flexible sensor/harvester device to be used in both electromagnetic sensing and energy harvesting applications for smart grids. When a current passes through a wire, the sensor detects the magnetic field created by that current. The sensor magnet interacts with the wire magnetic field resulting in a transfer of energy through the piezoelectric cantilever. Piezoelectric, conductive, magnetic, and magnetostrictive composite thin films were prepared to fabricate this device.

The goal of this work was to leverage soft colloid fabrication through droplet microfluidics to improve the biomedical fields of radiotracer microspheres for selective internal radiation therapy (SIRT) and 3D hydrogel tissue constructs for cell culture with future potential as a platform to study liver diseases and drug response. The importance of positron emission tomography (PET) imaging microspheres infused with positron-emitting radioisotopes such as Ga-68, Cu-64, and F-18 is that they accurately map tumor-to-liver uptake (TLR) ratio and lung shunting factor of hepatocellular carcinoma. Nanolamellar composites with high interface density have increased strength due to interfaces serving as barriers to dislocation movement and high radiation damage resistance. However, these interfaces also serve as barriers to electron motion, reducing the electrical resistivity and thermal conductivity. Recurrent Neural Networks (RNNs), known for handling complex data tasks like language translation and speech recognition, are seldom employed in airport management practice for daily and weekly passenger flow forecasting tasks. In this paper, we evaluate the effectiveness and adaptability of various neural network models (RNN, LSTM, GRU, Deep LSTM, Bidirectional LSTM, multivariate RNN, and multivariate LSTM) against standard time series models (ARIMA, SARIMA, and SARIMAX) for a short-term forecasting airport security checkpoint passenger flows at five major U.S. airports during the pandemic.

A numerical code has been designed and implemented to find the stress at any material point in a holed-wedge material due to any number of crystal or real screw dislocations in the wedge. The code implements the image dislocation method together with the collocation point method to find stresses at any material point. We demonstrate that the combined analytical-numerical method (analytical with the image dislocations and numerical with the collocation-point method) is valid in that it produces stress fields giving rise to zero traction on free surfaces as well at an arbitrary number of collocation points on void surfaces. Socially engaged engineering provides for student learning of the design, analysis, and practices of engineering as well as the ways that engineering is situated in sociocultural contexts. This paper provides a conceptual framework regarding socially engaged engineering for K-8 educators, researchers, and curriculum designers. The framework identifies ways to support youth learning of engineering and considerations of technical, social, environmental, and ethical dimensions of engineering. Ocean Thermal Energy Conversion (OTEC) requires a large amount of cold seawater. The traditional rigid pipe, semi-rigidly fixed onto the ship bottom is not easy to install and disassemble, so the Floating Flexible Cold Water Pipe (FFCWP) flexibly connected to the ship is proposed. A small FFCWP was designed, fabricated, and successfully installed and recovered in the sea. The flexible pipe adopts commercially available fire ventilation snake pipe. As major hubs for cruise berthing and passenger transfers, cruise ports in China were developing rapidly in the years before the COVID-19 pandemic because of an ever-growing regional market. Wusongkou Cruise Port is the most important port for cruise ships in China, and this study evaluated the operational performance of this port during 2011–2020. Ion exchange resins are widely used in the extraction of hazardous chemicals as well as the recovery of precious molecules. Therefore, an early breakthrough from the resin system can lead to toxic compounds affecting the drinking water quality or inefficient use of costly resins. Hence, accurate modeling of the ion exchange process and control strategy can enable decisions that assist in avoiding leakage when facing fluctuations in the inlet contaminant concentrations. Biomanufactured 3D-organoids show promise for modeling and treating various conditions, particularly insulin-dependent diabetes mellitus (type-1 diabetes). Pancreatic islet organoids serve as sustainable sources of insulin-producing β-cells, potentially restoring insulin regulation in patients and providing a long-term solution for diabetes. Hydrogel droplet printing is an emerging technique in regenerative medicine due to its advantageous tunability and biocompatibility; however, challenges of consistency, quality control, and scalability persist. Bacterial infections are the leading cause of mortality worldwide due to the lack of accurate diagnosis of the pathogens causing infections. Currently, microbiological and molecular techniques are used to identify pathogenic bacteria. However, these techniques have limitations as they are time-consuming, cost-inefficient, and require trained personnel. Therefore, timely and precise identification of pathogenic bacteria is crucial for public safety. Our lab previously synthesized a fluorescent sensor array (3-hydroxyflavone derivatives) encapsulated in hyaluronic acid-based nanoparticles to identify bacterial species and recognize their Gram status. Though promising, this technique was relatively time-consuming and required high sample and volumes.

Aerosols pose a significant impact on the atmospheric environment and public health. Aerosol optical depth (AOD) is one of the essential parameters for quantifying aerosols. Currently, existing AOD products suffer from severe pixel value missing issue due to clouds and other interferences globally, which severely affects the accuracy of fine particulate matter estimation and related epidemics researches. Planned and unplanned power outages have been increasing in frequency and duration, negatively impacting all public sectors, and threatening public safety. These outages are deadly to those who rely on medical devices. As climate change-fueled extreme weather events (wildfires, earthquakes, storms, etc.) also increase in frequency, our electrical grid must be prepared to bounce back.
