The Arab oil embargo in mid-October 1973 curtailed availability of gasoline. Fuel conservation measures resulted in reduced travel and decreased traffic speeds. On March 1, 1974, posted speed was set at 55 mph (88 km/h) on rural highways in Kentucky. Traffic volumes, speeds, and accidents for the rural highway during the period known as the "energy crisis" and its after effects were compared to the corresponding period a year earlier.

Traffic volumes began to decline in December 1973 and continued through September 1974. Total travel in the 12 months through November 1974 decreased by 2.3 percent; traffic increased by five …

A detailed study of signs with flashers in school zones was conducted to determine their effectiveness in reducing the speeds of vehicles during times of pedestrian activity. Field investigations were conducted at all of the 120 flasher locations in Highway Districts 6, 7, and 9. About 14 percent of the flashers were inoperative. Such problems as non-uniform signing, hidden flashers, deteriorating signs and pavement markings, and poor sight distances were also found.

Speed studies were conducted at 48 locations. Average speed reductions were only 3.6 mph (1.6 m/s) during flashing periods. Signs and flashers at high-speed (55-mph (25-m/s)) locations increased …

1H-2,3-dimethylpyrrolo(1,2-a) benzimidazol-l-one (27) and 1H,9H- 2,3,7,8-tetramethyl-bispyrrolo(1,2-a:6,7-a')benzodiimidazo1-1,9-dione (32) have been synthesized from dimethylmaleic anhydride and o-phenylenediamine and 1,2,4,5-tetraaminobenzene, respectively. The presence of reactive olefinic double bonds in the synthesized compounds was of interest as a site for possible addition polymerization.

The synthetic route involved, in both cases, a simple nucleophilic substitution reaction between the diamine(or tetraamine) and the anhydride to form an intermediate amide-acid-amine which rapidly cyclized to the imide amine. The final ring closure required more rigorous conditions and occurred at melt reaction temperatures.

A scheme of combined reflection and transmission ellipsometry on light-transmitting ambient-film-substrate systems is proposed and the required sample design and instrument operation are investigated. A comparative study of the sensitivity of external and internal reflection and transmission ellipsometry is carried out based on unified linear approximations of the exact equations. These approximations are general in that an arbitrary initial film thickness is assumed. They are simple, because a complex sensitivity function is introduced whose real and imaginary projections determine the psi (Ψ) and delta (Δ) sensitivity factors. The purpose of this study is to demonstrate the feasibility of obtaining the electrical conductivity of band gap semiconductors, by considering the absorption of radiation in the visible region. The experimental evidence confirmed predictions that the conductivities of the silicon samples are related to the horizontal displacement of energy in the absorption curves. The material used in this study was p-doped silicon, although the approach should be valid in general for either elemental or compound semiconductors.

This dissertation deals with linear systems subjected to stochastic disturbances. The class of stochastic processes considered is the class of second order stochastic processes characterized by having finite continuous covariance. The properties of the covariance provide means to formulate optimization problems without the difficulties present when the covariance is not finite or continuous.

The first aspect studied was several classes of optimal control problems. The effects of the stochastic processes were approximated by the effects of its first two moments. Continuous and semicontinuous thermal parametric pumps for separating isomers were experimentally investigated using the model system glucose-fructose-water on a cation exchange resin adsorbent. A comparison was made between the experimental data and the calculated results by a method based on an equilibrium theory. The method invokes the assumptions that a multicomponent mixture contains a series of pseudo binary systems. Each binary system consists of one of the solutes as one component and the common inert solvent as the other component. Analytical evaluations of the second and third derivatives of the molar Gibbs energy of mixing for the NRTL/LEMF equations indicate distinct zones of miscible and inmiscible prediction.

These calculations for a number of different α's have produced approximate miscibility limits for both NRTL/LEMF energy parameters and infinite dilution activity coefficients of a given system.

With the aid of a rotational viscometer, several transient phenomena were studied with different polymer solutions. In order to be acquainted with the operations of the rotational viscometer, viscosity measurements were made on polystyrene solution of a 7.14 wt. % NBS-2-35967 in a 35 - 65 mixture of aroclor and TCP, polyisobutylene (16.5% in mineral spirits), Indopol H-1900 (polyisobutylene) and 4.5% polyisobutylene in Primol 355. All these were done at a temperature of 77°F, except for Indopol H-1900 which was done at different temperatures. The results are listed in the section of tables and graphs.

The thermal dehydration of MgSO3.3H2O and MgSO3.6H2O have been studied by differential thermal analysis, differential scanning calorimetry and thermal gravimetric analysis.

Similar studies by other groups led to contradictory conclusions. In this investigation, these results were reconciled and it was concluded that MgSO3.6H2O, under equilibrium conditions, dehydrates in two steps through the intermediate formation of MgSO3.3H2O.

The South Fork of the Ogden River, one of several heavily used mountain watersheds along Utah's Wasatch Front, was studied between February 1 and November 1, 1974, to determine the effects of recreation on water quality.

Although the greatest impacts on water quality occurred during spring runoff, it was found that recreational use had a definite effect on water quality. Bacteriological parameters were found to be the most sensitive indicators of contamination.

Differences between heavy weekend and light weekday recreational use were reflected by differences in bacteriological counts. Also, it appears that changes in bacterial water quality were more closely …

A literature search dating back to the beginning of this century turned up no previous work similar to ours. We discuss several methods and experiments involving the scrubbing of air streams.

The objective of this work was the determination of surfactant affects on the solubility of certain organic compounds of varying solubility in water. Solutions to Laplace's equation are obtained by the method of reflections for the problem of heat transfer from two parallel rings of spheres arranged in regular polygonal arrays. The mathematical models developed describe the rate of heat transfer and spatial temperature distribution due to an arbitrary number of identical spheres of equal surface temperature correcting Fourier's heat transfer equation for the interference caused by a multiparticle array. The kinetics of the reaction of iodoacetamide with lysine, polylysine, N-α-Acetyl lysine, and N-ε-Acetyl lysine, have been studied. The investigation was done at 23° C ± 123° C, as a function of pH, and concentration. In all cases it was noted that the rate of reaction increased as the pH increased. The rate data was analyzed in order to obtain the second order rate constants. In addition, the effects of the reactive site's environment on the rate was demonstrated.

We report the first experimental observation of broad-banded re-emission resulting from quasi-elastic collisional transfer processes. The data may be interpreted by the general theory of scattering of monochromatic light in gases. The connection between this theory and one derived for solids is discussed.

The practical use of numerical techniques in simulating casting solidification dictate that a general purpose heat transfer code be used and that results be obtained in an easy-to-analyze format. Color film plotting routines were developed for use with NASA's CINDA-3G heat transfer code; the combination of which meet the above criteria. The subroutine LQSLTR written for SINDA, the successor to CINDA-3G, was verified by comparing calculated results obtained using LQSLTR with those obtained using the specific heat method for handling the heat of fusion. Given that the prime objective of safeguards for special nuclear materials (SNM) is nonproliferation of nuclear weapons, it is logical that safeguards priorities should be commensurate with the relative suitabilities of the various SNM forms in existence for application in nuclear explosives. The SNM forms in each reactor fuel cycle, for example, should be screened and ordered according to their relative suitabilities for such misapplication. A new approach to the measurement of the neutron yield of low intensity (~ 2 x 10 neutrons/pulse) 0-0 neutron generators in a single pulse is described. A cylindrical (20.32 cm radius by 20.32 cm height) scin­tillator of Pilot-Bis optically coupled to a Phillips 57AVP photomulti­plier with a 20 cm diameter photocathode. The light pulse resulting from the neutron burst is fed into a voltage integrator calibrated in neutrons/ count.

The objective of this study was to identify those principal features of bridges which may be related to accident frequency and severity and to provide some further insights toward highway safety. Accident data from interstate and parkway (toll) routes and from primary and secondary systems were compiled and summarized. The major findings were:

  1. Bridge-related accidents, particularly involving severe accidents, were significant percentages of the total accident experience on interstates and parkways.
  2. There were fewer bridges per mile on the primary and secondary highway system and a lower percentage of bridge related accidents than on interstates and parkways.

In radiation damage problems, it is desirable to know not only the neutron and gamma ray fluxes but also the energy deposition due to those fluxes. Following the recent availability of coupled neutron-gamma ray, multigroup-multitable cross sections and associated fluence-to-KERMA factors, an automated method has been developed for obtaining the energy deposition in a material region due to local neutron and gamma ray fluxes.
