Definitions are given for the various types of traffic conflicts, erratic maneuvers, and near-miss accidents. The General Motors technique for observation of traffic conflicts is summarized. Procedures used by several highway agencies for collecting conflict data are also detailed. Criteria which have been used to identify hazardous intersections using traffic conflict data are summarized. Methods and examples of evaluating safety improvements are detailed. Relationships between conflicts and accidents found by others were given.
The procedure for observing traffic conflicts on freeway ramps is described. Definitions are given for erratic maneuvers at lane drops, gore areas, and intersections. Results from studies …

AASHO Road Test tandem axleloads were analyzed to determine the magnitude of the tandem axleload that causes the same damage as the 18-kip (80-kN) single axleload. The procedure is outlined and is the same used to analyze single axleloads. The essential findings were as follows:
1. One repetition of a 34-kip ( 151-kN) tandem axleload appears to cause the same damage as one repetition of an 18-kip (80-kN) single axleload. 2. The relationships of log repetitions versus axleload used by Kentucky appear to be equally valid for single and tandem axleloads. 3. The use of superposition principles, and equivalency of …

Traffic Conflicts As A Diagnostic Tool In Highway Safety, Charles V. Zegeer, Robert C. Deen
Kentucky Transportation Center Research Report
Because of the shortcomings in accident data, such as incomplete reporting and inaccurate information on accident reports, a need was found for indicators of accident potential. Nearly half of the 209 locations identified in Kentucky as hazardous by accident criteria were found to be falsely identified due to random accident occurrences. Accident repeatability from one year to the next was found to be poor at 60 intersections (r = 0.64) and 170 spot locations (r = 0.59). Up to two years of accident data were found to be necessary to obtain a reliable base of accident data.

This study is a theoretical and experimental investigation on the state of the art of synthetic insulators for outdoor high voltage transmission systems.
The surface of a polymeric material is known to be degraded by, among other things, environmental stresses such as UV, air pollutants, etc. The reliability of an insulator material is governed by the surface and other characteristics that do not drift much as a function of stresses and time.

Double alkali (D/A) processes for the desulfurization of flue gases occupy an increasingly important role in applied technology.
D/A processes involve two steps, namely, scrubbing and regeneration. In the scrubbing step, the alkali (Na2SO3) reacts with SO2. In the regeneration step the acid formed, NaHSO3, reacts with an alkali to regenerate Na2SO3.
This study was focused on the regeneration step. Regenerants investigated were slurries of lime and limestone. The major factors studied were reactor configuration and mixing patterns.

A study was performed to evaluate the effectiveness of various sewage treatment facilities in the Hackensack Meadowlands District. The study dealt with overall plant efficiencies based on percent removals of suspended solids and Biochemical Oxygen Demand although other parameters were also included.
Samples for this study were obtained from the inlet and outlet channels of the individual plants. The parameters studied were: Suspended Solids, Biochemical Oxygen Demand, Total Nitrogen, Nitrate-Nitrite Compounds, Total Organic Carbon, Orthophosphate-P, Total Oxygen Demand and Fecal Coliform. Results obtained were averaged so as to collectively represent wet and dry weather conditions.

A sintered, fine grained, polycrystalline, essentially fully dense, essentially single phase Cr2O3 body is prepared by sintering Chromium Sesquioxide (Cr2O3) at essentially the equilibrium oxygen partial pressure (PO2) for the formation of CrO 3 from its elements at the sintering temperature. To achieve optimum theoretical density a second metal oxide dopant such as MgO, capable of controlling the grain size, is added. Experimental measurements and theoretical predictions of the stability of hydrogen-air-nitrogen premixed turbulent flames have been carried out. The turbulent flame is theoretically modeled using finite rate chemical kinetics and a well-stirred reactor. The model contains a free parameter, which is evaluated by comparing the theoretical predictions to experimental results. A hydrogen flame stability experiment was carried out and the results were compared to the theory. The theory and experiment were found to agree, if the free parameter in the theory varied as the reciprocal of the turbulent jet radius squared.

Methodology is presented for optimizing solar arrays used for heating fluids from ambient to elevated temperatures. The optimal array consists of the appropriate combination of available collector types which delivers the most energy per dollar invested in the array. An example optimization is presented and verified using computer simulation of numerous combinations of collector types.

The radioactive waste repository at Lyons, Kansas, focused attention on the problem of evaporite dissolution. More study is needed in the determination of the mechanisms responsible for deterioration. Also recent water use policies have been questioned with the need pointed out for increased effectiveness in planning. This paper describes an ecological approach to the assessment of environmental impact and associated costs of all major phases of energy procurement. The approach is based on identification of services performed and benefits offered by natural and man-modified ecosystems and requires that energy procurement activities be analyzed in terms of their impact on these services and benefits. A thorough cost assessment (including quantitative and qualitative factors) of alternate energy plans will aid both the selection of the most desirable alternate and the reduction of unforeseen costs and problems during and after construction .

An established result in the theory of the regulated firm is that an effective rate-of-return constraint induces the firm to employ larger proportions of capital inputs to noncapital inputs than would be the case in the absence of the regulatory constraint. This paper reviews potential barriers to the widespread use of solar heating and cooling systems in residential and commercial buildings. Although solar systems have been technologically proven and are used to a limited extent today, economic, institutional, and legal barriers may slow future commercialization. Consideration of incentives which might reduce these barriers raises the question of how to evaluate alternative policy question options.

To help reduce natural gas and electrical operating costs, a retrofit space heating and space cooling solar energy system is integrated into the existing conventional heating and air handling systems serving the exhibit spaces. This installation would not only provide substantial energy cost savings to the Museum, but it would also provide a means of showing and explaining the operation of an actual working solar energy system to the large number of daily visitors to the Museum. This report explains the design, operation and performance of this solar energy system.

There is a need for state governments to prepare better strategic plans dealing with the use of their energy resources. These plans must be based on reliable information concerning energy resources and usage if they are to make a contribution to sound energy management. This paper presents the results of a survey which was conducted during 1976 and 1977 to determine the availablility of comprehensive energy information systems for planning and controlling the state-wide energy related activities in the United States.

The objective of the study was to examine the electrical usage of an Emerson division located in the Northeast, provide a method of managing the usage and make recommendations for conservation. Both past and present usage were examined in an attempt to determine if potential savings might be realized by a reduction in energy and peak demand. Discussion will include an electrical energy tracking mechanism, ratios and indicators, use of rate consultants, state sales tax exemption clauses, and sample calculations of cost improvements on demand charges.

Forest residues, in combination with more intensified timber production systems have potential as a substantial source of fuel wood. The extent and availability of this resource is discussed, with particular reference to the energetics and economics of existing and proposed harvesting systems. A pilot plant gas producer was installed at a Walnut processing plant to recover usable energy from cracked walnut shell. The shell was converted to a low-Btu fuel gas (producer gas) and this was used to replace natural gas in a steam boiler. Longterm continuous operation of the producer has yet to be achieved due to mechanical inadequacies of the fuel feed and grate systems. This study undertakes the task of determing the optimal mix of solar and heat pump forms of heating. By installing a solar heating system a homeowner is considered to be an energy producer and thus to apply the least cost methods used by firms in the competitive market for any given level of fuel conservation. The study will examine the simulated performances of air and liquid circulating systems in conjunction with heat pumps, in parallel as well as combined fashion. Optimization is achieved by equating the present value of the cost of solar and heat pump heating systems at margin.
