Our schools are not essentially for creating intelligence. They are more in the manner of a selective agency. The school selects those that are capable. Thus the educational system does not create capacity, it merely or largely selects men of capacity, and chooses those for a higher educational preferment who are adapted to its character. In this respect the school is a selective agent, acting in the manner of a huge sifting machine.

It is not easy to define the limits of secondary education. Each person has periods in which he can receive education. The middle period of this time can be called the period for secondary education. Looking at it from the stand-point of society, the government has established a school system for the education of its people which can be called secondary education.
