The dissertation is a study of the implementation of a quality assurance system applied for Vietnam Register as well as other classification societies as imposed in the IMO resolution A739(18) and the Quality System Certification Scheme (QSCS). The concepts of quality, quality assurance and the process of the standardisation are clarified, taking into account the changes in terms of management and operation in the maritime industry nowadays. The necessity to implement the quality assurance system in the international classification societies is investigated in respect of their roles and obligations. The dissertation is a study of how differences in communication due to culture affect maritime safety on board vessels with multicultural crews and of how differences in cultural communication effect the multicultural maritime class. It analyzes some of the difficulties of cross cultural communications at sea and also presents questionnaire results regarding communication differences that affect the multicultural crew. Suggestions for improving cross cultural communication on board were identified. Cross cultural communication problems in the classroom are identified and discussed with approaches to deal successfully with problems identified. A brief history is given from inception and traces its continuous development from initial implementation to current practices. The dissertation serves to highlight the need to have a proper safety system within the Saudi Coast Guard organisation (SCG), the agency within the Ministry of the Interior, whose main task is to ensure safety at sea, enforcement of laws in the territorial waters of the Kingdom, rescue at sea and supervision and control of fishing and excursion vessels.
