For the purposes of this fact sheet, data for 10 Nevada municipalities are examined and ranked.

As high school college counselor caseloads increase, they have less time for consistent one-on-one counseling to support students with college planning. Thus, for many students – particularly those in large or under-resourced schools – the process is depersonalized, focused on simply distributing information. Drawing on narrative and ethnographic research, this paper explores a unique program that positions young people as paid college access professionals in their schools. Findings show that these students – Youth College Counselors (YCC) – make college planning a more student-centered, meaningful experience. Strategies YCCs engage with to support peers are examined to shine a light on …

The Effect Of School District Consolidation On Student Achievement: Evidence From Arkansas, Josh B. Mcgee, Jonathan N. Mills, Jessica Goldstein

School district consolidation is one of the most widespread education reforms of the last century, but surprisingly little research has directly investigated its effectiveness. To examine the impact of consolidation on student achievement, this study takes advantage of a policy that requires the consolidation of all Arkansas school districts with enrollment of fewer than 350 students for two consecutive school years. Using a regression discontinuity model, we find that consolidation has either null or small positive impacts on student achievement in math and English Language Arts (ELA). We do not find evidence that consolidation in Arkansas results in positive economies …

School choice is on the rise in many states. Since the start of the new millennium, many states have launched or expanded private school choice options, permitted and expanded independently operated public charter schools, eased restrictions on homeschooling, and enacted policies that allow and encourage various forms of public school choice. One thing that is not on the rise, unfortunately, is average student scores on the National Assessment of Education Progress (NAEP). Student performance on the assessments, typically called “The Nation’s Report Card,” were flat from 2001 until 2015 and have dropped slightly in both 2017 and 2019.

In the year 2008, the University of Ibagué launched several initiatives to articulate higher education with local development. The Programa Paz y Región (Peace and Region Program) is one of those initiatives and it is the focus of this article, whose purpose is to analyse this program in the light of two related concepts: university extension programmes and social responsibility (SR). Our analysis is based on a managerial perspective and our hypothesis is that “Paz y Región” responds to regional development in Tolima, Colombia, from a co-constructed perspective of extension programmes.

This research project presents a spatial competition model for Mexican presidential elections based on the effective number of parties and weighted and scalar polarization indices. The model makes it possible to construct a classification of candidates influences based on personality as an remainder unexplained by spatial ideological competition. In addition to classifying the candidates in the last three presidential elections by their personal influence, the authors offer predictions for future balloting based on change in ideological distribution. Suppositions of symmetrical ideological votes and a single dimension were used to build the model.

This paper examines the effect of a state-financed merit-aid scholarship—the Arkansas Academic Challenge Scholarship (ACS)—on post-secondary outcomes at a large university in Arkansas. Exploiting scholarship eligibility requirements, we implement a fuzzy regression discontinuity design to identify the scholarship’s causal impacts on college outcomes. The analysis focuses on currently enrolled sophomores, juniors, and seniors who receive the scholarship to investigate the broad impacts of receiving money at nontraditional points in an individual’s college trajectory. Findings indicate small, negative impacts of scholarship receipt on short-run outcomes such as GPA and credit accumulation, but large statistically significant declines in the likelihood of graduating …

In 2008, legislation passed to dramatically increase a small merit-aid program—the Arkansas Academic Challenge Scholarship (ACS) using newly created funds from the Arkansas Lottery. The expansion of this program created three unique groups of students eligible for funding: Prior Recipients, Traditional Recipients, and Current Achievers. Recent research from the Department of Education Reform at the University of Arkansas investigates how the scholarship influenced student outcomes for Current Achievers, who were already enrolled in college at the time the money was distributed. The racial differences in student loan debt must be interpreted through a lens of wealth building inequality. Black individuals in particular are negatively affected by official and unofficial policies that create barriers to building wealth. Financial aid policies then exacerbate this inequality with an Expected Family Contribution (EFC) formula that protects the majority of family assets from being used as required educational contributions. Using the 2011-12 National Postsecondary Student Aid Survey (NPSAS:12) , we examined differences in student loan debt based on wealth building barriers (students’ access to banks, father’s education, and mother’s education). People who are impacted by the criminal justice system (“system-impacted”) face barriers when seeking financial aid to pay for college. Between the late 1960s and the early 2000s, Congress created laws that prohibited incarcerated students and students with certain criminal convictions from receiving federal grants and loans. This paper offers a comprehensive review of the history of those laws, which provides context for current debates on restoring Pell Grants to students in prison. Legislative documents, scholarly sources, and news reports were studied to build this historical review. Key lessons from history are discussed as to how Congress might treat system-impacted …

Historically, public education spending in the United States has risen at a steady rate. In 2017-2018 alone, policymakers spent over $780 billion on the public education system. The intent behind education spending is to create more and better opportunities for students to excel academically, thereby improving their life trajectories. However, looming future challenges such as underfunded teacher pension liabilities suggest that policymakers should “economize” their spending wherever possible. In an environment in which new policy entrepreneurs and networks are influencing policy and public opinion, many university faculty are increasingly seeking ways to mobilize knowledge beyond academic conferences and journals. Using New York state as a case, we searched Access World News to compare the level of media access of academics with other knowledge brokering organizations (KBOs; e.g. think tanks, teachers’ unions, advocacy organizations, etc.). In New York, schools only offer one semester of health education which often happens in the last semester of twelfth grade. Using 2018 U.S. Census PUMA microdata, this thesis not only explores which fields of study, industries, and occupations have a sufficient number of observations to determine whether they provide incomes which are commensurate with a middle class livelihood but, also whether these jobs are plentiful in number.

The purpose of this study was to investigate Florida’s extended reading time (ERT) policy as enacted during the 2016-2017 school year. This policy requires elementary schools ranking among the 300 lowest performing in the state, as measured by state assessments, to provide an additional hour of reading instruction beyond the regular school day. Extending upon the work of a pilot study suggesting an overrepresentation of minoritized students within low 300 schools, this study presents the geographic, demographic, and socioeconomic distributions of the ERT mandate for a criterion sample of seven districts. The Arkansas Better Chance (ABC) program has been providing low-income and at-risk Arkansas children with tuition-free pre-K since 1991. Enrollment in the state’s public pre-K programs has increased modestly over the last ten years. This brief reports the results of an analysis of the 3rd and 5th grade outcomes for students who attended ABC pre-K in the academic years of 2011-12 through 2014-15. We find that students who enroll in ABC programs in the year prior to starting Kindergarten outperform similar peers on math and reading state tests in 3rd grade, but these effects largely fadeout by 5th grade.

State-administered Medicaid Buy-In programs for working people with disabilities, distinct from broader buy-in discussions that have emerged as some states consider expanding access to health insurance, are intended to incentivize employment and protect against a loss of Long-Term Services and Supports.
