A successful local government exemplifies inclusivity, innovation, and deliberate decision-making, all advancing responsible management of taxpayers' resources. In this qualitative investigation, a phenomenological approach is employed to delve into the lived experiences of local elected officials. The aim of this study was to gain insights into the capacity of these local elected officials for success in governance. Subsequently, the insights from these local elected officials' experiences are harnessed to evaluate their influence and impact on municipal performance.

The dynamics of nongovernmental organizations (NGO) working in Guatemala can be understood as processual, evolving with and being shaped by social and cultural events in Guatemala and around the world. Central to understanding these dynamics is NGOs’ historical relationship to the State, which has ranged from collaborative to homicidal. Still A Good Investment: Charter School Productivity In Nine Cities, Alison H. Johnson, Josh B. Mcgee, Patrick J. Wolf, Jay F. May, Larry D. Maloney
School Choice Demonstration Project
Charter schools are public schools that operate free from some government regulations in return for a commitment to achieve a set of student outcomes specified in their charter. Nearly 8,000 public charter schools enrolled 3.7 million students in the U.S. in 2020-21. Our team has studied charter school funding across the United States since 2005, consistently finding that, in major cities, charter schools receive less funding per pupil compared to traditional public schools (TPS). We have also found that charter schools use their funding more efficiently, achieving better short- and long-term outcomes per dollar invested, relative to TPS.

Charter schooling has grown in popularity since the first charter school opened in St. Paul, Minnesota in 1992. Nearly 3.5 million students in the United States attended a public charter school in 2019-20. Our team has studied charter school funding equity since 2002-03 and most recently found that, in 2017-18, charter schools received, on average, 33 percent less funding than traditional public schools (TPS) in 18 cities, including Atlanta, Boston, Camden, Chicago, Denver, Detroit, Indianapolis, Houston, Little Rock, Los Angeles, Memphis, New Orleans, New York City, Oakland, Phoenix, San Antonio, Tulsa, and Washington, DC. Beyond The “Model Minority” Mirage: How Does Positive Bias Affect Asian Students And Other Students Of Color?, Ying Shi, Maria Zhu

Asian Americans are often perceived as a “model minority” in classrooms. While this stereotype seems positive, it may raise expectations for Asian students and bolster negative stereotypes for students in other minority groups due to teacher bias. This brief summarizes findings from a study that used data from the North Carolina Education Research Data Center (NCERDC) from 2007 to 2013 to identify the presence of positive bias in teachers’ assessments towards Asian American students in grades 3-8 and its effects on other minority groups. COVID-19 caused an unprecedented dilemma for universities, the best method of continuing education during a pandemic. Different mitigation strategies were developed as higher education institutions transitioned back to in-person learning, and the effectiveness of these strategies depended largely on adherence by college students. Public education in the United States has produced lackluster results in the past decades. Various forms of school choice have emerged in recent years to combat the poor results seen in the public education system, but these private schools are financially unattainable for many Americans. Bureaucratic overload, city corruption, inequities in funding, and frequent teachers’ strikes have certainly contributed to the destitute state of Illinois’ public education. In this thesis, the attainability of fiscal relief for Illinois families who choose alternative education and the necessity of the state in permitting such alternatives is discussed.

There are varying perspectives on, and divergent solutions to, the phenomena of income inequality and poverty. There seems to be polarizing views on both of these sensitive topics. One side of the argument believes income inequality should in itself be mitigated through redistribution measures, while the other argues that this should not be the focus of policy makers, as it deters them from facing the more pressing issue facing society – which is absolute poverty. Rural education issues in K-12 public schools are understudied despite a large rural student population in the U.S. This dissertation studies how different federal definitions of rural change how rural school districts and their diverse communities are portrayed, in comparison to their non-rural counterparts. This study also explores the recent federal rural policy changes on rural district revenue and student academic outcomes.

California School Psychologists’ Advocacy Efforts Related To Contractual Caseloads, Tess A. Melendrez

Despite the evolving role of school psychologists, policies have failed to address the high student-to-school psychologist ratios. The purpose of this study was to determine the predictability of contractual caseload advocacy among California school psychologists and their use of resources to engage in policy-oriented learning strategies. A quantitative research design was used, and data were collected from school psychologists in California (N = 138) who completed an online questionnaire. The theoretical foundation was Sabatier and Jenkins-Smith’s advocacy coalition framework. Ordinal logistic regression indicated that school psychologists’ location and job were not statistically significant predictive factors for advocacy for contractual caseloads. …

Frontline healthcare workers – especially direct care workers (DCWs), such as home health aides, struggle due to low pay, lack of benefits, and difficult working conditions. The need for these workers is growing. Unless frontline healthcare jobs improve, positions may be difficult to fill, and care for vulnerable members of society may be compromised.
In this study, we surveyed 2,321 frontline healthcare workers and conducted in-depth interviews with 30 of these workers concerning pay, benefits, work conditions, and financial well-being. Key survey findings included:
