The question that this study seeks to answer is. Does site-based management increase student achievement? Researchers believe that when a school can function more like a closed system, involved in site-based decision making, the culture of the organization may be more conducive to higher student achievement. This study has attempted to determine if there is a basis for this belief.

Supporting the study are three organization theories. Bureaucracy Theory, Systems Theory, and Human Resource Development Theory. These three theories run like threads in a tapestry throughout the research and legislation upon which this research is developed.

Institutions of higher education need to rethink the ways they recognize, support, evaluate and reward academic work in order to make their formal systems receptive to change and to ensure equitable treatment of faculty and staff. This should be linked with a return to collaborative governance structures and leadership practices that set priorities and assign work with the active participation of the concerned members of the academic community. Better ways of setting priorities and assigning work are basic to effective evaluation and reward systems.

These general propositions can be divided into seven recommendations:

The small-firm metalworking industry is routinely characterized by cutthroat competition and fierce privacy. Yet, since the late 1980s, the members of the western Massachusetts chapter of the National Tooling and Machining Association have participated in an education, training, and technology diffusion network characterized by a high degree of interfirm cooperation. Hundreds of workers and managers have take part in group training sessions and seminars. The reconstruction of the skill base is central to the MechTech apprenticeship program through which apprentices spend four years in participating firms, exiting the program as licensed machinists, tool and die makers, or moldmakers. The key purpose of this study was to compare and contrast the San Francisco Whole Schools Conflict Resolution Project to the School Mediation Program utilized in Clark County, Nevada. The evaluation further assessed the impact the San Francisco Project had on incidents of school-related violence in order to project these figures to the Clark County Program.

The methods used in this evaluation included a review of the implementation processes and training components for each conflict resolution program. A Comparative Policy Analysis On The Effectiveness Of Implementing Student Uniforms In Public School Districts Within The United State From 1993 Through 1998, Desiree Hiestand

The purpose of this study is to compare and analyze student uniform policies in public school districts within the United States and to ascertain whether or not they are effective. Available information from America's 70 largest school districts is collected and compared to determine if the policies are feasible. Findings indicate there is a broad spectrum of ways in which the districts address student attire and imply that most of the districts are not adapting uniform policies, but are leaving the decision up to individual schools and to the parents. As the fifteenth largest state, geographically, with the tenth smallest population, Nebraska faces many unique challenges. Sixty percent of the population resides in the eastern-third of the state while 33 of the 93 counties in Nebraska have a population of less than 5,000. One of the challenges facing such a geographi-cally dispersed state is how to support educational and technological efforts that benefit all of its citizens. Nebraska has been a leader in distance education. Nebraska became the first state to own its own satellite transponder in 1990. This paper discusses distance education policy, specifically for Nebraska postsecondary institutions. Examples come from the Nebraska Community College System, Nebraska private colleges and universities, the Nebraska State College System, and the University of Nebraska system. While the pre-K to 12 educational system is not our objective, we will make some comments regarding linkages between them and the postsecondary institutions. 2 This draft paper includes a preliminary assessment of existing postsecondary distance education policies. It is an attempt to define and quantify the resources that are necessary for each child in Maine to meet the standards set by the Learning Results. In its last session, the legislature adopted much needed reforms to Maine’s education funding formula. Among other things, these reforms help to establish a link between education funding and student performance, to recognize the true costs of education, and to better measure the communities’ relative ability to pay. Yellow Light Breen explains each of these elements to be phased in over the next several years. He also responds to Peter Mills’ argument (this issue) to eliminate income from the definition of ability to pay and on the need for broader changes in how local government is funded. He notes that …
