This qualitative study explores how Chicana and Mexican American teachers and librarians along the Texas-Mexico border describe their experiences navigating books bans and curriculum restrictions. Through a Chicana feminist epistemological lens, the research centers the testimonios of four educators who reflect on their lived experiences navigating censorship, representation, and professional identity in politically charged educational spaces.

Using a testimonio-based methodology, participants shared personal narratives that illuminated how state politics and local interpretations of "appropriate" texts shape classroom and library decisions. Each year, approximately 64% of admitted students do not enroll at the University of Texas at El Paso (UTEP). This is particularly concerning given the projected decline in regional high school graduates beginning in the 2025-2026 academic year. The El Paso region is also predominantly composed of groups who have been historically underrepresented in higher education, including Hispanic or Latino students, individuals from low socio-economic backgrounds, and first-generation college students. Using logistic regression analysis, this quantitative study investigates how seven key factors impact the likelihood of enrollment among admitted UTEP applicants. The COVID-19 pandemic has caused diverse social, economic, and political challenges. The particular challenge that was the focus of this study is the upsurge in electronic use and consequent upsurge in electronic waste. This was caused by the implementation of online instructional delivery processes during Covid-19 (Ermakova, 2021), the switch to home offices (Adejumo & Oluduro, 2021) and the fact that school districts have directed massive financial investments to instructional technology (Baldé & Kuehr, 2021). Often serving more than 500 students, counselors must address requirements specified by the American School Counselor Associationâ??s national model. They must also perform duties required by state and local policy, as well as campus-designated priorities. Empirical studies of school counselors have focused on identifying the duties that counselors perform, the effectiveness of training that counselors have received, and issues that occur from the standpoint of local control of counselor duties. Through the use of Latinx Critical Race Theory (LatCrit), with testimonios as a method of inquiry, this study analyzed families' experiences that led them to resist school closures. This study also chronicled families' experiences with the transition to new schools, after the school closures. Once schools closed, families described their transition to new schools. LatCrit was applied to interpret school closures through a social justice lens and understand how families experienced interconnected oppression related to their race/ethnicity, class, culture, immigration status, socioeconomic status, language, environment, and gender. The purpose of this study was to examine the effectiveness of one of the latest Texas legislative efforts to increase the college readiness of Texas high school graduates. The study assessed whether students falling under this mandated measure of college readiness are as successful in their college level math and English courses as students who pass the Texas Success Initiative Assessment. Using a secondary data set, a set of binary logistic regression models were developed to analyze the predictive value of six variables in determining student success in their first college level math or English course. This policy brief provides background on recent changes to federal education policy under the Trump Administration and reports the findings from a new study from the Center for Education Research and Policy Studies (CERPS). Following the passing of the Every Student Succeed Act (ESSA), the Education Department developed regulations that would govern the law’s implementation through a procedure known as the Rulemaking Process. One of the key provisions required school districts with large achievement gaps to equalize funding across schools. Despite the rapid increase in enrollment of students who speak a language other than English at home, little prior research examines the resources required to implemented instructional programs for emergent bilinguals and whether school districts receive adequate funding for these programs. This policy brief (a) synthesizes research on implementation of bilingual education, (b) describes research on the cost of bilingual education programs, and (c) reports the findings of a study showing that bilingual education programs are severely underfunding in Texas and nationally.

Today, dual enrollment programs are ubiquitous in the United States' secondary educational system. As a form of accelerated coursework, policy makers and school districts push dual enrollment as a means to improve college readiness and attainment. This paper studies the composition and characteristics of dual enrollment participants in the United States. Employing the High School Longitudinal Study of 2009 restricted dataset, three discrete logistic models are created to estimate the probability of a high school student participating in any dual enrollment coursework across the United States. While almost all states cut education funding following the Great Recession, and few have restored budgets back to pre-recession levels, there is little understanding among policy makers about how state funding cuts were distributed across districts.

When Texas cut K-12 education budgets by $4 billion in 2011, legislators reached a compromise over whether to cut funding evenly for all districts, or whether to protect high-need districts. This policy brief shows that despite state legislators’ efforts, the highest-poverty districts in Texas experienced a disproportionate share of the recessionary budget cuts. Are School Districts Allocating Resources Equitably? The Every Student Succeeds Act, Teacher Experience Gaps, And Equitable Resource Allocation, David S. Knight

Ongoing federal efforts support equalizing access to experienced educators for low-income students and students of color, thereby narrowing the “teacher experience gap.” I show that while high-poverty and high-minority schools have larger class sizes and receive less funding nationally, school districts allocate resource equitably, on average, across schools. However, the least experienced teachers are still concentrated in high-poverty and high-minority schools, both across and within districts. I then show that additional state and local funding is associated with more equitable district resource allocation. The study offers recommendations for state and federal education policy related to the Every Student Succeeds Act.

The Great Recession caused states around the country to make substantial budget cuts to public education. As a result, districts that rely more heavily on state funding – those with greater concentrations of students in poverty – may be disproportionately impacted by the Great Recession funding cuts; however, little prior research examines this issue. This study examines how state school finance systems responded to recessionary funding cuts on average nationally. This work introduces a model to analyze policy making as an iterative narrative contestation process from which policy content can be forecasted. A theoretical foundation for the validity of introducing the Contested Narratives Forecast Model (CNF) as a new theoretical model for policy analysis is established using Lakatos' Methodology of Scientific Research Programs (MSRP). Historically, gender occupational stereotyping has mainly affected women across numerous social areas. Given that political socialization plays a key role in the classroom, analyzing the gendered language and images in textbooks can help determine social expectations and the efficacy of gendered policies. This study examined the impact that state and federal accountability systems have had on instructional practice in two large Texas school districts by comparing the performance of students at these schools on individual items from the 2011 Texas Assessment of Knowledge and Skills (TAKS) and relating performance to item difficulty and the schools' accountability risk as determined by prior accountability performance. To make this comparison, schools were placed into accountability risk groups based on past performance on the No Child Left Behind Act's (NCLB) Adequate Yearly Progress (AYP) accountability instrument. A background into the topics of political socialization and civic education is made.
