Timely high school completion is a critical step in successful transitions to post-secondary schooling and the labor market. This randomized controlled trial, deployed in two urban, disadvantaged school districts, tests the effectiveness of a mature and comprehensive student-support program on an unusually large scale (n=2,528). While overall effects on graduation rates are small and statistically insignificant, exploratory analyses reveal notable variation by site and over time, mirroring heterogeneity in treatment timing and program implementation. These findings highlight the challenges of scaling interventions and raise concerns about generalizing results from small-scale, single-site evaluations.

The Effect Of Retention Threat On Student Learning Gains: Evidence From Ohio, Sarah Souders, Robert Bifulco

Grade retention policies create incentives for students to make adequate progress ahead of evaluation. The threat of retention thus has the potential to affect all students’ academic outcomes, increasing achievement especially among students with test scores near the retention policy’s threshold. By using unique data from Ohio which allows us to implement a regression discontinuity design, we find that students exposed to the threat of retention in Grade 3 experience larger learning gains than students who are not under retention threat. We study the role of international students in the higher education sector and the local economy by exploiting a policy reform in South Korea that restricted the admission of foreign students to local universities. By comparing the pre- and post-reform differences across universities with different pre-reform shares of international student enrollment, we show that an international student shortage resulting from this policy reform significantly worsened the financial outcomes of universities and consequently led to reduced investment in their students. This study evaluates the fiscal and academic consequences of New York City’s hold harmless policy during COVID-19, which aimed to stabilize school expenditures amid unexpected enrollment declines by restoring schools’ funding up to initial levels. We examine how school racial composition predicts whether or when schools receive hold harmless “treatment” and assess the impact of hold harmless on financial resources, staffing, and student outcomes, exploring heterogeneity by timing of policy announcement. We estimate the causal effect of attending elite schools in England, Scotland, and Wales on human capital and labor market outcomes for cohorts of children from the 1958 National Child Development Study and the 1970 British Cohort Study. For identification, we employ a nonparametric partial-identification approach that provides bounds on the causal effect by assuming that, on average, there is positive selection into elite school attendance, and that attending an elite school does not worsen average potential human capital or labor market outcomes. This paper examines how exposure to disruptive students affects teacher retention using linked teacher–student administrative records from North Carolina. To address non-random classroom assignment, we instrument for classroom exposure using the school-by-grade share of disruptive students based on prior-year disciplinary infractions. A 10 percentage point increase in the share of disruptive students raises the probability of an early-career teacher leaving the school in the following year by 1.0 percentage points. Notably, working in a school environment with supportive leadership and greater teacher autonomy, particularly around student conduct policies, mitigates the impact of student disruptions.

Many New York State school districts spend significant amounts each year for retiree health care benefits, and these payments are expected to grow over the coming decades. This brief summarizes findings from a study examining approximately 300 New York State school districts. Unlike retiree pension plans, which are typically prefunded, retiree health care benefits are funded on a pay-as-you-go basis, meaning that benefits for past employees who are currently retired are paid using current district revenues. Despite widespread concern about teacher shortages, there is little evidence on when teaching positions are posted and how many people apply for them. Using detailed job-posting and application data on nearly 57,000 applicants from 19 traditional school districts and 24 charter organizations, we provide descriptive evidence on the timing of job postings, the supply of applicants, and the characteristics of applicants, emphasizing how each varies across organizations and between the district and charter sectors. We find that late hiring is less prevalent than prior single-district studies suggest—about 11% of openings are posted late—but varies widely across organizations. Applicant supply differs …

This study examines how public education policies influence economic growth across ASEAN nations through the theoretical lens of resource allocation theory. While ASEAN has maintained an average GDP growth rate of 5.1% since 2000, significant disparities between high-growth and low-growth economies persist in educational investment and outcomes.

Methodologically, the study conducts empirical studies and integrates panel data (1990–2023) across ten member states that underwent spatial econometrics analysis. It dissects three transmission pathways: (1) human capital accumulation enhancing labor productivity via skill development; (2) educational stratification driving industrial restructuring; and (3) spatial spillovers facilitating cross-border knowledge diffusion.
