Accelerated secondary programs serving students performing two to three grade levels below proficiency often operate within compressed instructional timelines aligned to state accountability requirements. However, limited research examines how state-level policy structures influence district pacing practices within these settings. The purpose of this capstone study is to examine how accountability frameworks shape district pacing implementation and how pacing compression affects instructional flexibility for accelerated learners. The Every Student Succeeds Act (ESSA) requires states to identify schools for improvement based on overall performance and the performance of student subgroups. While substantial research has examined CSI schools, limited attention has been given to state policies governing the identification and exit of TSI and ATSI schools. This project evaluates Mississippi’s policy for identifying and exiting TSI and ATSI schools to determine whether the system appropriately identifies underperforming subgroups, promotes sustained improvement, and aligns with ESSA's equity-focused intent. This capstone project addresses the ongoing problem of inconsistent, unstructured, and unsustainable mentoring practices in K–12 schools, which contribute to new teacher burnout, uneven instructional support, and high turnover rates. International graduate teaching assistants (GTAs) from high power distance cultures play a significant role in undergraduate education at U.S. universities, yet they face challenges that go well beyond language proficiency. Coming from educational backgrounds where teacher authority is unquestioned and hierarchical, these GTAs must navigate American classrooms that operate on fundamentally different assumptions, where authority is earned rather than assumed, informality is the norm, and students expect to question, negotiate, and be personally known by their instructors. This capstone project addresses equity gaps in dual enrollment programs in Mississippi, with a focus on North Glenn High School, a pseudonym for a high-poverty rural school. While dual credit opportunities have expanded statewide, disparities remain for first-generation, low-income, and minority students. A significant barrier is Mississippi’s reliance on ACT benchmarks for eligibility, which disproportionately excludes marginalized groups. Adolescents in the United States (U.S.) are experiencing a mental health crisis, with disproportionately high prevalence rates among marginalized youth. Approximately 1 in 5 adolescents are diagnosed with a mental, emotional, or behavioral condition (Panchal, 2024; Sappenfield et al., 2024). Yet, an estimated 40% (1.8 million) of adolescents aged 12-17 who experience a major depressive episode did not receive treatment (Substance Abuse and Mental Health Service Administration, 2024). This qualitative single holistic case study explores how school administrators in a Northern New Jersey district implement student growth measures (SGMs) mandated by the New Jersey Department of Education. Grounded in Lipsky’s (1980) theory of street-level bureaucracy, Wright’s Connected Actions Roadmap (2022), and Argyris and Schön’s (1978) theory of action, this work examines how administrators in the case study navigate policy mandates while addressing the demands of leading their schools. Positive Behavioral Interventions and Supports (PBIS) is grounded in behaviorist theories, particularly Skinner's operant conditioning, which suggests that positive reinforcement can shape behavior over time. PBIS uses a tiered system to address student behavior, providing universal support for all students (Tier 1), targeted interventions for students who need more support (Tier 2), and intensive, individualized interventions for the few students who exhibit the most significant behavioral challenges (Tier 3). Barriers such as academic preparedness, financial constraints, and sociocultural factors hinder their access to postsecondary education. This qualitative critical race case study investigates the underrepresentation of Black and Latinx students at Heister University, a predominantly White public research institution in the Northeastern United States. Despite its location near two diverse cities and its reputation as an affordable, high-quality university, its student body remains disproportionately White. This study explores whether admissions and recruitment policies, either overtly or covertly, contribute to systemic barriers limiting access for students from minoritized groups. A disconnect exists between statewide accountability systems and college and career readiness (CCR) outcomes measured by the ACT and SAT. The goal of a statewide accountability system is to enable, implement, and support success for all students in areas that demonstrate high academic achievement through federal- and state-mandated metrics. Between the decades of 1970 through 1999, there were major shifts in higher education in New Jersey. Utilizing a grounded theory approach this dissertation created a database of legislation, hearings transcripts, and education reports. There are varying perspectives on, and divergent solutions to, the phenomena of income inequality and poverty. There seems to be polarizing views on both of these sensitive topics. One side of the argument believes income inequality should in itself be mitigated through redistribution measures, while the other argues that this should not be the focus of policy makers, as it deters them from facing the more pressing issue facing society – which is absolute poverty.
