Ai Ethics And Governance For Leaders In Higher Education: A Hermeneutic Phenomenology Of Faculty Early Adopters’ Sensemaking, Pedagogical Innovation, And Transformation, Freddie Seba
Doctoral Dissertations
Artificial Intelligence (AI), especially Generative AI (GenAI), is transforming how we work, learn, acquire, produce, and deliver knowledge, as higher education experiences existential pressures, including demographic changes that reduce enrollment and revenues, as well as shifting public and government perceptions of higher education's value.
This hermeneutic phenomenology dissertation study explores how faculty early adopters critically engage, innovate, and experiment with this nascent transformational technology in their pedagogies amid multilevel pressures: macro—market-driven (neoliberalism) logic, Big Tech, and demographic change; meso—institutional policy, broader faculty community, and pedagogical innovation; micro—widespread student adoption, pedagogical experimentation, and innovation.
This dissertation study centers on shifting AI …

Child Care For Student Parents: A Critical Discourse Analysis Of Policy And Politics In Nys, Elizabeth M. Starks
Electronic Theses and Dissertations
This policy analysis dissertation explores the complex and multifaceted challenges that exist within New York State’s early childhood care and education (ECCE) system by critically examining the amendment of one NYS social services law. Guided by Fairclough’s Critical Discourse Analysis, this study examines two research questions (under one overarching question):
- What language and arguments are effective in making change in Early Childhood policy in NYS?
- What is the policy discourse surrounding the amendment of subdivision 1 of section 410-w social services law in NYS?
- What is the political discourse surrounding the amendment of subdivision 1 of section 410-w social services …
Preparing Students For College And Careers: Recommendations For Scaling College And Career Pathways In Southwestern Illinois, Laura Monteagudo
Preparing Students For College And Careers: Recommendations For Scaling College And Career Pathways In Southwestern Illinois, Laura Monteagudo
Reports, Analyses, and other Publications
Education Systems Center (EdSystems) at Northern Illinois University provided strategic counsel and support to Southwestern Illinois College (SWIC) for a 12-month period to develop comprehensive college and career pathways. Our support included the development of a unified, regionwide college and career pathway system aligned with Illinois’ College and Career Pathway Endorsement framework, Perkins V, and the State of Illinois Model Programs of Study Guides.
Instead of each district building pathways independently, this regional approach brings together high schools, community college faculty, and local employers to create shared structures that reflect real workforce needs and rural access challenges.

Equity By Design: A North Glenn High School Equitable Practices Policy Guide, Kelli Andrews Jarrett
Equity By Design: A North Glenn High School Equitable Practices Policy Guide, Kelli Andrews Jarrett
Theses and Dissertations
This capstone project addresses equity gaps in dual enrollment programs in Mississippi, with a focus on North Glenn High School, a pseudonym for a high-poverty rural school. While dual credit opportunities have expanded statewide, disparities remain for first-generation, low-income, and minority students. A significant barrier is Mississippi’s reliance on ACT benchmarks for eligibility, which disproportionately excludes marginalized groups. The study examines the potential of the Pre-ACT in grades 9 and 10 as an early diagnostic tool to identify readiness gaps and inform targeted interventions before students take the ACT. Grounded in Bronfenbrenner’s Ecological Systems Theory and the Dual Enrollment Equity …
Advancing Equity In Adolescent Mental Health: A Literature Review And Telehealth Program Design For School-Based Access, Renatta Lindsey
Advancing Equity In Adolescent Mental Health: A Literature Review And Telehealth Program Design For School-Based Access, Renatta Lindsey
Theses and Dissertations
Adolescents in the United States (U.S.) are experiencing a mental health crisis, with disproportionately high prevalence rates among marginalized youth. Approximately 1 in 5 adolescents are diagnosed with a mental, emotional, or behavioral condition (Panchal, 2024; Sappenfield et al., 2024). Yet, an estimated 40% (1.8 million) of adolescents aged 12-17 who experience a major depressive episode did not receive treatment (Substance Abuse and Mental Health Service Administration, 2024). This project examines existing barriers that hinder access to care for this population. While schools are the most common settings for adolescent mental health supports, more than half report difficulties with meeting …
Can Schools Sustain The Rising Cost Of Retiree Health Care?, Robert Bifulco, Iuliia Shybalkina
Can Schools Sustain The Rising Cost Of Retiree Health Care?, Robert Bifulco, Iuliia Shybalkina
Center for Policy Research
Many New York State school districts spend significant amounts each year for retiree health care benefits, and these payments are expected to grow over the coming decades. This brief summarizes findings from a study examining approximately 300 New York State school districts. Unlike retiree pension plans, which are typically prefunded, retiree health care benefits are funded on a pay-as-you-go basis, meaning that benefits for past employees who are currently retired are paid using current district revenues. In the average school district, pay-as-you-go spending currently amounts to 4.5 percent of district revenues. Assuming current benefit and funding policies remain, spending is …
More Girls In The Classroom Improves Adolescent Mental Health, Monica Deza, Maria Zhu
More Girls In The Classroom Improves Adolescent Mental Health, Monica Deza, Maria Zhu
Population Health Research Brief Series
Mental health challenges are common among adolescents in the United States. This brief summarizes findings from a study using data from the National Longitudinal Study of Adolescent Health (Add Health), a nationally representative survey of middle and high school students conducted in 1994-1995. The analysis included over 17,000 students from 133 schools across the United States. The authors find that the mix of boys and girls in a classroom affects adolescent mental health and school satisfaction. When classes have more girls, both boys and girls experience better mental health outcomes. Boys in classes with more female peers are 10% less …

Who Gets To Lead? Policy, Systemic Barriers, And Leadership Norms In Education, Kathryn A. Cirilli
Who Gets To Lead? Policy, Systemic Barriers, And Leadership Norms In Education, Kathryn A. Cirilli
Educational Leadership & Workforce Development Theses & Dissertations
This phenomenological qualitative study investigated the underrepresentation of women and racially marginalized individuals in the superintendent position, the highest leadership position within K-12 public education. The superintendent position has been overwhelmingly represented by males, even though women were the majority of the teaching workforce. Grounded by institutional theory and viewed through a phenomenological lens, I examined how organizational norms, hiring practices, and access to mentorship contributed to and upheld systemic barriers to the superintendent position. Through exploring the interpreted lived experiences of current female superintendents across public school districts that reflected the national patterns, this research addressed the disparities in …
Educational Freedom In The United States: Democracy, Pandemic Learning, And Family Choices, Daion Lamont Daniels
Educational Freedom In The United States: Democracy, Pandemic Learning, And Family Choices, Daion Lamont Daniels
Graduate Theses and Dissertations
This dissertation explores the relationships among educational freedom, democratic outcomes, and family choice in the United States. Through three complementary studies, it examines how school choice interacts with civic education, student achievement, and parental behavior. Together, these studies provide a comprehensive view of how educational freedom is reshaping American schooling. The first study investigates whether private schooling supports or undermines democratic values. Using survey data from students in both private and public schools, it finds that private school students demonstrate stronger knowledge of American government and greater support for democratic norms. These results suggest that private schools may play a …
Book Bans And Border Texans: Testimonios From The Middle, Laura Calvillo Neill
Book Bans And Border Texans: Testimonios From The Middle, Laura Calvillo Neill
Open Access Theses & Dissertations
This qualitative study explores how Chicana and Mexican American teachers and librarians along the Texas-Mexico border describe their experiences navigating books bans and curriculum restrictions. Through a Chicana feminist epistemological lens, the research centers the testimonios of four educators who reflect on their lived experiences navigating censorship, representation, and professional identity in politically charged educational spaces.
Using a testimonio-based methodology, participants shared personal narratives that illuminated how state politics and local interpretations of "appropriate" texts shape classroom and library decisions. Thematic analysis of these testimonios revealed four interconnected findings: 1. Teacher identity under pressure, 2. Censorship and control in the …

The Important Of Female Coaches: What Barriers They Face, Why They Stay, And What Can Be Done To Attract More., Hayley E. Yourous
Electronic Theses and Dissertations
After the passage of Title IX, there has been an increase in the number of females participating in sports; however, the same cannot translate to women in coaching or leadership positions (Acosta & Carpenter, 2014; Hart et al., 1986; LaVoi & Baeth, 2018). The purpose of this hermeneutic phenomenological study was to explore the lived experiences of females who had served as head coaches in the high school setting with at least eight years of experience as a head coach. The NCAA (2022) reported in 2020 that female coaches accounted for 41.3% of female teams' head coaches, both intercollegiate and …
Educational Policy, Implementation, And Challenges: A Case Study Of Administrative Practice In Using Student Growth Measures For Instructional Improvement In A K-12 School District In Northern New Jersey, Dean Robinson
Theses and Dissertations
This qualitative single holistic case study explores how school administrators in a Northern New Jersey district implement student growth measures (SGMs) mandated by the New Jersey Department of Education. Grounded in Lipsky’s (1980) theory of street-level bureaucracy, Wright’s Connected Actions Roadmap (2022), and Argyris and Schön’s (1978) theory of action, this work examines how administrators in the case study navigate policy mandates while addressing the demands of leading their schools. Data was collected through two rounds of semi-structured interviews with eleven administrators, supplemented by field notes. Thematic analysis revealed five areas: administrative agency in balancing compliance and authenticity, collaboration as …

"It's Really The Support System That Makes It" Expanding Infant-Toddler Child Care Options In New York, Voices From The Field, Mark K. Nagasawa
Straus Institute for Thriving Children & Families
This report discusses findings from a small, exploratory study of early childhood educators' experiences working to expand access to high quality child care for infants and toddlers. Because of who participated in the study, it takes a particular focus on the federally-funded Early Head Start-Child Care Partnership program. The study's contribution lies in surfacing fine-grained policy issues that complicate expansion efforts from the perspectives of professionals who live within a fragmented early care and education (ECE) system every day. This "non-system" (1) makes it difficult to provide continuity of care to children and their families; (2) lacks appropriate space(s) to …

Community stakeholders raised issue with the lack of evaluative tools to measure the effectiveness of the implemented school discipline policy in the Metro Atlanta School district. These tools are important to implementing the appropriate interventions to referred students in the district. This professional administrative study evaluated how exclusionary discipline practices influence equity and student outcomes within a Metro Atlanta school district. The guiding research question asked: Is the currently implemented discipline policy effective in promoting equitable student outcomes and reducing exclusionary practices? The concept used for this study is grounded in a constructivist paradigm, the study applied the Centers for …

Educators' Reflections On Competency-Based Learning: Reflecting 5 Years Of Nep 2020, Gaurav Agarwal, Anannya Chakraborty, Dimple Sood, Priyanka Sharma, Aditi Malviya, Shreevarshini K, Abha Bhagat
ACER India
The National Education Policy (NEP) 2020 brought a significant transformation in India’s education system by promoting a more holistic, adaptable, and skills-focused approach to learning, moving beyond rote learning. At the core of this shift is Competency-Based Learning (CBL), which encourages the development of essential skills like critical thinking, creativity, and application of what students learn in real life. To make this shift meaningful, understanding the thought process and perspectives of teachers who operationalise CBL principles is crucial. Their experience and insights can help identify the systemic supports that are necessary to build a strong foundation for teacher and student …
Teachers’ Perceptions Of The National Professional Development Policies And Mathematics Performance In Guyana, Nicola Marcia Johnson
Teachers’ Perceptions Of The National Professional Development Policies And Mathematics Performance In Guyana, Nicola Marcia Johnson
Walden Dissertations and Doctoral Studies
The Ministry of Education in Guyana has focused on improving primary students’ performance in mathematics; however, low student performance persists. The problem addressed in this study was the limited understanding of how Guyanese primary teachers used the national professional development policies (NPDP) to address the low performance of students on the Math National Grade 6 Assessment (MNGSA). Grounded in Bandura’s social cognitive theory and Senge’s systems thinking theory, the purpose of this study was to explore Guyanese primary teachers’ perceptions of their successes and challenges using the NPDP to address the low performance of students on the MNGSA. For this …

Literacies Of Resistance: How Florida Teachers Story Policy Navigation And Response, Katharine E. Hull
USF Tampa Graduate Theses and Dissertations
Teachers are inundated with education legislation and the policy texts and discourses that surround them. Over nine months beginning in March 2024, I collaborated with three Florida P-12 teachers to explore their literacy practices and stories as they engaged with policy in a state that has recently passed an astounding amount of education legislation. This study explored how (1) teachers story the current policy context and their roles within it; (2) teachers use literacy practices to understand and respond to P/policies that impact their labor/working lives; and (3) teachers’ literate identities, agency, and collectivity intersect and shape one another. Guided …
Public School Districts Should Close Their “Alternative” And “Continuation” High Schools, Sean J. Drake
Public School Districts Should Close Their “Alternative” And “Continuation” High Schools, Sean J. Drake
Center for Policy Research
Public school districts across the country funnel academically struggling students into "alternative" or "continuation" high schools designed to help them catch up on credits and graduate on time. However, these schools often reproduce more inequality than they alleviate. This brief summarizes findings from a two-year ethnographic case study of an alternative high school in suburban Los Angeles, California. The author finds that these schools offer limited curricula and no extracurricular opportunities, while Black, Latino, and low-income students are vastly overrepresented compared to district averages. Students transferred to alternative schools are also more likely to drop out than low-performing peers who …

Community, Autonomy, Irony: Lessons From Historic Rosenwald Schools, Ronald B. Matus
USF Tampa Graduate Theses and Dissertations
Growing evidence suggests the Rosenwald schools of the American South, which anchored thousands of Black communities for a half century before desegregation, boosted academic outcomes for generations of Black students and helped fuel the civil rights movement. The research literature, however, is thin on what specifically made these schools successful. My research attempts to narrow the gaps by asking the Rosenwald alums themselves. Through semi-structured interviews, 10 alums in Florida identify defining features of their schools, including seamless community connections; a culture of high expectations for academic achievement and character development; and especially caring and committed teachers. The alums’ insights …

Submission: Inquiry Into The Thriving Kids Initiative, Australian Council For Educational Research (Acer)
Shaping educational policy
This submission to the Inquiry into the Thriving Kids initiative advocates for an evidence-based, inclusive approach to supporting children up to eight years with developmental delay, disability and autism within mainstream early childhood and school settings. It recommends embedding foundational supports within a Multi-tiered System of Supports (MTSS) framework that integrates universal, targeted and intensive interventions according to children's needs rather than diagnosis. The submission highlights the importance of workforce capability, collaborative practice, effective leadership, high-quality assessment and screening tools, and embedded allied health support. Adequately resourcing MTSS implementation will strengthen inclusion, early intervention and educational outcomes for all children.

Complicating Understandings Of Low-Income Students’ Financial Stress And Well-Being In Order To Inform Institutional Support, Khalilah R. Lauderdale, Ralitsa Todorova, Zoë B. Corwin
Journal of Student Financial Aid
This paper seeks to enhance understanding of how low-income students navigate financial stress by integrating the asset-based concept of financial well-being and including a focus on the institutional context. Data collected from 378 interviews with students from low-income backgrounds illustrate complex ways that students experience financial stress and financial well-being. By centering students’ perspectives in analysis while also accounting for programmatic and institutional contexts, the authors aim to push theory and practice toward a more nuanced understanding of how to best support students from low-income backgrounds as they navigate affording college and fostering financial well-being.
