From Arrival To Opportunity: A Policy Analysis For Supporting Newly Arrived English Learners In California, Valeria Gabrielli, Stephanie Mendoza Hernandez

Newly arrived immigrant students, commonly referred to as “newcomers,” represent a notable portion of the English Learner (EL) population in California’s K–12 public schools. As of Fall 2023, the California Department of Education reported that newcomers comprised 3.27% of total student enrollment. Although enrollment is projected to decline in the near term, the potential for future increases highlights the need for sustainable, evidence-based support systems. This study examines how California K–12 public schools with large EL populations provide academic and trauma-informed support services to newcomer students, with a particular focus on early intervention in grades K–5. Rethinking Dfw In Gateway Mathematics: Preserved, Disrupted, And Dissipated Momentum Pathways To Student Retention, John Alan Nunnery, Charles Mathies

This study examines how disaggregated first-year mathematics outcomes, including failure, low-passing grades, course withdrawal, and no attempt at a credit-bearing mathematics course, are associated with second-year retention at a large, diverse, urban public university. The study extends academic momentum theory by positing and operationalizing preserved (marginal passing), disrupted (failure or withdrawal), and dissipated (non-enrollment) as qualitatively distinct momentum states rather than a single condition. Using a segmented binary logistic regression model with more than 26,000 first-time, full-time students across ten entry cohorts (2012–2021), we estimate differences in retention by mathematics outcome, course type, and cohort context. The purpose of this study is to demonstrate a more comprehensive understanding of the impact that a child’s broader context has upon his or her academic outcomes, and presumably, life. Using Bronfenbrenner’s theory of human development, this study examines the extent to which social capital and student achievement are correlated and whether an infusion of funding for schools that presumably lack social and economic capital might predict academic achievement in schools from economically depressed regions. Findings indicate that some aspects of social capital and funding initiatives have a demonstrated impact on student achievement but there is not a correlation with …

Using the Trends in International Mathematics and Science Study Data (TIMSS) 2015 dataset, this study examines 30 different contextual indicators to determine significant predictors of girls’ mathematics achievement globally. The study design employs three nested levels in the hierarchical linear model (individual, classroom, and nation) to analyze cross-national scores and responses to the contextual questionnaires. Additionally, the focus is on girls as a standalone, independent population, not in comparison to boys. The COVID-19 pandemic has disrupted education for approximately 1.2 billion students across the Asia-Pacific, and forced the closure of many schools, precipitating a transition towards remote learning, albeit with uneven access and quality (UNESCO, 2021; Global Education Evidence Advisory Panel, 2022), and threatening to deepen the ‘learning crisis’ that already existed, particularly for the most vulnerable learners. Magnet schools have served as one of the most important and widely-used desegregation tools throughout the United States. Each district, region, and state have varying degrees of implementation, policies, and goals for such schools; however, robust evidence of their effectiveness is needed. This study examines a single school district in Minnesota that uses magnet schools to meet a state desegregation order where five elementary magnet schools and five control schools were identified to understand the impact the magnet “treatment” has on achievement for students of color, English learners, and students receiving special education services. This dissertation explores the academic and social-emotional supports and constraints that impact the literacy learning of highly mobile students in an urban elementary school, utilizing interview, questionnaire, and achievement data from transient students and educational professionals who work with them. This paper presents the experiences from Nepal on how the findings from the National Assessment of Student Achievement (NASA) have been integrated into policy processes. The purpose of this brief paper is twofold: to give an overview of the process of the National Assessment of Student Achievement, and to describe how the results were disseminated to different stakeholders to incorporate the findings into the design of policy processes. In doing so, the case study highlights how the assessment findings have been used to design and implement policies and programs in education.

Since the U.S. Supreme Court deemed racially segregated schooling unconstitutional in 1954, education reformers have strived to find the most effective methods to ensure that students of all socioeconomic backgrounds have access to an effective and equitable education. Despite many efforts to address this challenge, exemplified by the highly decentralized U.S. education system, the achievement gap between students of ranging socioeconomic backgrounds persists. Mounting research, beginning with the foundational Coleman Report of 1966, demonstrates that the socioeconomic make-up of a student’s classroom is the most influential factor on his or her success. This study addresses gaps in the theoretical and policy literature by examining the relationship between associate degree program credit requirements and four student outcomes: associate degree attainment, time to degree, final associate degree grade point average, and persistence. Using student unit record data, a longitudinal quantitative study of a cohort of community college students was conducted for the observational period of fall semester 2011 through winter semester 2016, in order to determine if community college students enrolled in academic programs with higher minimum credit requirements have different outcomes than students in programs with lower minimum credit requirements.

At the beginning of the 20th century, there were essentially two types of organizational structures for primary and secondary education in the United States. There were either one-room K-12 schools or in larger systems K-8 buildings feeding into four-year high schools. A nationwide survey conducted by the Center for Disease Control in 2007 reported 65% of high school students did not meet the recommendation that youth participate in at least 60 minutes of physical activity most days of the week (CDC, 2008). The 2001 renewal of the United States Title I program instituted the Supplemental Educational Services (SES) program, in which schools in their third year of failing to make Adequate Yearly Progress (AYP) are required to offer out-of-school-time tutoring in core subjects to low-income students. This study synthesized provider effects reported in the extant body of SES provider evaluations to generate an estimate of the overall effectiveness of the SES policy in terms of improving student achievement and to identify provider characteristics that are associated with variation in student achievement effects

With reports alleging a sharp decline in student achievement in the last several years, there has been a call for higher standards in the United States education system. In response, with bipartisan support, politicians overwhelmingly passed the No Child Left Behind (NCLB) Act of 2001. In 2002, Tennessee passed its first Public Charter School legislation. Four schools were successful in gaining approval to begin operating in the 2003-2004 academic year. The second cohort of three charter schools began operation during the 2004-2005 academic year, with the third cohort of five schools starting up during the 2005-2006 academic year. No new schools were added during the 2006-2007 academic year. According to the charter school law, these charter schools were granted "maximum flexibility" to achieve alternative ways for public schools to educate school children. The purpose of the present evaluation study was to examine the progress made in program implementation, school climate, and student achievement by the seven charter schools. A "mixed-methods" design, encompassing both qualitative and quantitative data, was employed. The questions upon which the evaluation methods are based relate to the progress of individual schools and the overall group in implementing desired strategies for curriculum, instruction, and organization, and in attaining the goals of No Child Left Behind by bringing every child to proficiency in reading and mathematics on the Tennessee Comprehensive Assessment Program TCAP by 2014.
