Mandatory diversity, equity, and inclusion (DEI) training is a common element institutional DEI initiatives in their response to dismantling racial inequity in government organizations; yet, the lived experiences of racially marginalized participants remain critically underexamined—particularly in government settings, where the bureaucratic structures implementing these trainings are themselves racialized. This research was conducted during one of the most politically hostile environments for DEI work in recent memory. Federal executive actions in 2025, specifically the “Bondi memo,” directed entities subject to federal antidiscrimination laws to cease DEI practices, creating immediate chilling effects that directly impacted this study and reminded us that the …

Recruiting, Retaining, And Culturally Sustaining Latine Teachers In A School District With A High Population Of Latine Students, Lisa Garcia Simms

Latine students make up 52% of the Denver Public Schools (DPS) population, yet only 23% of its teaching force is Latine. This imbalance has real implications for student experience and opportunity. In 2024, DPS commissioned the La Raza Report, which detailed challenges faced by Latine students and educators and called for systemic improvements. The findings highlighted a clear need to strengthen recruitment, retention, and culturally sustaining support for Latine educators.

Educators today face daunting challenges, especially in addressing persistent gaps in outcomes for historically underserved students from low-income and minority backgrounds. Practitioners often cite school climate as a key barrier to student success—an assertion supported by research linking school climate to students’ academic and personal outcomes. This study sought to improve school climate across 16 urban middle and high schools within one charter network. An under-researched area of public administration, bureaucratic discretionary practices regarding student discipline and resulting inequitable consequences are explored throughout this study from a theoretical perspective. The study examines student discipline outcomes for conduct violations in America’s schools. Further, research will determine if data supports the notion that school leaders’ administrative discretion contributes to inequitable student disciplinary practices. Humor is one approach to disability justice work that can move the social work profession forward in a novel way. The systemic denial of mortgages, loans, and other financial services to specific neighborhoods on the basis of race, a practice known as redlining, has continued to have a disproportionately negative effect on communities of color since its inception in the 1930s. The purpose of this qualitative study was to explore elementary principals’ experiences implementing a district-mandated educational equity policy. Many universities and K-12 public school systems express a significant, formal commitment to the ideals of diversity, equity, and inclusion (DEI). Relative to the emphasis on DEI in America’s educational institutions, however, there has been little research describing DEI trends and evaluating the efficacy of DEI bureaucracies. This three-chapter dissertation examines DEI trends that have been the subject of much discussion—but rarely studied empirically.

This dissertation examines the policy requirement of site-based expenditure reporting which is a requirement of the newest reauthorization of the Elementary and Secondary Education Act of 1965, the Every Student Succeeds Act. For the first time, the federal government has required school districts to report site-level expenditure data publicly. In Illinois, the tool used to meet this federal reporting requirement is Site-Based Expenditure Reporting. The researcher conducted one-on-one informational interviews with current and former BGSU Honors College students. The researcher then utilized this qualitative research in planning and recommending programming to support at-risk Honors students. By at-risk Honors students, the researcher refers to members of historically underrepresented groups such as students of color, LGBTQIA+ students, and international students. Although the Honors College aims to provide its students with ample resources and opportunities, it must place a greater emphasis on making sure it is properly supporting its at-risk students. Despite attention given to the increasing diversity in higher education, greater barriers to college access and degree attainment exist for many minoritized groups in comparison to dominant groups. Research illustrates that campus climate for diversity, a systemic concept, plays a critical role in the success of minoritized groups. Additionally, institutional accreditation is a critical process, and it may be a catalyst for systemic change. However, there is little research on the relationship between the regional accreditation process and institutional change, with even less research on the impact of accreditation on campus climate for diversity.

In this study, I examined representation rates of gifted students from diverse backgrounds in Florida county school districts. Florida state legislation governing gifted student education allows for alternative identification methods to be used for students from underrepresented groups if plans for such identification are approved by the Florida Department of Education; however, this option, informally referred to as “Plan B” after subsection B of the legislation governing gifted services, is not a requirement that districts must follow. Advanced Placement (AP) courses engage high school students with college curriculum taught by trained high school teachers, with an opportunity for students to earn college credit by passing the end-of-course AP exam. AP has evolved into an indicator of school quality, instructional rigor, and a consideration in the college admissions process. AP enrollment and exam performance outcomes for White students disproportionately surpass those for Black students. Does Increased Family Income Reduce Fade Out Of Preschool Gains?, Colin C. Rose

The current study examines the connection between a change of family income and the retention of academic gains for children in low-income households who have attended a center-based preschool program. These children are often shown to lose the academic advantage they gain during preschool as they move through k-12 education in a phenomenon called fade out. A theoretical framework was constructed positing that material and psychological effects of poverty inhibit the ability of these families to support and maintain growth during this critical time when children are highly nested in the family unit.
