Each year, approximately 64% of admitted students do not enroll at the University of Texas at El Paso (UTEP). This is particularly concerning given the projected decline in regional high school graduates beginning in the 2025-2026 academic year. The El Paso region is also predominantly composed of groups who have been historically underrepresented in higher education, including Hispanic or Latino students, individuals from low socio-economic backgrounds, and first-generation college students. Using logistic regression analysis, this quantitative study investigates how seven key factors impact the likelihood of enrollment among admitted UTEP applicants. This dissertation used a qualitative policy content analysis (PCA) of historical anti-literacy laws and modern DEI bans to answer two research questions: What is the connection between anti-literacy laws and DEI bans? How do anti-literacy laws and DEI bans create an environment that maintains white supremacy? A PCA exercise informed the analysis of historical anti-literacy laws in South Carolina (1834), Georgia (1829), North Carolina (1830), Louisiana (1830), Virginia (1831), and Alabama (1833) and modern DEI bans in Texas (2023), Alabama (2024), and Florida (2023) to find the connection between the laws. Herbert Marcuse’s essay Repressive Tolerance (RP) has been praised by the Left and vilified by the Right for its alleged promotion of censorship targeting reactionary opinions and actions. I argue that this interpretation of the text is mistaken. According to my alternative reading of the text, RP should be understood as an exercise in provocation and irony aimed at defending civil disobedience and dissent. Marcuse’s defense of dissent, however, appeals to a critique of pure tolerance that exposes the unavoidably partisan practice of tolerance, which invariably favors the reigning undemocratic status quo. Schools play an important role in safety and stability for refugee students, including the Ukrainian school-age children who fled the war after Russia’s invasion in 2022. This brief summarizes findings from a study that used data from 24 interviews conducted in 2022 with teachers and mothers of Ukrainian refugee children attending elementary schools in Poland to examine the impact of forced migration on academic progress and socio-emotional well-being of refugee students. Student debt was specifically addressed in the federal government’s response to the COVID-19 pandemic through forbearance polices. However, not all individuals were eligible for forbearance, and it is possible that forbearance would leave some feeling further behind. Yet, little is known about student loan debt over the course of the pandemic, especially in relationship to forbearance policies, loan payments, and household financial stability. In this paper, we use a natural experiment to measure the impact of a transitory positive income shock on college education. On March 11, 2021, the American Rescue Plan Act was signed into law. This act made provisions for the third round of Economic Impact Payment for eligible US residents. Each person in an eligible family received up to $1,400. This stimulus payment was an exogenous positive income shock on US college students if they received the payment. In this chapter, Professor Hamill illustrates that Alabama’s regressive tax policy oppresses poor Alabamians and denies their children a chance for a better future and explains why the 1901 Constitution makes meaningful tax reform impossible. She then shows that Governor Bob Riley’s 2003 failed reform efforts and ten years of unsuccessful civil rights litigation which followed, means reformers must convince Alabama’s citizens at the ballot box. From 1990-2014, Alabama fought against improving the property tax system for the benefit of public schools in Knight v. Alabama (2007) and Lynch v. Alabama (2014). Knight and Lynch charged the State with upholding a racially discriminatory property tax system that served to keep public school systems, particularly in rural, predominately Black counties, severely underfunded. Brown v. Board compelled Alabama to desegregate its school systems with “all deliberate speed,” but school systems remained unequal due to funding disparities from the state’s overly complicated tax system. Despite over 700 amendments by 2014, Alabama’s constitution left the property tax system created in …

This fact sheet examines the number of college-educated individuals who moved to Mountain West states (Arizona, Colorado, Nevada, New Mexico, and Utah) and to selected metropolitan statistical areas (MSAs) in the Mountain West in 2023. The “2024 Study: ‘Brain Drain’? The States With the Largest Net Gains and Losses of College-Educated Americans” report contains data from the Annual Social and Economic Supplement (ASEC) of the Current Population Survey conducted by the United States Census Bureau. The study includes data on where college-educated residents move and which areas experienced ‘brain drain,’ where college-educated residents move to other places.

Black women who attend college in the United States are more likely to borrow to cover the cost of attendance and carry the largest amount of student loan debt than any other racial and gender group. Federal student loan borrowers are encouraged to work in public service to take advantage of the Public Service Loan Forgiveness Program (PSLF), an income-driven repayment program established by the College Cost Reduction and Access Act (CCRAA) of 2007. This study examined how three champion principals of Asian language dual language bilingual education (DLBE) programs—Cantonese, Korean, and Mandarin—in California have navigated the oscillating language-in-education policies after the Lau decision. We explored principals' various roles through a lens of agency in a social justice leadership framework, specifically considering the opportunities and challenges for agentive leadership from three different phases: foregrounding and engaging, planning and implementing, and evaluating and sustaining.
