This submission to the Inquiry into the Thriving Kids initiative advocates for an evidence-based, inclusive approach to supporting children up to eight years with developmental delay, disability and autism within mainstream early childhood and school settings. It recommends embedding foundational supports within a Multi-tiered System of Supports (MTSS) framework that integrates universal, targeted and intensive interventions according to children's needs rather than diagnosis. The submission highlights the importance of workforce capability, collaborative practice, effective leadership, high-quality assessment and screening tools, and embedded allied health support. Adequately resourcing MTSS implementation will strengthen inclusion, early intervention and educational outcomes for all children.

This report shares the findings from an action research project conducted on behalf of Global Partnership for Education’s (GPE) Education Out Loud (EOL) programme by the Management for Development Foundation (MDF) and the Australian Council for Education Research (ACER) Consortium, in its capacity as global learning partner (GLP). The education system in Bangladesh has undergone significant change since the country’s independence from Pakistan in 1971. In 1973 the community-sponsored school system, in which communities felt a moral obligation to take an active role in schools, was transformed into a centralised national system. This caused a shift in the sense of ownership of the education system and a disconnect between community and school. This in turn led to the development of a system, which lacks accountability and community monitoring, and has left the system vulnerable to shocks that disproportionately affect already disadvantaged students. Two years on, the COVID-19 pandemic has continued to impact national education systems due to partial or complete closures of schools, or the uncertainty of school closures. To support education policymakers and stakeholders to build resilient education systems, the Global Education Monitoring (GEM) Centre developed two practical policy resources – a Policy Monitoring Framework (PMF) and a Policy Monitoring Tool (PMT). The COVID-19 pandemic has disrupted education for approximately 1.2 billion students across the Asia-Pacific, and forced the closure of many schools, precipitating a transition towards remote learning, albeit with uneven access and quality (UNESCO, 2021; Global Education Evidence Advisory Panel, 2022), and threatening to deepen the ‘learning crisis’ that already existed, particularly for the most vulnerable learners. To measure the efficacy of school sector interventions, Bhutan Council for School Examinations and Assessment (BCSEA) partnered with Australian Council for Educational Research (India) to strengthen its National Education Assessment (NEA) for obtaining evidence on learning, monitoring the progress of learning outcomes, understanding associations between context and achievement, and differences in achievement between groups. Eventually, the assessment reform will support measuring learning at the key stages of grades 3, 6, and 9. This case study report presents an overview of this project.
