The article focuses on the ongoing commitment of educators to incorporate critical race theory (CRT)–informed pedagogy in English classrooms despite legislative efforts to suppress it. Topics include the historical and political context of anti-CRT policies, the personal and professional responses of educators to these restrictions, and student-centered strategies used to navigate and resist such limitations in meaningful and legally cautious ways.

Racialization—the processes that infuse social and political phenomena with racial identities and implications—is an assertion of power, a claim of purportedly inherent differences that has saturated modern diplomacy, order, and violence. Despite the field's consistent interest in power, international security studies in the United States largely omitted racial dynamics from decades of debates about international conflict and cooperation, nuclear proliferation, power transitions, unipolarity, civil wars, terrorism, international order, grand strategy, and other subjects. Many universities and K-12 public school systems express a significant, formal commitment to the ideals of diversity, equity, and inclusion (DEI). Relative to the emphasis on DEI in America’s educational institutions, however, there has been little research describing DEI trends and evaluating the efficacy of DEI bureaucracies. This three-chapter dissertation examines DEI trends that have been the subject of much discussion—but rarely studied empirically.

Police officers were introduced in the American school system to provide White communities with a sense of safety. However, these police officers are not well trained to provide students with support and instead are trained to deal with situations with force. The implicit bias of police officers criminalizes and punishes Black, Indigenous, and People of Color (BIPOC) students unfairly. Stable and adequate housing is critical in the midst of a pandemic; without housing, individuals and families cannot shelter in place to prevent the spread of disease. Understanding and combating housing hardships in vulnerable populations is therefore essential to a sound public health response. This article provides a comprehensive examination of aquatic programming at Historically Black Colleges and Universities (HBCUs). HBCUs consist of public, private, 2-year, and 4-year institutions (U.S. Department of Education, 2018). Historically, HBCUs provided descendants of the enslaved access to higher education opportunities (Brown, Donahoo, & Bertrand, 2001). HBCUs now serve a more diverse community and the core focus remains on inclusion, social justice, diversity, empowerment, leadership, and cultural competence (Kennedy, 2012; Rawlins, 2018). There is concern about whether there are disparities in school suspension rates between students from different subgroups and their peers. The number of black teachers in schools across the United States has never recovered resulting in a teaching workforce that is less diverse than the student population that they teach. Advanced Placement (AP) courses engage high school students with college curriculum taught by trained high school teachers, with an opportunity for students to earn college credit by passing the end-of-course AP exam. AP has evolved into an indicator of school quality, instructional rigor, and a consideration in the college admissions process. AP enrollment and exam performance outcomes for White students disproportionately surpass those for Black students. This study attempts to inform practice, policy, and programming toward more equitable enrollment outcomes for Black students through a single case study. The Supreme Court decision in Grutter v. Bollinger provided more definitive guidance for institutions of higher education desiring to use racial preferences in an effort to achieve a diverse student body. This Article first examines Grutter and other relevant cases to set forth the parameters established by the Supreme Court concerning how university preferences, including but not limited to race, may be used in an admissions policy. The purpose of this study is to examine the impact that race and economic status have on middle school academic performance in the Fulton County School District. Descriptive statistics were used to critically analyze how these demographic variables affect middle school academic performance. The mean Criterion Reference Competency Test (CRCT) scores in mathematics and reading were recorded for each of the 22 middle schools in Fulton County from 2006 to 2009 and compared according to race and economic level. On June 30, 2007, after much dissension the United States Supreme Court came to a final decision that public schools are not allowed to use a student’s race or ethnicity as the primary factor in assigning students to particular schools. This ruling comes at a time when there are high levels of residential segregation that are producing resegregated schools. Residential segregation is not only creating racial resegregation, but also a consolidation of poverty. Forty-three percent of African American and Hispanic students attend schools with poverty rates over 80 percent, compared to just 4 percent of Caucasian students (McArdle, Osypuk, and …

This article looks at urban education through the vantage point of Chicago’s mayors. It begins with Carter H. Harrison II (who served from 1897 to 1905 and again from 1911 to 1915) and ends with Richard M. Daley (1989 to the present), with most of the focus on four long-serving mayors: William Hale Thompson (1915–23 and 1927–31), Edward Kelly (1933–47), Richard J. Daley (1955–76), and Harold Washington (1983–87). Freedom Schools, which operated during 1964 after the collaborative efforts of several Civil Rights organizations, provided an opportunity to understand how students can drive the curriculum to meet individual and collective needs within a community. The presence and use of poetry throughout the Freedom Schools was mysterious, given that it is virtually absent in the curriculum guide, memos, and documents prepared by the administrative staff members and teachers. Students’ poetry not only revealed the intersections and layers of lived experience, society, and culture, but also their agency in the context of an anti-oppressive education project.

This article proceeds as follows. Because it is first necessary to recount some of the history of the Little Rock school cases, Part I discusses the origins and early steps in the long-running litigation. Part II considers the period from 1982 until 2004 when Richard Arnold was a member of the appellate panel assigned to the school cases. This part identifies three critical points of the Eighth Circuit's intervention under Judge Arnold's leadership.
