This fact sheet reports 2025 public education rankings for the Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah. The Consumer Affairs report, “Best States for Public Education 2025,” ranks all 50 U.S. states across four categories: K-12 performance, school funding and resources, higher education quality, and school safety. This fact sheet also highlights the change in each Mountain West state’s overall ranking between 2024 and 2025.

ADVANCE Reports

A Spring 2025 climate survey finds that UNM faculty remain committed to their teaching, scholarship, and collegial relationships, despite concerns about research funding, academic freedom, and graduate student recruitment and well-being. The survey also found that faculty have higher levels of stress than in a previous ADVANCE survey, worse psychological well-being, more difficulty concentrating, and more concern about tenure and promotion. A set of recommendations for academic leaders are provided.

Following the decade after K-12 public education funding cuts brought on by the Great Recession, some states are addressing these funding cuts with changes to their funding formulas. This comparative case study identifies trends of significant changes in education funding formulas since the end of the Great Recession in states with majority Republican legislatures—red states. The states analyzed in this study are Texas, Tennessee, and Mississippi. Charter schools are public schools that operate free from some government regulations in return for a commitment to achieve a set of student outcomes specified in their charter. Nearly 8,000 public charter schools enrolled 3.7 million students in the U.S. in 2020-21. Our team has studied charter school funding across the United States since 2005, consistently finding that, in major cities, charter schools receive less funding per pupil compared to traditional public schools (TPS). We have also found that charter schools use their funding more efficiently, achieving better short- and long-term outcomes per dollar invested, relative to TPS.

For the last twenty years, nearly every flagship university in the U.S. has been decreasing its share of in-state students and enrolling more students from out of state, a phenomenon I call the “Great Student Swap.” Using data from the Integrated Postsecondary Education Data System (IPEDS), I examine every “flagship” public university by comparing incoming first year students from 2002 through 2018 (those who would have graduated in the spring 2022 assuming the traditional four-year timeframe for completion). Three decades after the first charter school law passed in the United States, myths about these public schools not only persist but continue to fuel strong claims and divisive debates. Commentators point to education management organizations (EMOs), for-profit organizations which manage or operate a network of charter schools, as examples of private entities supposedly profiting off public education.

Historically, public education spending in the United States has risen at a steady rate. In 2017-2018 alone, policymakers spent over $780 billion on the public education system. The intent behind education spending is to create more and better opportunities for students to excel academically, thereby improving their life trajectories. However, looming future challenges such as underfunded teacher pension liabilities suggest that policymakers should “economize” their spending wherever possible. Charter schools have been a part of the educational landscape in New York City since the first New York charter school opened in Harlem in 1999. We define a charter school as any school that (1) operates based on a formal charter in place of direct school district management and (2) reports its finances independently from the school district. We define all other public schools as district schools. The main goal of this research paper was to examine whether the New Hampshire funding system of public education is effective in providing equal educational opportunities to all children. In early 2003, the Bush administration proposed and Congress considered two types of highly controversial structural reform to Head Start, the federal program that since 1965 has provided early education and comprehensive health and social services to low-income preschoolers and their families. First, the proposal would begin funding Head Start through federal block grants to the states rather than through direct federal grants to local agencies.
