Death and injury from falls are a long-standing and continuing problem in construction, responsible for at least a third of the construction deaths in the U.S. from 2004 to 2007. Each of those years, Nevada has exceeded the national percentage. Although 29 CFR 1926.503 sets forth Occupational Safety and Health Administration (OSHA)'s requirements that construction employers train employees exposed to fall hazards and document such training, the incidence of deaths and injuries from falls are an indicator that this training was not provided or else was not effective.

In a somewhat surprising move last week, President Obama unilaterally created rules for NCLB waivers. This policy brief provides a brief background, followed by a discussion on the new NCLB flexibility and how these changes could affect schools in Arkansas.

One of the most relevant topics in current Chilean politics, the student movement has organized, over the course of the past nine months, a series of strikes, protests and demonstrations, rallying at certain times over 100,000 people. The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.

Two types of state takeovers have been in the news this summer. The news extensively covered the state takeover of Helena-West Helena School District and Pulaski County Special School District due to fiscal issues. At their August meeting, State Board of Education members discussed amending the Academic Distress Rules in a manner that would more easily enable state takeovers on the basis of academic distress. As state governments shrink their budgets, more school districts are debating consolidation. In considering school consolidation, governments must evaluate costs per pupil and student achievement. Factors associated with costs per pupil include schools per district, district enrollment, income per individual, percent of pupils eligible for free lunch, pupil-teacher ratio, and average teacher salary. Factors associated with achievement include school enrollment, percent of pupils eligible for free lunch, suspension/expulsion rates, pupil-teacher ratio, and average teacher salary. One day after the Arkansas Department of Education (ADE) released the results from the spring 2011 Arkansas Benchmark exams, the OEP received a call from a local constituent asking how districts in Northwest Arkansas compared to the rest of the state. Surprisingly, this type of question - often asked by educators, policymakers, researchers, parents, and concerned citizens - is not that easy to answer by simply glancing at the ADE-provided data. 1 Therefore, we put together a little policy brief to make the data more clearly understood.

The purpose of this study was to describe the current status of students with special needs in the instrumental musical ensemble and to examine the effect of selected educator and institutional variables on rates of inclusion. An online survey was designed by the researcher and distributed electronically to 600 practicing K-12 instrumental music educators in the states of Idaho, Mississippi, Nebraska, Nevada, New Mexico, and Rhode Island. One such challenge is the perceived lack of governance and regulation of for-profit higher education institutions. Childhood obesity has become a worldwide epidemic with health and economic implications. In response to the epidemic, Congress passed the Child Nutrition and WIC Reauthorization Act of 2004. A mixed-methods research design first using quantitative then qualitative data was used in order to explore what cyberbullying policies are being employed by principals in the state of Nevada. Electronic surveys were given to all 118 middle school principals in Nevada. Middle school was chosen because it is the age where cyberbullying behaviors are most prevalent. Out of the 118 surveys that were deployed, 66 principals responded. A series of independent t-tests and a chi-squared analysis was conducted using the survey data. The survey concluded by asking principals if they were willing to participate in a one-on-one interview regarding the …
