Algorithmic recommendation systems and interface designs shape attention by combining visually salient cues with uncertain reward timing and low friction interaction. These conditions can sustain anticipatory checking, extend time on task, and reduce natural disengagement points through patterns such as infinite scrolling and autoplay. Deficit-laden language like ‘behavior problem,’ ‘not college material,’ ‘won’t fit in’, ‘not a cultural fit’, operates as a systemic form of implicit bias and microaggression in school settings. Despite decades of research on school belonging and well-being, school psychology has yet to integrate these exclusionary discursive practices into a coherent health-determinant model that also accounts for the current anti-diversity, equity, and inclusion (DEI) policy environment. The New York State (NYS) Excelsior Scholarship Program, introduced in 2017, was designed as a “first-in-the-nation” tuition-free initiative intended to expand college affordability for undergraduate students attending public institutions in New York State. While the program aims to increase access to higher education, its eligibility requirements, particularly the expectation that students complete 30 credits annually through continuous full-time enrollment, may disadvantage students whose academic pathways diverge from traditional enrollment patterns. This dissertation consists of two essays in applied microeconomics, each examining how individuals and institutions respond to policy changes. Both essays leverage natural experiments and recent advances in difference-in-differences estimation to identify causal effects. Both also speak to a common theme in public policy: the gap between intended and actual consequences of government intervention, and the role that policy design plays in shaping those consequences.

At the center of this uptick in book bans lies a confusing puzzle: while book bans overwhelmingly occur in Republican-dominated states, Mississippi, despite its conservative political landscape, has seen almost none, even as states like Florida have enacted more than a thousand in a single year. Mandatory diversity, equity, and inclusion (DEI) training is a common element institutional DEI initiatives in their response to dismantling racial inequity in government organizations; yet, the lived experiences of racially marginalized participants remain critically underexamined—particularly in government settings, where the bureaucratic structures implementing these trainings are themselves racialized. This research was conducted during one of the most politically hostile environments for DEI work in recent memory. Federal executive actions in 2025, specifically the “Bondi memo,” directed entities subject to federal antidiscrimination laws to cease DEI practices, creating immediate chilling effects that directly impacted this study and reminded us that the …

Behind The Scores: How Federal Education Legislation Influenced Dayton Public Schools’ Special Education System For Students Of Color, Simran Kaur

This paper analyzes the district special education system of Dayton Public Schools’ through federal legislation requirements and state-reported data to evaluate access, implementation, and equity. Findings show that while the district meets several procedural requirements at federal levels, students with disabilities (especially Black students) face limited access to general education environments, family engagement, and disability identification at a local level. Risk ratios reveal subjective disability categories, which is contributing to the district’s low Achievement Gap Closing rate through the state-wide report card.

California's Global 2030 initiative set an ambitious target: half of all K-12 students to achieve bilingual proficiency by 2030. This qualitative study examines whether Dual Language programs (DLPs) in California's major metropolitan areas are positioned to meet that goal. Drawing on ten semi-structured expert interviews with researchers, administrators, teachers, and nonprofit advocates, the study identifies four central challenges: inadequate student preparedness, chronic underfunding, insufficient teacher training, and a failure to connect students to their cultural heritage. The findings reveal that California lacks the infrastructure, data systems, and financial commitment necessary to achieve the 2030 goals. The authors recommend establishing a …

Digital platforms increasingly govern contemporary social, civic, and psychological life through systems optimized for attention capture, amplification, and monetization. While lawful expression remains protected under the First Amendment, the infrastructural mechanisms that determine how speech circulates have produced a range of attention‑based harms, including cyberbullying, engagement farming, compulsive doom scrolling, emotional dysregulation, and civic polarization. This thesis examines why strong sex education laws do not reliably translate into consistent classroom experiences for LGBTQ+ students. Using a qualitative single-case study of California, it traces the evolution from SB 71 (2003) to the California Healthy Youth Act (CHYA) (2016) and analyzes how mandates move through a decentralized governance chain. Drawing on statutes, legislative records, state guidance, curriculum review tools, advocacy reports, media accounts, and public indicators, the study focuses on implementation mechanisms rather than estimating causal health effects. Public education in the United States is socially and politically constructed, and ongoing reforms increasingly require collaborative engagement among diverse stakeholders amid heightened divisiveness. This mixed methods comparative case study examined how educational stakeholders make sense of one another’s perspectives during district-level collaborative work and the conditions that may foster conscientization, the critical reflection on one’s positionality. Two school districts developing a Profile of a Graduate (POG) and one engaged in deliberation about the relationship between public and charter schools within its community serve as comparative cases. The current study investigates the relationship between noun classes and plant folk taxonomy in Chasu (G 22). The study focuses on two objectives: the first objective is to describe the plant folk taxonomy in Chasu and the second objective is to determine the relationship between noun classes and plant folk taxonomy in Chasu. Data were collected from rural villages in Same and Mwanga districts by using free listing, field interviews (jungle-walk-and-identify), and written texts containing Chasu plant names. The inaugural NH ECE Research Consortium convening in May 2025 welcomed nearly 50 attendees from 29 organizations for a half-day session connecting over research and data. Attendees participated in three activities using the Ecocycle Planning framework. The group sorted NH ECE activities and approaches into three main areas: (1) things we value in which we already invest (or plan to), (2) things we value in which we do not invest, and (3) things that need to change or are already changing. Reflections in each area are summarized here in hopes that the synthesis supports our shared and ongoing efforts to …

Teachers are critical to education production. Yet, recruiting and retaining teachers has remained challenging, particularly in high need fields, at schools serving a high proportion of students from low-income backgrounds, and from racially diverse backgrounds. To incentivize enrollment in teacher preparation programs and to support teacher candidates through degree completion, the federal government implemented the Teacher Education Assistance for College and Higher Education (TEACH) Grant in 2008. The TEACH Grant offers undergraduate and graduate students up to $16,000 and $8,000 in grant aid, respectively, to pursue degrees in high need teaching fields. This study examined how California Community Colleges (CCCs) constructed financial aid discourse in Student Equity Plans (SEPs) and assessed whether these strategies mitigated or perpetuated racial disparities for Black students. Previous scholarship identified racial inequities in financial aid systems and explored how equity planning documents addressed race; yet, the influence of institutional discourse on financial aid access remained underexamined. This study contributed to the literature by applying critical race hermeneutics (CRH) to examine how SEPs outlined financial aid strategies, with particular attention to the framing of work–study opportunities and the extent to which the SEP intended to employ race-conscious approaches. …

Virginia has an incarceration rate of 679 per 100,000 residents, the highest among independent democratic nations. This scoping review examines perspectives on post-secondary STEM education to promote STEM education within Virginia's correctional facilities, assesses programs to improve rehabilitation, reduce recidivism, and address systemic inequalities by developing the scientific potential of incarcerated individuals. The review finds that while STEM education in correctional facilities faces limitations, its potential benefits are being realized nationwide. This study provides a comprehensive assessment of the graduate education sector, revealing that it is highly privatized, NCR-centric, and dominated by enrollment in Education and Business/Administration fields. The analysis confirms that the primary driver for this high demand, particularly in teacher education (which accounts for over half of all enrollment), is the use of graduate degrees as a key requirement for career advancement and promotion within agencies like the Department of Education (DepEd). This dissertation seeks to generate a new perspective of the complicated relationship between actualized policy and stability through looking at Ukraine’s language policies and stability in a mixed manner approach that includes both primary and secondary sources. Russia justified its irridentist activities through claiming to protect Russian nationals within Ukraine’s borders: language policies within Ukraine appear to be a trigger for Russian antagonism. A transit, destination, and sending country, Egypt generously hosts more than one million refugees and asylum seekers (UNHCR, 2025), in addition to several migrants estimated at nine million in 2022 (IOM, 2022). This dissertation used a qualitative policy content analysis (PCA) of historical anti-literacy laws and modern DEI bans to answer two research questions: What is the connection between anti-literacy laws and DEI bans? How do anti-literacy laws and DEI bans create an environment that maintains white supremacy? A PCA exercise informed the analysis of historical anti-literacy laws in South Carolina (1834), Georgia (1829), North Carolina (1830), Louisiana (1830), Virginia (1831), and Alabama (1833) and modern DEI bans in Texas (2023), Alabama (2024), and Florida (2023) to find the connection between the laws. The history of Iraqi education unmistakably illustrates how policymakers have consistently operated within the same worldview since 1920. Despite apparent differences among Iraqis in terms of race, religion, sect, geography, and social and tribal norms, a shared worldview has emerged, which I term the Traditional Iraqi Paradigm (TIP). This shared worldview comprises a set of interconnected postulates. The divergence among Iraqi groups lies not in the postulates themselves but in how they translate these postulates into actions and behaviors.
