This thesis analyzes the multifaceted debate over the use of comprehensive sexuality education (CSE) in United States public schools, while also emphasizing the ways in which withholding CSE is a strategy to uphold the white supremacist patriarchy. The work begins by historically framing the evolution of sexuality education through the United States’ history. I examine the ongoing youth literacy crisis in New York City and, along with it, two long-standing, opposing education policies—progressive and traditional—that have sought to address it. I argue that resisting dogmatic adherence to one or the other of these approaches, coupled with teacher-centered professional development opportunities that emphasize educators’ reconnection to the personal experience of writing, will improve classroom writing education goals. This thesis takes a critical look into charter schools in New York City. Through this thesis, I want to answer questions regarding who benefits from the current charter school model in NYC and why this current state of schooling is detrimental to marginalized children. As a former NYC public school student, I know first-hand that good intentions by white educators (and thus white systems) do not always result in beneficial outcomes for the most vulnerable.

For the over 3 million immigrants of New York City, the education system is one of the many areas they must navigate in their transition to the United States (MOIA annual Report, 2018). However, for the Caribbean immigrant navigating the school system is especially hard. Of the five boroughs in New York City, Brooklyn has the second-largest immigrant population with approximately 28% of the immigrants in the borough from the Caribbean. The 2018 United States Census shows that Caribbean immigrants account for about 258000 of the approximately 900000 immigrants in Brooklyn. It was my fourth year of teaching at a Brooklyn elementary school when the COVID-19 pandemic forced school buildings, and the entire city, to enter a world of lockdown and quarantine. New York City was an early epicenter of the 2020 coronavirus pandemic, and the virus quickly revealed severe racial and socioeconomic disparities across the city. A disproportionate number of cases, serious illnesses, and death has been experienced by low-income Black and Latinx communities. At the same time, 2020 also ushered in a national racial reckoning following the May murder of George Floyd.

This dissertation research chronicles my experiences with emotions and learning as a student conduct administrator throughout the arduous process of investigating, becoming, and transforming by engaging sociocultural theory. Grounded in Authentic Inquiry (Tobin, 2006), this research centers my lived-experience and nuances the role of emotions in student affairs and especially student conduct practices. Throughout this dissertation I address themes surrounding reflexivity (Bourdieu, 1992), emotions (Turner, 2002) (Collins, 2004), and self-care. Each chapter is interpretive and impressionistic and represents my thinking as a researcher and conduct administrator. In an environment in which new policy entrepreneurs and networks are influencing policy and public opinion, many university faculty are increasingly seeking ways to mobilize knowledge beyond academic conferences and journals. Using New York state as a case, we searched Access World News to compare the level of media access of academics with other knowledge brokering organizations (KBOs; e.g. think tanks, teachers’ unions, advocacy organizations, etc.). Our data shows relatively low levels of access for academics and provides profiles of those academics with high levels of access and what we might learn from them. We provide a discussion of the …

Sex education (sex ed) is a state-by-state and school-by-school issue, and there are no federal laws which mandate medically accurate education. In New York, schools only offer one semester of health education which often happens in the last semester of twelfth grade. Further, LGBTQIA+ people’s sexual health and identities are rarely mentioned. Therefore, this project asks: What are the ways sex ed curricula and policies in New York address the needs of LGBTQIA+ youth? This paper seeks to study the income patterns at the sub-bachelorette level through community colleges and workforce training programs. Using 2018 U.S. Census PUMA microdata, this thesis not only explores which fields of study, industries, and occupations have a sufficient number of observations to determine whether they provide incomes which are commensurate with a middle class livelihood but, also whether these jobs are plentiful in number.

Few measures assess cyberbullying and traditional bullying simultaneously while also reporting standards of reliability and validity. As a result, it remains unclear whether cyberbullying should be considered a separate type of bullying. This dissertation advances the literature by examining data from the 2013 School Crime Supplement to the National Crime Victimization Survey (NCVS-SCS) to provide psychometric information about the factor structure of the 2013 NCVS-SCS traditional and cyberbullying scales. Furthermore, the dissertation uses that information to evaluate if cyberbullying emerges as a unique factor. How does spending affect academic outcomes in higher education institutions? Postsecondary schools incur costs to provide services to its student body. In this study, I introduce multiple outcome variables, a two-stage production function, and current-year expenditures on core services to evaluate how school spending affects academic outcomes.

The empirical analysis includes 28 group sample parameter estimates from four outcome variables, the pooled sample, and group samples for each of six sectors. The fixed effects/instrumental variable (FE-IV) instructional expenditure parameter estimates were positive for 20 of the 28 group samples. This paper details adjustments to the lexicon of the school in response to changing demographics and historical events by examining statements provided by the school during different periods. In recent years, high schools across the country have seen the concern around transgender students using gendered facilities, such as bathrooms and locker rooms, come to the forefront. Often, dissenters raise worries of privacy and of “catering to a minority,” no matter what decision is reached. What factors influence Black and Hispanic students’ time-to-graduation, and is it different for their special opportunity program peers? Using theoretical lenses including intersectionality, class struggle, justice, and sociological practice, this dissertation employs data from a large urban public university system to examine the relative impact of demography, academic preparedness, and financial background on students’ time-to-graduation performance.

Public schools in the United States are becoming increasingly segregated by socioeconomic status. Though the educational consequences of socioeconomic segregation are well researched, segregation is often ignored or exacerbated by education reform. To learn more about the wider implications of socioeconomic segregation, this study utilizes theoretical frameworks derived from Max Weber’s theory of social stratification to analyze over 10,000 students’ experiences from the National Center for Education Statistics (NCES) Education Longitudinal Study (ELS) 2002, 2004, and 2012 waves of data collection. In New York City, all eighth graders attending public school must apply for high school. They have 400 schools from which to choose, and they must create a ranked list of twelve choices. Educators, researchers, advocates, and others agree that effective family-school partnership is an important component in best supporting the academic outcomes and future success of students. However, schools and educators struggle in forming constructive partnerships with racially and economically marginalized and oppressed parents and families, particularly low-income Black parents and families. This compromises support for low-income Black students that are already served in underfunded and under-resourced schools compared to their White middleclass counterparts. In this chapter I make my case for the utility of institutionalism for historians of education, first by explaining institutional theory and how it has been applied to, and shaped by, the study of schooling, and then by applying new theoretical developments to district-level historical research using examples drawn from earlier chapters in this volume. Ultimately, institutional theory may help us to interrogate Tyack and Cuban’s notion of institutional change in schools, by elaborating on their construction of the change process through specific, embedded, settings, and by rethinking how we determine what “counts” as change in schools and districts.

The implementation of the high school admissions process in the New York City Public schools, has re-defined the work and identities of professionals working the screened high school-programs. This study uses descriptive statistics culled from the Directory of New York City High Schools for 2007 and 2017, and interviews with school personnel from three screened school-programs, to review the impact of the implementation of this process during its first full decade in existence. The standard model for college in America—a four-year bachelor’s degree that teaches critical thinking, analytic reasoning, and written communication skills—is unaffordable and unattainable for most Americans. Only about a third of citizens aged 25 and over have achieved a baccalaureate degree or better. Two-thirds are left behind in precarious jobs that pay substantially less and that are losing ground. Student loan debtors who spend their loans on non-educational expenses   increase the likelihood of financial hardship once they begin repayment. Contributing to the financial struggles of student loan debtors is an overly-complicated student loan system which can entangle borrowers with unclear financial statements and a glut of federal loan repayment programs.
