Colorado's 179 K-12 public school districts operate as autonomous governance units, each responsible for securing and managing student data assets that span health, financial, residential, and academic records. The accelerating integration of artificial intelligence (AI) and machine learning (ML) tools into administrative workflows, productivity software, and instructional platforms has fundamentally altered the risk landscape for student data, yet governance frameworks at the state, district, and school levels have not kept pace. This dissertation investigates whether Colorado's decentralized educational governance structure is institutionally capable of producing equitable, secure, and sustainable data governance outcomes in the AI era.

This thesis examines why strong sex education laws do not reliably translate into consistent classroom experiences for LGBTQ+ students. Using a qualitative single-case study of California, it traces the evolution from SB 71 (2003) to the California Healthy Youth Act (CHYA) (2016) and analyzes how mandates move through a decentralized governance chain. Drawing on statutes, legislative records, state guidance, curriculum review tools, advocacy reports, media accounts, and public indicators, the study focuses on implementation mechanisms rather than estimating causal health effects. Many New York State school districts spend significant amounts each year for retiree health care benefits, and these payments are expected to grow over the coming decades. This brief summarizes findings from a study examining approximately 300 New York State school districts. Unlike retiree pension plans, which are typically prefunded, retiree health care benefits are funded on a pay-as-you-go basis, meaning that benefits for past employees who are currently retired are paid using current district revenues. In the average school district, pay-as-you-go spending currently amounts to 4.5 percent of district revenues. Assuming current benefit and funding policies remain, spending is …

Public School Districts Should Close Their “Alternative” And “Continuation” High Schools, Sean J. Drake

Public school districts across the country funnel academically struggling students into "alternative" or "continuation" high schools designed to help them catch up on credits and graduate on time. However, these schools often reproduce more inequality than they alleviate. This brief summarizes findings from a two-year ethnographic case study of an alternative high school in suburban Los Angeles, California. The author finds that these schools offer limited curricula and no extracurricular opportunities, while Black, Latino, and low-income students are vastly overrepresented compared to district averages. Teacher retention has long been an area of study, as schools struggle with high teacher turnover, adversely affecting students’ quality of education. Researchers have demonstrated that low scores on evaluations and low salary adversely affect general education teacher retention, but there is little literature on how these variables influence teachers in online alternative learning environments (ALEs). Chronic absenteeism is linked to poor academic performance and lower social-emotional skills, both of which can have long-term effects on students and their communities. The California Department of Education uses average daily attendance (ADA) to determine most of the funding that public schools receive. When a student is absent, their school loses a portion of potential funding for that day. Book banning and censorship in school libraries remain a significant barrier to intellectual freedom. Drawing on ten years of experience as a Texas school librarian, this opinion article highlights how district policies and grievance procedures empower individuals to exclude books representing marginalized identities, particularly queer and Black experiences. Using Critical Race Theory (CRT), specifically the tenets of whiteness as property and counter storytelling, the article explains how these policies uphold white privilege and dominant narratives while silencing counter-stories that validate diverse student identities. From 1990-2014, Alabama fought against improving the property tax system for the benefit of public schools in Knight v. Alabama (2007) and Lynch v. Alabama (2014). Knight and Lynch charged the State with upholding a racially discriminatory property tax system that served to keep public school systems, particularly in rural, predominately Black counties, severely underfunded. Brown v. Board compelled Alabama to desegregate its school systems with “all deliberate speed,” but school systems remained unequal due to funding disparities from the state’s overly complicated tax system. Despite over 700 amendments by 2014, Alabama’s constitution left the property tax system created in …

These policies can be positive or negative. Using geographic information systems (GIS) to analyze where better mental health and TGD impacting policies are correlated can offer clear results on where students mental health is affected by these policies in Colorado and Montana. Since October 7, 2023, there has been a sharp increase in antisemitic incidents on American college campuses, highlighting the urgency for additional research on this issue. Chapter Two examines Jewish students' perspectives on freedom of speech on college campuses, using a 2022 survey of 44,847 undergraduate students on 208 campuses conducted by the Foundation for Individual Rights and Expression (FIRE, 2022). The survey reveals that Jewish students often feel inhibited in expressing their opinions due to potential reactions from peers, professors, or their campus administration. This mixed method sequential explanatory study provided analysis of North Carolina (NC) school leaders’ dispositions in eliminating opportunity gaps, outlined in NC’s strategic plan. The study’s quantitative phase used descriptive and correlation analysis of eight Likert subscales around four tenets of transformative leadership (Shields, 2011) and aspects of critical race theory (Bell, 1992; Ladson-Billings, 1998; Ladson-Billings & Tate, 2006) to understand systemic inequities and leadership attitudes.

Legislatures across the country have been developing laws and policies to place police officers, also known as School Resource Officers (“SROs”), in schools. A recent piece of legislation in Kentucky, entitled the School Safety and Resiliency Act, requires all school campuses in Kentucky contain at least one SRO. Researchers have found relationships between the presence of SROs and the use of exclusionary discipline, and this research expands on that foundation by looking statewide at school- and district-level variables.

This chapter examines the drivers of academisation in order to better understand the emergence, growth, and impact of academy schools in England. It traces the expansion of academy schools as part of ongoing educational reforms that were reinforced by a neoliberal narrative and facilitated by the state through subsidies and the underfunding and disinvestment of state-run schools. This study’s purpose was to investigate school-level behavioral outcomes in relation to the proportion of Black teachers and students in U.S. schools. Negative school outcome and academic achievement gaps are well-documented. However, many of these studies utilized small, localized populations; my research used national data and focused on the problem behaviors in school. Drawing from Critical Race Theory, I hypothesized that a greater proportion of Black teachers would reduce school student problems and negative behaviors (e.g., student verbal abuse of teachers, widespread disorder in classrooms). Drawing on Bachrach and Baratz’s first and second faces of interest group power, we explore the relationship between teachers’ union power and reopening decisions during the fall 2020 semester in 250 large districts around the United States. This study examines the impact of the School Sector Reform Plan (SSRP), a national education reform in Nepal, on primary and secondary education. The study uses mixed-methods to analyze indicators of educational outcomes and identify the underlying environmental, organizational, and individual factors that affect reform implementation.

The first phase of the study is a quantitative analysis of annual, district-level data on 75 districts for 10 years, from 2006 to 2016 using regression models to predict dropout and promotion rates.
